INTRODUCTION:

TheNSWDepartmentofEducationTraininghassetouttherequirementsfortheconductofexcursionsandschoolsport,intheExcursionsPolicy(PD/2004/0010/V07)andtheGuidelinesfortheSafeConductofSportPhysicalActivityinSchools(PD/2002/0012/V02), includingWaterSafetyGuidelinesforUnstructuredAquaticActivity.

ToensureallschoolgroupsarefamiliarwithDET’spoliciesandtheirroleinmanagingrisks,theSydneyOlympicParkAquaticAthleticCentres(SOPAC)providethefollowinginformationonriskmanagementissuesfortheconsiderationofschools.SpecificareasoftheExcursionPolicyaddressedbySOPACarereferredtoin(parenthesesitalics)throughoutthisdocument.

BoththeAquaticandAthleticCentresaredesignedtoaccommodatespecialneedsgroups(Inclusivity6.2).Accessiblechangerooms,seatingareas,poolhoists;tactiletilefloorindicators,Brailledoorsignageandhearingloopsarefittedthroughout.

FirstAidRooms arelocatedonlevel1ofbothvenues.Eachisfullyequippedtomanageprimarycare medicalincidents,includingbutnotlimitedtooxygenequipment,spinalboards,cervicalcollars,defibrillatorsandfirstaidkits.

Allfirstaidequipmentissubjecttodailyoperationalchecksandexternalservicingwhererequired.Logsonequipmentchecksaremaintainedinaccordancetotherelevantlegislativerequirementsforthatequipment.

Schoolsareresponsibleforensuringthatstudentsarefamiliarwithsunprotectionmeasures,asoutlinedinDET’sStudentWelfare:ProtectionfromtheSun(97/152).

FoodoutletsandconcessionsareoperatedbySparkCateringandisinaccordancewiththerequirementsofHACCPfoodsafetyprogram.

STAFFQUALIFICATIONSTRAINING:

SOPACstaffholdacurrentSeniorFirstAidCertificate.Additionally,staffholdcurrentqualificationsidentifiedasessentialtotheirrole,suchasPoolLifeguardLicence,AdvancedResuscitationwithOxygenEquipment,BronzeMedallion,Austswim:TeacherofSwimmingWaterSafetyandGroupFitness Accreditation. Both venues areAsthmaFriendlyFacilities,withqualifiedstaffandequipmenttomanageemergencyasthmacare.

Anextensivemonthlyin-housetrainingscheduleisinplacetoensureall staffmaintaintheirqualificationsandpractiseemergencymanagementprinciples.

InaccordancewiththeChildProtection(ProhibitedEmployment)Act1998,allSOPACstaffissubjecttoaWorkingwithChildrenChecksapprovedbytheNSWCommissionforChildrenandYoungPeople,priortocommencementofemployment(ChildProtection6.5.1).

SchoolsareresponsibleforensuringthateachexcursiongroupisaccompaniedbyastaffmemberwhoholdscurrentCPR andemergency carequalifications(DutyofCare6.3.1).

SUPERVISION–SOPACSCHOOL:

StaffarerosteredacrossallSOPACvenuesaccordingtobookedevents,groupvisits,trainingsessionsandexpecteddailyattendance.AttheAquaticCentre,PoolAttendantsarerosteredinaccordancetotheGuidelinesforSafePoolOperations,asestablishedbyRLSSA.Dedicatedstaffarenotsuppliedtoaschoolgroupunlessrequestedpriortothevisitandthereisanacceptanceoftheadditionalcosts.

TheDepartment’sdutyofcareowedto studentsforthedurationofanexcursioncannotbedelegatedfromtheschooltoparents,caregivers,volunteersoremployeesofexternalorganisations.(PolicyStatement5.5).Teachersretaintheultimateresponsibilityforsupervision(Parents,caregiversvolunteers6.4.1).

Schoolsareresponsibleforensuringthatthestandardteachertostudentsupervisoryratioismaintainedduringtheirvisittothevenues(Teachertostudentratio6.3.2).Forstandardactivitiesthisisa1:20ratio.PleasenotethatSOPACrecommendsa1:10ratioforallwater-basedactivitiessuchasrecreationalswimming.

Schoolsareresponsibleforensuringthatcoeducationalgroupsareprovidedmaleandfemalesupervisorsduringtheirvisit (Overnight excursions 6.3.3). Teachers areresponsibleforthesupervisionofstudents within changerooms.

SOPACprovidesbackgroundinformationontheconditionsofentryanduseofthevenuetoeveryschoolbookedforanevent,recreationalorschoolsportactivity.SOPACrecommendsthatallaccompanyingsupervisorsbebriefedinthisinformationand theCentres’expectations,priorto arrivingatthe venue(Parents, caregivers volunteers6.4.1).

INCIDENTMANAGEMENT:

Shouldanincidentinvolvingastudentorteacheroccurduringyourvisit,SOPACstaffwillmanageallfirstaidandemergencyservicescontactrequirements.SOPACstaffwillcompletetherelevantinternalreports,whicharemaintainedonsiteinaccordancewiththeNSWStateRecordsAct.Copiesofinternalreportswillnotbeprovidedtotheschool,unlessthematterislitigated(WorkCoverIncidentreporting9.2.1).

RISKMANAGEMENT:

AnIntegratedManagementSystem(IMS)operatesatSOPAC,whichencompassesQualityAssurance,EnvironmentalManagementandWorkplaceHealthSafetySystems.TheIMSensuresriskmanagementstrategiesareinplace,timelyactionistakenandcontinuousimprovementsaremade.Theriskmanagementstrategiesincludeextensivehazardidentificationactivities,ongoingriskassessment,andtheimplementationofappropriateandeffectiveriskcontrols.

Hazardidentificationactivitiesincludeworkplaceinspections,hazardreporting,andtaskanalysis.

TheCentre’sRiskManagementSystemsdonotremoveorlimittherequirementsforschoolsinregardtoriskmanagement.Schoolsareresponsibleforensuringtheyhavecompletedanappropriateriskassessmentincludingthemethodoftransporting studentstoandfrom thevenues(RiskManagement6.6).
