Background and purpose

The PFP Programme and Innovation Partnerships unit supports the work of UNICEF’s Programme Division and global Innovation teams through strengthening a strategic, holistic approach to collaboration with business in three areas: UNICEF’s programmes, innovation, and multi-stakeholder forums and initiatives involving private sector.

This work is becoming increasingly important due to the growing influence of the private sector in development and humanitarian action, pressure on governments’ ODA budgets, and the rising importance of technological innovation for development. Many companies are changing the way in which they engage with development partners, moving towards a ‘shared value’ approach that integrates sustainable practices into their core business models and creates win-win partnerships. UNICEF is well placed as a partner for new forms of engagement with business in view of its universal mandate for children, its strong brand and its global presence.

The unit also coordinates the engagement of UNICEF, National Committees and corporate partners in major global and regional forums involving the private sector, such as the World Economic Forum, Clinton Global Initiative and the UN Private Sector Forum. The aim is to ensure that children’s rights are at the forefront of the business-development agenda, to deepen and expand corporate partnerships, leverage core business assets in support of UNICEF’s programmes and innovation, and make sure that UNICEF has a prominent role in global forums to ensure that children’s rights are considered.

Responsibilities

Under the direct supervision of the Senior Adviser, the Partnerships Specialist will have the following responsibilities:

·  Researches and identifies themes, industries, partnerships and initiatives involving the private sector to support the delivery of UNICEF’s programme and advocacy objectives, in conjunction with key divisions, regional and country offices and National committees:

·  Contributes to the development of a situation analysis report on the role of private sector in supporting UNICEF’s Strategic Plan Outcomes and with a focus on specific industries/sectors;

·  Supports the development of a mapping exercise to identify existing non-financial private sector engagement initiatives engaged at country, regional and global levels, and in National Committee countries.

·  Contributes to and supports the development, roll-out and monitoring of an organisational framework plan for business engagement in Programme and Innovation:

·  Contributes to the development of a framework for business engagement in the seven outcomes of UNICEF’s strategic Plan 2014-2017 and in humanitarian action;

·  Supports the development of a UNICEF position on the role of business in humanitarian preparedness and response;

·  Contributes to the organizational process to establish an innovative financing mechanism for Water, Sanitation and Hygiene (WASH);

·  Identifies opportunities for UNICEF’s engagement in key global platforms and multi-stakeholder initiatives involving the private sector, including public-private partnerships. Develops and coordinates inputs to requests and liaises at the technical level with HQ divisions, National Committees, regional and country offices on business engagement in programme and innovation, in the context of multi-stakeholder initiatives and platforms:

·  Coordinates within PFP, across divisions and with UNICEF National Committees on UNICEF’s engagement in key business-related platforms/events (i.e. UN Global Compact 15th Anniversary/Business for Peace event (June 2015), Third International Conference on Financing for Development (July 2015), Clinton Global Initiative (September 2015), UN General Assembly Events (September 2015), UN Private Sector Forum (September 2015), SDG Summit (September 2015), UN Climate Change Conference (December 2015), WEF Annual Meeting (January 2016) etc….).

·  Contributes to and participates in UNICEF’s engagement in UN Private Sector Focal points network (UNPSFP) and other UN activities and entities on Private sector matters, ensuring that UNICEF maximizes and leverages the value of partnerships and collaboration with the UN and business, while preserving the organization’s credibility and reputation:

·  Represents UNICEF on the UN Private Sector Focal Points Network and coordinates inputs within PFP and across UNICEF in support of promoting UNICEF position on thematic issues, due diligence and risk management;

·  Coordinates with the UN Global Compact for UNICEF’s participation in the UNPSFP network annual meeting (June 2015);

·  Provide inputs and technical guidance on issues related to private sector engagement in the context of the Post-2015 development agenda.

·  Supports the development and implementation of the knowledge management and communication plan including capturing and systematically sharing knowledge and learning across the organization to promote coherence and integration of approaches to business engagement for programme innovation:

·  Provides support to the Knowledge Management Specialist in capturing good practice on global and national-level multi-stakeholder platforms; to be incorporated within division-wide knowledge management and communication processes;

·  Supports the development of key messages on the work of the Programme and Innovation unit to promote non-financial private sector engagement vis-à-vis internal and external audiences;

·  Provides inputs and develops content/articles for internal (PFP Newsletter, PFP Intranet pages) and external audiences.

·  Contributes to internal processes and develops draft documents, briefing materials and other communication to facilitate achievement of unit/section objectives and work plans:

·  Contributes to the development of non-financial indicators to evaluate the contribution of the private sector in support of UNICEF’s Strategic Plan outcomes;

·  Contributes to the PSE review process and to the development of PSE objectives for 2016 and 2017;

·  Supports the implementation of an Integrated Approach to Corporate Engagement (to leverage and maximize both financial and non-financial resources from the private sector in support of children’s rights);

Reporting

The incumbent will be based in Geneva and will report to the Senior Adviser, Programme and Innovation Partnerships unit, Private Sector Engagement, who will provide overall direction and guidance.

Qualifications and Experience of Successful Candidate.

·  Advanced University degree in international development, international relations, social sciences, business or public administration, communication/external relations or other fields related to the work of UNICEF. Training or experience in partnership management an asset. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree;

·  Five years of progressively responsible professional work experience at the national and international levels in partnership development and private sector engagement. Experience of UNICEF programmes and track record in effectively working with different stakeholders and working on complex, multi-stakeholder partnerships involving the private sector, whether within UN, Government, NGOs or the private sector, would be an asset;

·  Experience in human rights, children’s rights and/or international development/humanitarian work and asset;

·  Familiarity with non-financial private sector engagement (corporate social responsibility, shared value, multi-stakeholder partnerships) and/or advocacy and child rights education would be an asset;

·  Experience working within UNICEF or other UN/international entities and/or familiarity with the work of UNICEF National Committees an asset;

·  Excellent written and oral communication skills in English are required;

·  Fluency in English is required. Working knowledge of another UN language (preferably French or Spanish) is highly desirable;

·  Strong research skills, analytical and conceptual thinking;

Ability to work independently and within a set timeframe.
