SUBJECT: Solicitation Number SKS700-16-Q-0031, Two Websites Modernization Project

Enclosed is a Request for Quotations (RFQ) for Two Websites Modernization Project Services. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it in electronic format to the Contracting officer as shown on the block 16 of the Standard Form1449 that follows this letter.

The U.S. Embassy Seoul intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-quotation conference on July 7, 2016 at 14:00 Korea Standard Time at the Public American Center Korea (ACK) conference room at #10, Namyoung-dong, Yongsan-gu, Seoul, Korea. If you intend to participate in the pre-quotation conference, please contact Yunseong Ko (Tel. 82-2-397-4613, Fax: 82-2-397-4744, email: to make necessary arrangement for access to ACK conference room no later than July 6, 2016 at 17:00 Korea Standard Time. Offerors are requested to limit the number of participants to two persons per company. Please be sure to bring the solicitation document with you to the conference. No extra copies will be available at the conference.

Quotations are due by July 14, 2016 at 17:00 Korea Standard Time. No quotations will be accepted after this time. Only the electronic submission of the quotation will be accepted. Please submit your quotation addressed only to the Contracting Officer by email at . Please separate the technical quotation from the pricing information as well as the Section 5 information.

It is important to make sure the submission is made in specific size and format; in MS-Word2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

1 INTRODUCTION

The U.S. Embassy Seoul requires Two Websites Modernization Project Services at the PA/ACK of U.S. Embassy Seoul, Korea.

Washington Cable is requiring all public-facing websites owned, managed by the Department on internal servers or third-party providers to take greater security measures and provide website visitors access solely through *Hypertext Transfer Protocol Secure (HTTPS) connection by December 31, 2016. HTTPS, a protocol for secure communication over a computer network, which is widely used on the Internet, should be embedded to the Embassy’s every single page (total 2 websites, 300 web pages) hosted by local servers. While implementing this process, PA/ACK would like to improve seven other key functions and features to the 2 Embassy websites including Responsive website for mobile friendly website, Integrated database for enhancing Search Engine Optimization, New design for both functionality and aesthetics and Web accessibility for people with disabilities.

Two Embassy outreach websites were first created 10 years ago in 2006, and those sites need to have four key functions and features to comply with USG law on accessibility standards section 508, and to provide information about the U.S. to Korean public with higher speed and mobile friendly manner. According to 2015 world statistics, South Korea ranks the 1st on the Internet speed, and 85% of smartphone penetration.

The Contracting Officer’s Representative (COR) will oversee the performance of the work in progress.

2 DESCRIPTION OF WORK

New Features to be Developed

1.  BEFORE: 2 Websites & 300Pages to be renewed

a.  No HTTPS (additional security protocol) on the webpages.

b.  Non-Responsive Websites, which don’t work correctly on the mobile devices.

c.  No Integrated Database, Weak SEO (Search Engine Optimization)

d.  No Web Accessibility (Not accessible to people with disabilities)

e.  Old designs, with user-not friendly layout. The sites were first built in 2006.

2.  AFTER Modernization, below 7 new features (HTTPS) and functions will be added.

A.  Hypertext Transfer Protocol Secure (HTTPS) connection:

B.  Responsive Web Design (Mobile Friendly Website)

·  RWD is an approach to web design aimed at crafting sites to provide an optimal viewing and interaction experience across a wide range of devices (from desktop computer monitors to mobile phones). This is becoming more important as the amount of mobile traffic now increased.

C.  Construction of Integrated Database (Enhance SEO (Search Engine Optimization))

·  For search engine optimization, important tags and keywords have to be added to each contents page.

·  Text editor and file upload function are required to manage all of the contents easily.

·  Setting administrator on different responsibilities of websites.

·  Development of navigation to apply same contents in every websites.

·  All contents should be managed by required condition such as language (Korean / English), category and media type, etc.

·  Development of management system to change same contents for different web-site characteristics.

D.  Design Improvement:

·  Reflecting the current trend.

·  Development of the identity of each website

E.  Web Accessibility (accessible to people with disabilities)

·  Removing barriers that prevent interaction, or access to websites by people with disabilities. So, all users have equal access to information and function.

F.  Mobile Friendly Flexible Web Layout Editor

·  Editors that can edited easily at any devices

G.  Purchasing Media Server & Hosting Service

·  For Embassy Media server for Video clips, Images, and various multimedia

3. PERFORMANCE PERIOD

The Contractor shall begin performance after receiving award and complete it no later than Dec. 31, 2016. This performance period is mandatory.
