Guidelines on UEM Scholarship Programme

A. General Objectives

1.  The aim of the Scholarship Programme is to support the UEM members in qualifying and upgrading both theological and non-theological staff (Capacity Building).

2.  The aim of the Scholarship Programme is to provide access to internationally offered academic courses and facilities (International postgraduate programme).

3.  The aim of the Scholarship Programme is to empower each member as well as UEM as a whole for their tasks referring to the areas of Partnership, Development, Diaconia, Advocacy and Evangelism (UEM Statement of Corporate Identity).

B. Guiding Principles

1.  The UEM scholarship programme receives applications from the members following their respective personnel development plans; the programme does not process applications from individuals.

2.  The Scholarship Programme finances mainly post- graduate studies (masteral and doctoral programmes). For exceptions refer to C 6.

3.  Within this approach however primarily study facilities and study programmes in African and Asian countries are supported. Academic co-operation within and between the regions receives special attention.

4.  A certain number of scholarships shall be awarded for studies in Germany.

5.  Scholarships are awarded preferably to young people. Candidates should be under 40 years; candidates for doctoral studies should be under 45 years.

For exceptions refer to C 5.

6.  The Scholarship Programme aims at achieving gender balance among scholarship recipients. The UEM members are urged to ensure that women and men are given equal access to scholarships.

7.  When General Assembly or Council of UEM define special needs or new goals for the work of UEM then scholarships for respective studies in these areas can be prioritized and the UEM Scholarship Programme may call for applications (examples: Mission Studies and Diaconic Studies).

8.  The number of awarded scholarship will be fairly balanced in relation to the needs of all members.

9.  The scholarship is basically a support to the applying member.

Though UEM intends to cover the usual and necessary costs of the studies, the scholarship does not necessarily cover all expenses which may occur in the course of studies.

The UEM member is ultimately responsible for the scholarship holder.

C. Regulatory Statutes

a) Application and selection procedure

1.  The member church usually submits applications through a scholarship committee or another responsible body and ensures that the academic standard and the personality of the candidate promise a successful accomplishment of the

planned studies.

2. The member church must declare that she will employ the applicant after the completion of the study. Likewise the applicant must declare that he/she will work for the church for at least three times the length of the received scholarship. A „Contract of Cooperation“, therefore, has to be signed by both sides.

3. The scholarship holder signs a document that he/she has received and accepted Guidelines on the UEM Scholarship Programme.

In the event that the recipient of scholarship does not comply with this contract and regulations he/she must pay back to the applying church the total scholarship expenses, so that the church can train another person instead.

4. A scholarship application is accompanied by the following documents:

- Curriculum vitae

- School and university records

- Signed contract of cooperation between sending church and scholarship

applicant

- Signed document that the scholars received and accepts the guidelines

- Proof of language skills (for doctoral studies in English speaking countries/universities: TOEFL degree of 550 points or equivalent of IELTS; if language training is part of the scholarship application a financial support for up to six months can be requested).

- Outline of planned study programme

- Letter of acceptance from the institution of studies

- Detailed budget proposal

5. A more flexible handling of the age limit (40 years for master studies, 45 for doctoral studies) can be applied in substantiated individual cases (e.g. to persons who due to family obligations –usually women- did not have the chance to pursue academic studies) or in cases of historical deficits among UEM members (e.g. members who do not have any student covered by the UEM scholarship programme), however with the provision that the threefold time –referring to the length of the scholarship - for service in the churches after studies still can be observed.

6. Besides postgraduate studies, also undergraduate studies can be supported by a

Scholarship, provided that

- the normal requirements for all scholarships are met: applications by the churches and signed contract of cooperation;

- the threefold time –referring to the length of the scholarship - for service in the churches after studies still can be observed;

- education and scholarships are not available on the ordinary market for studies for which support is applied;

- areas have been prioritized by GA and/or Council like Mental Health, Library and Archive Sciences for which respective academic capacity is needed; other areas in addition to the a.m. subjects may be identified through MT decision;

- that the applying churches cover at least 15 % of the total costs.

Age restrictions are not applied to undergraduate studies, because especially the younger generation and the elder generation should be attracted by this programme whilst the post-graduate programme covers mainly the generation between 30 to 45 years.

Up to 10% of the scholarship budget can be provided for undergraduate studies.

7. Applications are checked by the Scholarship Desk, discussed, recommended and decided in the Africa and Asia committees. Decisions are reported to the Management Team Meetings.

8. Applications for scholarship by family members of decision makers of UEM members are allowed as long as they follow the UEM regulations for scholarships.

b) Finance

8. The scholarship provides the means for:

·  Fees (as confirmed by the university/college)

·  Basic living expenses (if available according to official figures of university)

·  Medical insurance (as required by the university/college)

·  travel to the place of study and return (cost-efficient).

In Germany the regulations of EWDE (Evangelisches Werk für Diakonie und Entwicklung shall be applied.

9. A detailed budget for the studies must be established and accepted. Once the budget is fixed, no additional payments can be requested by the scholarship holder.

10. The scholarship is transferred in annual, bi-annual or quarterly instalments either to the church or to the student.

Subsequent payments will depend on satisfactory progress in the course, as proved by official statements (transcript of grades/marks) of the universities.

11. Costs for internships or research periods are granted only if they are obligatory. Recommendation of the resp. university/college has to be attached to the application.

For master studies utmost 750 € is available for research; for doctoral studies up to 1200 €; in exceptional substantiated cases up to 2000 €.

Support for the purchase of electronic equipment is available, if needed, at the beginning of studies (600 €) for graduate and postgraduate studies only.

12. Reimbursement of costs for medical treatment not covered by the medical insurance is not possible. Severe emergency cases will be dealt with separately.

13. The applying member church is obliged to take over costs arising within the home country of a scholarship holder like costs for passport, costs for health check, travel inside the country to the airport or place of departure.

Visa costs will be refunded. If visas have to be acquired outside the home country travel costs up to 800 € can be refunded.

14. Should a scholarship holder procure own income during studies (e.g. for practicals / internships) he/she has to inform the scholarship desk about this income. Usually this income will be deducted from the scholarship amount.

If this income makes a financial support of UEM no longer necessary, the scholarship will be terminated.


c) Family of applicant

15. UEM provides scholarships both for students with family and for single students, being aware of the fact that the award of family scholarships reduces the total number of scholarships.

16. In cases the scholarship programme provides support for the family of a scholarship holder the following regulations are applied:

No support is provided for the spouse/ family in the first year (e.g. for doctoral students during language learning courses). After a successful first year UEM can take over on application the costs for the spouse/family with up to two children under 14 years to live with the scholarship holder at the place of study. Alternatively the scholarship programme takes over the costs for an annual journey of the scholarship holder back home. Once the scholarship holder has made his/her choice no change is possible.

17.  For children accompanying the scholarship holder the school fees/kindergarten fees can be taken over.

18. UEM does not sponsor two studies within one family. Therefore, spouses of scholarship holders can only be granted limited support (e.g. enabling them to take part in a „spouses programme“, if a university is offering such a facility) for own studies or courses, but not a scholarship of their own. This limited support automatically ends when the scholarship holder completes his/her scholarship. There is no possibility for support of spouses’ studies after the graduation and return of the scholarship holder.

19. If the scholarship does not cover the family the applying church is obliged to support the family (spouse and children) of the scholarship - holder.

d) Start of studies - reports about progress- end of studies

(examination/graduation) - extensions

Scholarships awarded by the Management Team must be taken up latest one year after the MT decision. After this period the scholarship award will be cancelled.

The student must send proof of enrolment without delay after the start of

studies.

A student has to report at least annually to the scholarship desk about his/her progress and has to supply a copy with the results of all examinations. The continuation of scholarship transfers depends on the report.

The scholarship programme covers costs for the final examination (thesis writing) and the graduation up to an amount of 750,- Euro upon written request of the scholarship holder and as officially confirmed by the university/college.

The duration of study for which a scholarship is granted is binding. Only in exceptional cases and only with recommendation from both the respective study institution and from the applying church an extension can be applied for.

e) Contact to local church/home church/ UEM

In places where UEM is represented the scholarship holder is expected to keep contact with the local UEM member church and/or with the UEM Regional Office.

The scholarship holder is obliged to keep regular contact to his/her home and to report about his/her study progress in an appropriate way.

f) Return after studies

After the completion of the studies the scholarship holder must return immediately to his/her home church.

Provision is made for freight costs after international studies with the following

arrangement:

Single scholarship holders/one year studies: 300 Euro

Single scholarship holders/two year’s studies: 400 Euro

Single scholarship holders/ more than two years: 500 Euro

Couples/two years: 600 Euro

Couples/ more than two years: 750 Euro

Families/ two years: 750 Euro

Families more than two years: 1000 Euro.

As help for reintegration the scholarship holder is entitled to an allowance equivalent to the usual support of one month.

g) Failures

Should a scholarship holder be unable to complete studies as planned for reasons within his/her own responsibility, he/she has to pay back to UEM through his/her home church all costs incurred so far by the scholarship.

Should a scholarship holder refuse to work for the agreed period in his/her home church after returning from studies (three times the study period/ as stated in the contract of cooperation) he/she has to pay back to his/her home church the amount incurred by the scholarship, so that the church can train another person instead.

h)   Co-operation with other sponsor organizations

UEM normally provides the scholarship without other partners. In certain cases however cooperation with other sponsors can be sought. Agreement has to be reached beforehand about the main responsible partner to whom the scholarship holder has to report and correspond with.
