EDUCATION CIRCULAR NO. 2 OF 2006

NEW SUBJECT STRUCTURE IN PRIMARY SCHOOLS

The Primary Education Development Program (PEDP 2002 – 2006) included reforms in primary education curriculum by reviewing syllabi and increasing the number of subjects as stipulated in Education Circular No. 2 of 2005.

Criticisms were raised by a number of education stakeholders on the subject of Social Studies. This subject which merges subjects of History, Geography and Civics still fails to provide the knowledge that meets the current demands of the country. Hence, the government has decided to restore the subjects of History, Geography and Civics instead of Social Studies subject and has added new subjects of French, Information and Communication Technology (ICT), Life Skills and Sports. French and ICT are optional subjects which are to be taught in schools with relevant teachers and teaching and learning materials for ICT.

The new curriculum will start to be used for Standard I – III in January, 2007 by using 2005 syllabi. Moreover these subjects are illustrated in attachment A below. Standard IV – VII will continue using 1997sillabi.

Pre-primary curriculum remains the same as shown in attachment B.

This circular is with effect from 1st January 2007 and replaces education circular NO. 2 of 2005.

IMPLEMENTATION OF ADULT AND NON FORMAL EDUCATION STRATEGY

In accordance to the Education and Training Policy of 1995, the Ministry of Education and Vocational Training, has the responsibility to prepare, administer, monitor implementation and evaluate education programs, including Adult Education.

In 2003, the Ministry prepared the Adult Education and Non-formal Education strategy with a five year implementation span, from 2003/2004 to 2007/2008. The objective of the plan was to provide education to children and youths aged between 11 – 18 years who have missed formal education, through Complementary Basic Education in Tanzania (COBET). This strategy also aims at providing an opportunity to adults aged 19 years old and above to get basic education through Integrated Community Based Adult Education (ICBAE).

The implementation of COBET and ICBAE has been facing a number of challenges which include insufficient budget allocated for honorarium to the facilitators, differences in amounts paid as honorarium to facilitators between new Councils and others and misuse of such funds. Other impediments include inadequate books and other learning and teaching materials and poor monitoring of progress of COBET and ICBAE Classes, resulting in incorrect data and implementation that is contrary to the 1995 Education and Training Policy.

In overcoming the identified drawbacks and making the program more sustainable, the Ministry is providing the following directives with regard to administration, materials and monitoring:

  1. Administration of COBET and ICBAE programs

Each Council has to plan for and include in its annual budget honoraria for facilitators and running expenses of the programs.

  • A primary school teacher who teaches COBET classes is to be paid a monthly allowance of 20,000Tshs as motivation during the ten months of work per year.
  • A Voluntary facilitator teaching COBET Classes is to be paid a monthly allowance of 20,000Tshs during the ten months of work per year.
  • A Voluntary facilitator teaching two COBET Classes is to be paid a monthly allowance of 40,000Tshs in the period of ten months of work per year
  • A Voluntary facilitator teaching ICBAE Classes is to be paid a monthly allowance of 20,000Tshs during the ten months of work per year.
  • A Voluntary facilitator teaching both COBET and ICBAE Classes is to be paid a monthly allowance of 40,000Tshs in the period of ten months of work per year
  • Honorarium budget has to be used for honorariums purposes and not otherwise. The Officer for Adult education has to be effectively involved in this budget expenditure and has to submit a report on it.
  1. Teaching and learning materials
  2. Statistics for children in COBET classes has to be merged with children in primary schools to allow their inclusion in the budget for subvention
  3. Estimates for procurement of COBET text books should comply with the one to one ratio instituted by the Ministry (one book per one student).
  4. ICBAE books will be prepared with reference to environment and actual demand from participants.

EDUCATION CIRCULAR NO. 4 OF 2006

THE STRUCTURE OF EDUCATION IN TANZANIA

Pre-primary, Primary, Secondary, Teachers’ and Vocational Education is provided according to the Education Act No. 25 of 1978 and its amendment No. 10 of 1995.

In view of the Act, in 2002, the Minister issued Regulation No. G.N. 284 of 29/6/2002 which stipulated schools that follow the National Curriculum. The Regulation stipulates schools recognized by the Ministry which are Pre-primary , Primary, Secondary, Teachers Colleges and Vocational Colleges. The Regulation stipulates the duration for each education level. Primary Education is seven years (7), Secondary Education is six years (Form 1 – 6).

The Education structure has been clearly stated in the Education and Training Policy of 1995. The policy shows that Pre-primary Education is for two years (2), Primary Education is for seven years (7), Ordinary Level Secondary Education is for four years (4), and Advanced Level Secondary Education is for two years (2).

There is an English Orientation Course for Form One which lasts for six weeks (6) for all Secondary schools (Government and Private Secondary schools) before the school term commences. The aim of this program is to enable Form One students to master subjects which are taught in English.

However, some Private Secondary schools require that standard seven leavers to study for one year before joining Form One. This procedure is against the law and does not do justice to pupils and parents concerned, since they are obliged to pay school fees for forms 1 – 4 for five years instead of four years (4).

Therefore the government directs that this one year practice of “Pre-form One” should stop in all schools. The registration of any school which goes against this directive will be nullified.

This circular takes effects from 01/06/2006.

AMENDMENTS IN EDUCATION TRAINING DURATION FOR PRE-SERVICE GRADE IIIA TRAINEES

In 2002 the Ministry of Education and Culture initiated Pre-service Grade III A training program for one year of theory at the college and another year of practical training in schools. The purpose of this program was to respond to the increased demand for teachers due to increased enrollment of Standard 1 pupils as a result of implementing Primary Education Development Program (PEDP 2002-2006)

This initiated Pre-service Grade III A training program has helped much in producing sufficient qualified teachers. However, implementation of this programme has faced a number of challenges especially with regard to monitoring of teacher trainees during their practical training in schools due to high and unaffordable monitoring costs and inadequate numbers of professionals who can monitor the teacher trainees.

In this regard, the Ministry decided to restore the two years training program for Grade IIIA at the college with effect from 1st July, 2006

EDUCATION CIRCULAR NO. 6 OF 2006

CHANGES OF FEES IN TEACHERS COLLEGES

The Ministry of Education and Culture abolished fees for Grade IIIA Pre-service teacher training with circular No. 6 of 2002. The aim of the decision was to enable many qualified young people to join the teaching profession to meet teacher demand during Primary Education Development Programme (PEDP 2002 – 2006). This strategy has been successful and has reduced teacher shortage in Primary schools.

Government Teachers Colleges have had debts for a long time. These debts are due to inadequate budget allocation to Primary Education Development Programme (PEDP 2002 – 2006) for teacher training and increase of prices for various commodities. This situation necessitated the government to review the issue of fees payment in Teachers Colleges.

Therefore, the government has decided to charge fees to Pre service Teacher trainees in Teachers Colleges at Certificate and Diploma levels from July, 2006. Each student will have to pay 150,000/= per year. Second year teacher trainees (2006/2007) and Grade IIIA Certificate trainees studying for one year at the college (2006) are not included in this circular.

This circular will take effect from 1st, July 2006, and rectifies circular No. 9 of 1998, and replaces circular No. 6 of 2002.

EDUCATION CIRCULAR NO. 8 OF 2006

SCHEDULE OF NATIONAL EXAMINATIONS FOR DIPLOMA IN TEACHING

Circular No. 5 of 2004 provided schedule of National Examinations at all levels of education. In view of the circular, Diploma Examinations for teachers were scheduled for the first week of May. This resulted in new teachers for secondary schools to be available for teaching in May, 2007 after completion of their final examinations. This means pupils selected to join form one in 2007 will have no teachers for the period of January to May 2007.

The Ministry has decided to reschedule national examination dates for Diploma Teachers in Mainland Tanzania so as to get new teachers for form one pupils at the beginning of 2007. In this case, the national examination for Diploma teacher trainees in Mainland Tanzania has been rescheduled to the second week of February. Other examinations will continue to be conducted in May until further notice.

This circular amends Circular No. 5 of 2004 and will be in effect from 1st, November 2006.

EDUCATION CIRCULAR NO. 9 OF 2006

TEACHERS’ LONG TERM ACADEMIC AND PROFESSIONAL DEVELOPMENT SCHEME

Many teachers have been requesting for release to go for academic and professional development for periods more than three months to various colleges inside and outside the country. This move is good and has to be appreciated and encouraged. Some of the teachers who manage to get vacancies for further studies leave their work stations without permission from their Ministry or head of the station. This is against the regulations for civil servants and makes the unable to coordinate and verify educational services to staff.

The Ministry of Education and Vocational training has decided to make arrangements that would rectify the situation as follows:

  1. Teachers are expected to go for further studies in their subject areas they teach. Any teacher, who will request for permission for further studies in other areas not related to the teaching career, will have to apply for leave without pay from the Permanent Secretary, Presidents’ Office, Management and Public Service who has the mandate of granting leave without pay. The application letter should be forwarded by the employer, the Permanent Secretary, Ministry of Education and Vocational Training. Furthermore, all letters of applicants should be forwarded by the respective Heads of stations.
  2. A teacher who wishes to pursue Diploma/First Degree, ought to have worked for not less than two years, and should have permanent employment. Those wishing to pursue second degree should have worked for not less than two years after the completion of the first degree.
  3. A teacher granted an opportunity for further studies should request for permission from the Permanent Secretary. The application letter should be accompanied with the admission letter and name of the sponsor of the intended course.
  4. The Application letter should reach the Ministry three months before the beginning of the course, for procedural exercises.
  5. The teacher is supposed to be at his/her duty station until when he/she gets a letter permitting him/her to go for further studies. Leaving the station without permission is against public service act and disciplinary action will be taken against such teachers.
  6. Any teacher allowed to go for further studies will have to sign a contract with the Ministry binding him/her to work for the parent Ministry for two years after the completion of the studies.
  7. The Ministry will provide sponsorship for studies according to the staa development programme depending on the budget set.
  8. Teachers are not allowed to continue with other studies after the requested studies are completed.
  9. Teachers employed by Councils should seek permission from their employers.

This circular rectifies circular No. 7 of 16/6/2006 and will take effects 30/09/2006.

PROHIBITING TUITION CAMPS IN PRIMARY SCHOOLS

Regular follow ups at Regional and Council levels, it has been revealed that just before standard seven final examinations (PSLE), some of the Councils and primary schools have a tendency of organizing tuition camps, special for the preparation of the examinations or examination centers.

These Councils gather pupils from various schools into centers for the purpose of teaching them how to answer examination questions. This practice discriminates pupils of low academic capacity. This is against the law, rule and regulation of the provision of education in the country. School terms have been arranged academically and professionally to enable pupils acquire knowledge and skills. Thus teachers are obliged to teach properly according to the time set for subjects concerned. Organizing of tuition camps and the concept of discrimination have brought the following negative effects:

  • Eruption of infectious diseases owing to pupils’ congestion.
  • Inadequate teaching in schools expecting to teach properly in the camps.
  • Encourage cheating in national examinations for the purpose of enabling pupils who pass through the camps to pass, hence parents/guardians are forced to make financial contribute which is against the law.
  • Miss-use of Capitation Grant.
  • Classes having no national examinations are not taught because teachers are in the camps.
  • The possibility of having acts which are contrary to national ethics.

Therefore, as of today, Councils/schools are prohibited to run tuition camps for the purpose of preparing pupils for national examinations.
