Child Protection Officer - MRM(NO-A), Yangon

Temporary Appointment (364 days)

UNICEF Myanmar is seeking to recruit adynamic,motivated and committedindividual tosupport the Child Protection team in implementation of CPIE/CAAC activities with a focus on Action Plan Monitoring and Data Management.

MAJOR TASKS AND DUTIES

Under the general supervision of the Child Protection Specialist CPIE/CAAC (P4), and in close collaboration with other members of the CPIE/CAAC team, the Child Protection Officer provides technical and programmatic expertise and support to the implementation of the Action Plan and on the Monitoring and Reporting Mechanisms (MRM). The incumbent will also provide MRM technical support to, and work in close collaboration with other UNICEF sections (e.g. Health and Education), UNICEF Field Officers, other UN agencies, NGOs and Government counterparts.

The Child Protection Officer will carry out the following tasks:-

  1. Support the process of UNICEF’s monitoring and verification of commitments and conditions laid out in the Plan of Action including the verification of the identification, registration and discharge of children;
  1. Prepare and undertake, alongside an international child protection officer, on-going monitoring of military facilities, and other areas where children may be present. Using developed tools to ensure that information is inputted into the information management system for monitoring and reporting under the Plan of Action;
  1. Support verification of information gathered on grave violations against children in Myanmar working closely with the CPIE/CAAC team and members of the Country Task Force on Monitoring and Reporting (CTFMR). As part of this, strengthen existing and create new partnerships between UNICEF and relevant NGOs for improving information gathering;
  1. Support UNICEF’s system of information gathering and alerts on grave violations against children;
  1. Support coordination and information sharing between the monitoring and reporting on the Plan of Action and the reintegration programme;
  1. Provide technical assistance and on-the-job training to national partners supporting UNICEF monitoring and verification of the Plan of Action. Support the Child Protection Specialists in the close monitoring of PCA implementation in relation to monitoring and verification. Alert the supervisor on issues and constraints encountered in a timely manner;
  1. Support supervisor in the coordination with the Emergency Officer and field operations units in UNICEF Yangon and through them, with the RPOs in UNICEF Field Offices to enhance inter-sectorial coordination relating to the monitoring of the Plan of Action and the broader MRM;
  1. Adhere to UNICEF’s Core Commitments for Children in Emergencies as well as the Paris Principles and Guidelines on Children Associated with Armed Forces or Armed Groups;

i. Monitorchanges in the programming environment at local level, make any recommendations and take the appropriate preparedness measures.

QUALIFICATIONS, SKILLS AND ATTRIBUTES required toperform the duties of the post:

  • Preferably advanced university degree in international relations, social sciences, social work, law, management, psychology, or other relevant field. A first level University degree with relevant years of working experience may be exceptionally accepted in lieu of the advanced university.
  • Two (2) years progressively responsible work experience in Child Protection, or humanitarian response, or in supporting complex operations in challenging environments.
  • Fluency in Myanmar and English in speaking, reading, and writing is essential. Knowledge of any major ethnic language is an asset.
  • Current knowledge of the Child Protection sector in Myanmar is desirable. Current knowledge on humanitarian response issues, policies, as well as social programming policies and procedures in international development cooperation, as well as current political developments in Myanmar are an asset.
  • Analytical skills with ability to compile and analyse data and present results through tables and visual mapping.
  • Strong knowledge of computer management and applications, including excel required. Knowledge in database creation and management a strong asset.
  • Versatility, judgement, maturity, and the ability to work in a team. Ability to cope with stressful and difficult conditions, and political/cultural sensitivity.
  • Demonstrated ability to take the initiative, drive and passion.
  • Negotiating, communications, and advocacy skills.
  • Ability to work in an international and multicultural environment.
  • Sensitivity to gender and equity issues
