 Received authorization from client to perform counts.

 Create a location count sheet for the counts (an example is in the manual).

 Call the city and/or county to notify them we will be counting (give them times and locations). Ask about street cleaning or snow plowing schedules.

 Make sure the counters and hammer drill are sufficiently charged.

COUNT PREPARATION

 Receive written authorization from client to perform counts.

 Review requirements and select team members to be contacted based on proximity to count site when possible.

 Contact team via telephone to schedule appropriate team members. It is critical everyone knows where and when.

  1. Designate a very specific team meet site. Gas stations or fast food restaurants are good because they are visible, open early, and have restrooms. Make sure the meet site is at a major intersection.
  2. Schedule the team members to be there ½ hour before the count starts (minimum).
  3. Confirm all information in an e-mail if possible including Mapquest link to meet site.
  4. Schedule breaks if count is over 3 hours.

 Complete a site survey to verify intersection configurations and determine best locations for team members to park during count.

 Create count paperwork

  1. Create location count sheets for each count including recommended parking location.
  2. Create an aerial/map of entire count area noting locations of all count intersections and location of meet site.
  3. Fill out payroll time sheets with date/location/hours to be worked (team member will add mileage for each count time period.)

 Jamar DB100 or TDC8 Counter setup

  1. Clear all old count data.
  2. Check battery level – should say “ok”.
  3. Check under utilities for date/time – synchronize with US Time Clock - http://www.time.gov/timezone.cgi?Central/d/-6/java
  4. Put the number of the count and the name of the team member assigned on a piece of tape at the top of the machine.
  5. Put tape on the count board over the buttons not used for the count.

 Assemble Count Equipment

  1. Put counter, location sheet/area map and Payroll Time Sheet inside carrying box for each team member.
  2. Put name of team member on outside of counter carrying box.

 Call the city police

  1. Notify them when and where we will be counting.
  2. Add notification time/date/contact information to Count Notification Log.

CHECKLIST FOR ADDITIONAL EQUIPMENT TO BRING TO COUNT:

  1. At least one more count board than needed (spare)
  2. Extra AA batteries
  3. Business cards
  4. “To Our Counter” cards if needed
  5. Spare “Traffic Count” signs
  6. Lawnchairs & umbrellas

ONSITE TEAM COORDINATION

 Meet team members at the designated time/place.

 For new team members not familiar with process:

  1. Explain how the boards work – i.e. point north arrow north, 15 minute intervals, “any key to start” at exact count start time, etc.
  2. Program count boards with appropriate site ID number.
  3. Provide sign for vehicle exterior (Traffic Count In Progress)
  4. Provide “to our counter” information cards.
  5. Review location of count intersection with information on where to park for count.
  6. Tell them to return to meet site at the end of the count.
  7. Tell them not to turn off count boards!

 For regular team members,

  1. Hand out counter boxes.
  2. Review location of count intersection with information on where to park for count.

 Collect the counter boards at the end of the count and turn off.

Notes for counters:

  1. Make sure the count board is oriented per the above sketch (with north facing the same direction on the board and the sketch).
  2. If there are two lanes for one movement, use the corresponding single button. i.e. If there are two southbound through lanes, count all of the southbound through traffic with button 3.
  3. Do not turn off the count board!
  4. Count u-turns as left turns. Let us know if there are a lot of them.
  5. Let us know if you see anything that doesn’t look right.
