TWO BRUTAL CASES OF ROBBERY-CUM-MURDER WORKED OUT : SEVEN ACCUSED PERSONS ARRESTED AND WEAPON OF OFFENCE RECOVERED

With the arrest of seven persons namely Pintu @ Heera Lal (19 years) s/o Dal Chand r/o G-233, Sultan Puri, Delhi, Mohit @ Mukesh (19 years) s/o Jiwan Lal r/o H. No. 193, Rattan Vihar, Sultan Puri, Delhi, Deepu (19 years) s/o late Girdhar r/o G-97, Sultan Puri, Delhi, Vijay (18 ½ years) s/o late Jai Kishore r/o 5/22, Friends Enclave, Sultan Puri, Delhi, Sunny (21 years) s/o Mahesh r/o 5/50, Friends Enclave, Sultan Puri, Delhi, Sonu Singh (25 years) s/o Tirath Singh r/o 5A/27, Friends Enclave, Sultan Puri, Delhi and Subhash (21 years) s/o Prabhu Dayal r/o E-50, Indira Jheel, Sultan Puri, Delhi, the staff of PS Sultan Puri has worked out two brutal cases of robbery-cum-murder.

INCIDENT / BRIEF FACTS :

On 28.8.10, an information was received at PS Sultan Puri that a dead body was lying on the road in front of MohitVatika, IndiraJheelwaliGali, Kirari Road, Sultan Puri, Delhi. SHO/Sultan Puri along with staff immediately rushed to the spot andfound a male dead body lying near NDPL Pole No. 68 having multiple stab injuries. The deceased later on identified as Raju (age 35 years) s/o Bhira r/o Jhuggi No. W-49/243, Sultan Puri, Delhi. One Motor Cycle (make Bajaj) bearing Registration No. HR-99-FLT-7589 was also found standing at the spot. In this regard, a case vide FIR No. 322/10 u/s 302 IPC PS Sultan Puri was registered and investigation taken up.

TEAM / INVESTIGATION :

A team consisting of Inspr. ArunSharma, SHO/Sultan Puri, Inspr. Virender Singh, SI Dhirendra, SI Nitin, Ct Vijender No. 1254/OD, Ct. Munawar Khan No. 2465/OD, Ct. Naresh No. 689/OD and Ct. Ramakant No.1315/OD headed by Sh. Dhanvir Dutt, ACP/Sultan Puri was constituted to work out the case. During the course of investigation, a large number of persons of the nearby locality were enquired. Sources were deployed to have any clue or information about the culprits. Finally, valiant efforts made by the team bore fruitful results. On 03.09.10, a secret information was received from a reliable source that Pinto @ Heera Lal and Deepu who had murdered Raju would come near Nangloi Railway Station. The team immediately swung into action and traps were laid at and around Nangloi Railway Station and apprehended both the accused from G-3 Park, Sultan Puri. At their instance, two other accomplices namely Mohit @ Mukesh and Sunny were also apprehended from their houses at Sultan Puri.

INTERROGATION :

During the course of interrogation, accused persons confessed to have committed that murder of Raju while he was passing through IndiraJheelwaliGali, MohitVatika, Kirari, Sultan Puri on his Motor Cycle. They further revealed that in order to rob him, they stopped him forcefully and robbed off his mobile phone and other belongings and when he resisted, they stabbed him with knife and fled away from the spot.

On sustained interrogation, their other accomplice namely Vijay was also arrested at the instance of Mohit from his house at Sultan Puri. During the course of sustained interrogation, accused Mohit @ Mukesh disclosed that he along with his associates namely Subhash and Sonu had also committed the murder of an unknown person on 24.02.10 at Indira Jheelwali Gali, in front of Mohit Watika, Kirari Road, Sultan Puri, Delhi. He further disclosed that they had stopped that unknown person in order to rob him but on his search they had found only a two rupees coin. On this, they got aggravated and gave him multiple stab injuries with knife and fled away from the spot. In this regard, a case vide FIR No. 53/10 u/s 302 IPC was registered at PS Sultan Puri. In this incident an unknown male dead body (aged about 25 years) having three stab injuries in abdomen was found lying on Kirari-Nangloi Road connecting to IndiraJheel, Sultan Puri. During the course of investigation all out efforts were made to work out the case and a cash reward of Rs. 10,000/- was also announced to have any clue or information about the accused persons. At the instance of Mohit, both accused namely Subhash and Sonu were arrested from their houses at Sultan Puri.

  5. Vijay (18 ½ years) S/o Late Sh. Jai Kishore R/o 5/22, Friends Enclave, Sultan Puri, Delhi.
  6. SonuSingh (25 years) s/o TirathSingh r/o 5A/27, Friends Enclave, Sultan Puri.
  7. Subhash (21 years) s/o Prabhu dayal r/o E-50, indira Jheel, Sultan Puri, Delhi.

MODUS OPERANDI :

The modus operandi of the accused persons is to commit petty robberies from drunken / innocent people who generally pass through the isolated areas alone so that they would not report the matter to police. They always carry knives with them and on resistance they never hesitate to stab the targeted person.

PROFILE OF THE ACCUSED PERSONS :

  1. Pintu @ Heera Lal (19 years) s/o DalChand r/o G-233, Sultan Puri is a school drop out. He is working as motor mechanic in main Kanjhawla Road, Sultan Puri. His father works as Raj Mistri. He is still unmarried and residing with his mother, father, three brothers and two sisters. He is habitual of consuming liquor daily and for getting easy money and to meet his day-to-day requirements of money, he started to commit robberies during night with his associates.
  1. Mohit @ Mukesh (19 years) s/o JiwanLal r/o H. No. 193, Rattan Vihar, Sultan Puri is a school drop out. He works temporarily as loader in Sultan Puri. His father and mother works in a factory at Madipur. He is still unmarried and residing with his parents and two brothers. He is a habitual drinker and in order to meet his day-to-day requirement of evil habits, he started to commit robberies with his other associates.
  1. Deepu (19 years) s/o late Girdhar r/o G-97, Sultan Puri is a school drop out. He works temporarily as loader in Sultan Puri. His father was expired and his mother is working in a dispensary in PaschimVihar. He is still unmarried and has two sisters in his family. He is habitual drinker and for getting easy money to fulfill his requirements, he started to commit robberies during night with his other associates.
  1. Vijay (18 ½ years) s/o late JaiKishore r/o 5/22, Friends Enclave, Sultan Puri is a school drop out. His father was expired and his mother is working in MCD as sweeper. He is still unmarried. He has five brothers and two sisters in his family. He is unemployed. He is habitual drinker and to meet his daily requirements of money, he started to commit robberies with his associates.

Sunny (21 years) s/o Mahesh r/o 5/50, Friends Enclave, Sultan Puri is a school drop out. He works as driver on Jeep in Sultan Puri. His father is running a tailor shop in Sultan Puri and his mother is house wife. He is still unmarried and has four brothers and three sisters in his family. His elder brother namely Mukesh @ Tinku is involved in two murder cases of PS Sultan Puri and Nangloi and still running in JC in case FIR No. 183/10 u/s 25/54/59 Arms Act PS North Rohini. He is a habitual drinker and for getting easy money, he started to commit robberies with his associates.

  1. SonuSingh (25 years) s/o TirathSingh r/o 5A/27, Friends Enclave, Sultan Puri is a school drop out. He assists his father in TV repairing shop in Sultan Puri. His father also runs an NGO in the name of ‘PiditMahilaPiditPurush’ from his house. His mother is a house wife. He is also involved in a robbery-cum- murder case of PS Sutan Puri in the year 2003. He is married and has one brother and two sisters also in his family. He is actively involved in crime and to get the requirements of his luxurious life fulfilled, he started to commit robberies / stabbing.
  1. Subhash (21 years) s/o Prabhu Dayal r/o E-50, IndiraJheel, Sultan Puri is a school drop out. He works in a Dry Clean Shop in Dwarka area. He is still unmarried and has two brothers and one sister in his family. He is previously involved in a case of stabbing with knife of PS Sultan Puri. He is actively involved in commission of crime and desperate to stab if victims resist against his activities.

CASES WORKED OUT :

  1. FIR No. 322/10 u/s 302 IPC PS Sultan Puri.
  2. FIR No. 53/10 u/s 302 IPC PS Sultan Puri.

RECOVERIES MADE :

  1. Robbed obile phone of deceased Raju.
  2. Purse containing photographs of deceased and his wife.
  3. A knife used in commission of crime.
  4. A memory card taken out of mobile phone.
  5. Blood stained clothes of accused.

TRAFFIC ADVISORY

Delhi Traffic Police has made elaborate arrangements for smooth movement of Commonwealth Games related traffic during the Commonwealth Games-2010. The exclusive lane for Games related traffic will come into effect from 20.09.10. To give road users sufficient exposure of the traffic movement during and before the Games, trials have been planned from 08.09.10 to 10.09.10. Road users are informed that after the notification for exclusive lane comes into operation, violation of exclusive lane will amount to a fine of Rs. 2,000/- and impounding of the offending vehicle. People are advised to avoid the exclusive Games lane during the trials and familiarize themselves regarding the pattern of traffic movement during the Games. There will be enough signages regarding commencement of stretches on which the Games lanes are rehearsed. There will be sufficient traffic personnel deployment on the stretches being used for trial of exclusive Games lanes.

A team of officers of Special Cell led by Inspr. LalitMohanNegi and Inspr. HridayaBhushan, SI Vinay Tyagi, SI Chandrika Prashad and HCVindoKumar under the supervision of Sh. Bhisham Singh, ACP has apprehended one HemchandraJha s/o Sh.HemkarJha r/o C-253, Gali No.9, Ganga Vihar, Delhi, who has terrorised thousands of passengers travelling by AP Express by making hoax bomb call in AP Express on 18.08.10. The mobile phone used for making hoax call has been recovered.

on 18.08.2010 a call was received that one unknown caller from mobile number 9716371141 has informed Police Control Room that 3-4 persons after deboarding from train at New Delhi Railway Station at Gate No.4 were discussing that they have done their job and have planted bomb in A.P. Express train which goes to Hyderabad at 5.35. An enquiry was conducted regarding the information. Efforts were made to trace the caller. However, no bomb was found in the train and it was found to be a hoax call.

During enquiry, the call detail of mobile number 9716371141 was obtained and studied. The phone was found to be in switched off mode. The call details of the said number was further studied, on which one of the frequent called/calling mobile number was found to be 9716854672. The call details of both numbers i.e. 9716371141 & 9716854672 were analysed, on which it was revealed that at the time of making the said call, both the numbers were at the same location i.e. Nizamuddin Railway station. Hence the user of the mobile number 9716854672, whose name address was revealed as HemchandraJha s/o Sh.HemkarJha r/o C-253, Gali No.9, Ganga Vihar, Delhi, was called and interrogated in the office of Special Cell/NDR. He revealed that the phone in question was used by his girl Anita (name changed). On 18.08.10 when he came to know that the girl was leaving somewhere by AP Express, after having some quarrel with him, he reached railway station and took her phone and made the said call. Hemchandra also told that he had broken the said SIM after making said call but kept the said phone instrument with him. As a case vide FIR No 221/2010 u/s 66 I.T.Act/182/505(1)(B) IPC/153 I.R. Act is registered at PS New Delhi Railway Station in this regard.

Brief history of accused person:

On interrogation HemchandraJha revealed that he was born in his native village in Bihar and after studying upto 12th standard he dropped his studies and came to Delhi. About one and half years back he was working in CANDICO INDIA LTD. But for last one month he was working with Amrapali Housing Group as a broker. Sometime back one of his friend introduced him to one Anita and they both got friendly. On 12.08.10 she left him after a quarrel between them and she later informed him that she is leaving Delhi on 18.08.10 by AP Express.

Whereas a large number of complaints are being received that people purchasing liquor vends often start consuming the same it in front of the liquor vend and at other public places. Vendors selling eatables and juices, at time, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. At times, Barats accompany Barat also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 68 of The Punjab Excise Act, 1914 (as extended to Delhi).

2.And whereas it is necessary to take speedy measures in this regard to prevent danger to human life of safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility in the area of Outer District, Delhi.

3.Now, therefore, I, Chhaya Sharma, Deputy Commissioner of Police, Outer District, Delhi in exercise of the powers conferred by clause (b) of Sub-section (I) of the Section 70 of the Delhi Police Act, 1978 (34 of 1978) upon me under Section 144 Criminal Procedure Code, 1973, read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008 UTI, dated 26.11.2008, do hereby make this written order for strict compliance by the owners of such liquor vends in the entire area of Outer District:-

a)Install CCTV with sufficient number of cameras and recording system to cover upto 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption on liquor or any unauthorized vendor stationed in the coverage area.

b)This CCTV system should become operational within 45 days from the date of issue of this order.

c)The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

d)The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily basis which shall then be handed over to the Beat Constable of the area, against proper receipt in a register to be maintained at the liquor vend.

e)Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Dairy Number on the intimation.

f)During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

g)The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the sign boards.

4.This order shall come into force with effect from 11.09.2010and shall remain in force for a period of 60 days i.e. up to 09.11.2010(both days inclusive) unless withdrawn earlier.

5.Any person contravening this order shall be punishable under Section188 of the Indian Penal Code.

6.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice boards of all DCsP, Addl.DCsP/ACsP, Tehsil offices of the Districts, all Police Stations concerned and the offices of the NDMC and MCD.
