Minutes of the meeting of Regional Advisory Committee KVS (RO) Lucknow held on 21.07.2015.

A meeting of RAC was held on 21.07.2015 in the conference hall of KVS (RO) Lucknow at 3.00 P.M. composition of Regional Advisory Committee is appended below:-

Sh. S.K. Verma, Deputy Commissioner welcomed all the members and through proper print presentation following agenda points were presented and discussed thoroughly:-

1 / KVS 04 fold mission and its objective. / The KendriyaVidyalaya have a four – fold mission, viz.
  1. To cater to the educational needs of children of transferable Central Government including defence and Para-military personnel by providing a common programme of education.
  2. To pursue excellence and set the pace in the field of school education.
  3. To initiate and promote experimentation and innovations in education in collaboration with other bodies like the Central Board of Secondary Education (CBSE) and the National Council of Educational Research and Training (NCERT) etc.
  4. To develop the spirit of national integration and create a sense of “Indianness” among children.

2 / Its Objective. /
  1. They were well acquainted with fact the Kendriya Vidyalayas have an effective and well-knit organizational set-up.
  2. Kendriya Vidyalaya Sangathan and its Board of Governors are headed by Smt. Smriti Zubin Irani, Minister of Human Resource Development as the Chairman and Sri, M.S. Kushwaha is the Minister of state HRD at New Delhi at Sangathan level. The organization is headed by Commissioner Sh. S.K. Mall, IAS, New Delhi. (HQ).

3 / Its Academic Policies:-
(a). Problem Solving Assessment (PSA) /
  1. The Central Board of Secondary Education (CBSE) has initiated “Problem Solving Assessment” (PSA) for students of classes IX and XI from the second term of session 2012-13.
  2. The board has replaced one of the four formative assessments (FA) with a problem solving assessment (PSA) for Classes IX and XI.
  3. It is a widely acknowledged fact that research and analytical skills, ability to apply basic concepts of different subjects, solve application based problems in Mathematics and Science, comprehend and analyze written text and effective communication are the skills which ensure success in Higer Studies and Professional areas.
  4. These dimensions of 21st Century life skills will greatly assist learners in acquiring higher order thinking skills such as Problem Solving and Decision Making.

(b). Open Text based Assessment (OTBA).
(C). CCE and its review.
(d). Yoga.
(e). Promotion of Science Education.
(f). Language development Programme. / 1. The Central Board of Secondary Education recommends that multiple modes of assessment need to be provided to cater to the varied abilities of individual strengths of learners.
2. It is, therefore, decided to introduce an element of Open Text-based Assessment for classes IX and XI from March, 2014 Exmination.
3. These are meant to incorporate analytical and theoretical skills, thus moving away from memorization.
4. In class IX, It will be applicable to all the main subjects.
4. This will be a part of Summative Assessment II.
5. From the year 2014 OTBA in five subjects has also been started in classes VI to VIII in KVs.
6. In class XI OTBA is applicable to Economics, Biology and Geography only.
7. This is a part of Annual Examination covering 10 marks.
Members were made aware that:-
  1. Continuous and Comprehensive Evaluation (CCE) refers to a system of school based evaluation of student that covers all aspects of student development.
  2. It is a developmental process of student which emphasizes on over all development of a child’s personality.

They were informed that all the Principals are required to ensure that the Yoga and Physical fitness programme for the students including staff are well scheduled and reorganized:
  1. By creating a proper time slot in the time table for Yoga/Yogik exercise as suggested and found contained in the booklet provided by the Aayush Mantralaya.
  2. By positioning Yoga classes in a time table.
  3. By creating the awareness about Yoga among the students & staff through appropriate display on the subject.

Sceince Education has been promoted in our Vidyalayas by organizing various competitions like Science Exhibition, Children Science Congress and Science Olympiad etc. Prof. A.K. Sharma, a member from Lucknow University suggested that Academic excursion to the institute like CDRI and Science City Aliganj Lucknow should be arranged for students to promote Scientific temperament among them.
Lectures from language experts may be arranged to improve communication skill of students.
3 / KVs Admission Ploicy /
  1. In supersession of all the guidelines governing admissions in Kendriya Vidyalayas that have been issued in the past.
  2. The following guidelines are issued to regulate admissions in the Kendriya Vidyalayas with effect from the academic session 2014-15.
  3. These guidelines are not applicable to Kendriya Vidyalayas located abroad.
  4. Unless the context suggests otherwise, the definition of the following terms used in these guidelines would be as below:-
(i). Central Government Employees: An employee who draws his emoluments from the consolidated fund of India.
(ii). Transferable: An employee who has been transferred at least once in the preceeding 7 years shall be deemed to be transferable.
(iii). Transfer: An employee would be treated as transferred only if he.she has been transferred by the competent authority from one place/urban agglomeration to another place/urban agglomeration which is at a distance of at least 20 kms. And minimum period of stay at a place should be six month.
(iv). Autonomous Bodies/Public Sector Undertakings: Organizations which are fully financed by the government or where the government share is more than 51 percent would be deemed to be autonomous bodies/public sector undertaking.
4 / Its Administrative mechanism
(a). grievance-Redressal mechanism.
(b). Fee Collection/Payment of salary through bank.
(C). MIS Programme under name fo Shaala Darpan.
(d). Transfer Ploicy in order to keep the staff agile and active on standard operative procedure (SOP). /
They were made aware of the fact that redressal of grievances/complaints are received through post/boxes.
  1. Principals have been asked to ensure that complaint/suggestions boxes are installed/hanged in their school and the mechanism isevolved with its schedule/cycle for receiving the complaints/suggestions/grievances through post.
  2. Finally, all complaints/suggestions/grievances are addressed and sorted out.

  1. UBi Fee Pay, a fee collection solution offered by Union Bank of India, is a set of solutions offered to Educational Institutions. Union Fee Pay takes care of all fee components applicable to each and every student i.e. Tuition Fee, VVN Fee, Computer Fee etc.
  2. Entire Fee of all Vidyalayas pan-india will be collected by Union Bank of India. Fee can be paid through Offline as well as Online modes.
  3. Students/Parents/Stakeholders of KVs can make payment of their Vidyalaya fee through any Credit Card or any Bank Debit Card or any Bank Internet Banking….
  4. Students/Parents/Stakeholders of KVS can make payment of their Vidyalaya fee through any Bank Mobile Banking Application in their Smartphone.
  5. Students/Parents/Stakeholders of KVS can visit any branch of Union Bank of India across the country for the payment of Vidyalaya fee.

HRD minister and chairperson KVs Smriti Irani launched the KV Shaala Darpan for Kendriya Vidyalayas in New Delhi on Friday (05.06.2015). Shala Darpan is an online portal meant to maintain an online data base of each student From attendance to examination papers, study material, medical conditions and health challenges everything will be recorded in the software for any reference. The portal developed by National Informatics Centre (NIC) will also provide a parent-teacher interface and also help parents to regularly monitor their wards. They will also receive routine progress reports of their wards besides the conduct during school hours.
  1. By and large implementation of Standard Operative procedure (SOP) has been ensured in case of temporary building Principals have been advised to write to chairman VMC to get a word of assurance from Sponsoring Agency about its safety and security especially where the KV is situated in Cantonment area where no. of screaming doors/gates are there to check the intruders. Aslo in case of Civil sector Vidyalaya the District Magistrate may be requested to provide sufficient safety and security facility.
  2. Principals have been directed to talk to the students of each class in regular manner, so as to restrict the bullying practices & corporal punishment by teachers and Principals.

  1. As per the KVS, hQ recent guidelines requirement of land for opening of new KV will be as follows:
• In Metropolitan city – 04 Acres.
• Hilly Area - 08 Acres.
• Urban Area - 08 Acres.
• Semi Urban Area - 10 Acres.
  1. While mentioning the no. of rooms available for temporary accommodation, size of the rooms must be mentioned in the proposal. The Principal initially deputed for survey is to clearly make a mention about requirement of the land and temporary accommodation of 10 rooms to open school up to class five which will include class rooms, labs, activity room, Library, Principal room, office and staff.

Finally, suggestions from hon’ble members were invited to improve result of class XII and X, Dr. Abha Bharat Shah one of the member suggested that chapterwise questions should be prepared and lot of practice should be given alongwith model answers, frequest practice of writing answer should be given to improve their performance in examination.
