Organisational Context

UnitingCare Gippsland is a community service agency of the Uniting Church in Australia, in existence since the late 1970’s. Our mission is to support and strengthen individual, family and community life through the provision of programs and services that respond to the needs of children, young people, families and individuals throughout Gippsland. In undertaking this work, we work in the interests of safety and wellbeing of children and young people.

Reporting Structure

The CEO reports to the Board of Governance and is accountable for achieving performance indicators set by the Board, as well as working with the Board to ensure they have access to all the required information to enable them to make informed decisions regarding the governance of the agency.

The CEO is responsible for the appointment and development of a highly functioning Executive Team, including direct oversight and supervision of the General Manager Team.

Position Purpose:

The CEO is responsible for meeting the strategic and operational objectives of the agency, enabling the organisation to sustainably fulfill its mission consistent with agency vision, principles and policies. The CEO achieves this through delivering excellence in leadership, planning, development and management.

Delegation:

The CEO is responsible for the employment and termination of all staff, the implementation of an effective and efficient organisation structure, and is delegated authority for the expenditure of up to $40,000 of budgeted expenses.

KEY CEO ACCOUNTABILITIES

Leadership

·  Champions UnitingCare Gippsland’s vision and mission and maintain a focus on the big picture

·  Provides clear leadership and mentorship, promoting and modelling organisational culture and values consistent with UnitingCare Gippsland

·  Assures the organisation and its mission, programs and services are consistently presented in a strong, positive image to relevant stakeholders

Strategic and operational planning

·  Ensures strong strategic planning and review processes are in place to produce effective plans for approval by the Board

·  Leads the development of operational plans in accordance with UnitingCare Gippslands Strategic Plan

·  Keeps abreast of changing political, economic, social, environmental and technological issues to ensure strategic and operational planning and change management strategies are in line with community needs

Ethical Management

·  Ensures reporting to the Board is always ‘transparent’ and on a ‘no surprises’ basis

·  Ensure the vision, mission, principles and values of UnitingCare Gippsland are embedded in the actions, decisions and operations of the agency

·  Demonstrates commitment to social justice and social inclusion and has a strong sense of social responsibility and personal integrity

Governance and Compliance

·  Implements and oversees sound governance processes

·  Ensures compliance with legislative, regulatory and contractual obligations

·  Ensures staff and Board have sufficient up-to-date information to fulfill their responsibilities

Financial Management

·  Oversees the overall performance of the organisation against the agency budget and ensures all financial reporting requirements are met

·  Develops and monitors strategies for ensuring the long-term financial viability of the organisation

·  Ensures financial systems, procedures and processes are established and reviewed in accordance with legislative requirements

Understanding of Uniting Church in Australia

·  Understands the basis of union of the Uniting Church in Australia

·  Has knowledge of and supports the ethos of Uniting Church

·  Understands the organisational and reporting structure of Uniting Care Victoria and Tasmania and actively participates in the UCV&T network

KEY AGENCY MEMBER ACCOUNTABILITIES - all agency members

·  Provide satisfactory Police Check and Working with Children Check

·  Adhere to UnitingCare Gippsland’s Code of Conduct and at all times work in a safe and respectful manner

·  Adhere to Agency Policies

·  Meet administrative and reporting requirements of the program or service

·  Participate in program supervision processes

·  Participate in UnitingCare Gippsland’s Performance Appraisal Processes

·  Regularly review and evaluate program and professional practice

·  Uphold consumer rights, privacy, confidentiality and informed consent

·  Apply principles of best practice to provide innovative and responsive service

·  Contribute to the development of quality plans and participate in program and agency quality accreditation processes.

·  Respect the diverse needs of all community groups, agency members and individuals to ensure needs are met in an inclusive and sensitive manner

·  Work collaboratively with and support other agency members and programs as required to provide seamless, quality service delivery

·  Identify, monitor, report and/or resolve OH&S and risk management issues as appropriate

KEY SELECTION CRITERIA

MANDATORY

1.  Satisfactory Police Check and Working with Children Check and a current Driver’s License

2.  Tertiary qualifications in an appropriate field

3.  Extensive experience within the community services or related sector in a CEO or senior management role

4.  Ability to lead a complex organisation and adapt and respond to change while meeting service delivery objectives

5.  Demonstrated ability to engage key stakeholders and build internal and external partnerships

6.  Demonstrated knowledge of local, state and national government priorities, particularly in the areas of community services, early childhood development, education and health

7.  Commitment to champion the values and philosophy of UnitingCare Gippsland

DESIRABLE

1.  Experience working with and reporting to a Board of Directors of a not for profit organisation

2.  Understanding of contemporary issues and challenges facing not for profit organisations

3.  Strong communication, influencing and negotiation skills

4.  Demonstrated ability to think strategically with strong conceptual, innovative, analytical and problem solving skills

5.  Is politically astute with demonstrated ability to advocate for social justice issues and actively promote the work and philosophy of UnitingCare Gippsland

6.  Experience in financial management at a senior level including budget formulation and financial control of a large organisation

7.  Experience in developing, implementing and evaluating Strategic Plans
