Today’s AIR/On-going Issues:
Christine welcomed Page Porter, from ATOW, who will be representing TRAG, who will be our new member. Christine went over the dates, times, purpose and what we talk about at these meetings.
Christine updated everyone on the New Image Incident 191, which was on hold until Lawton gave us his times. Christine explained how the tires were still on the roadway; therefore, technically the road was not open. Emanuel said since the tires were still in the roadway, they were still impeding traffic and lanes were not completely open. So he is saying no, they did not meet the clearance time. The roads were not open due to ClaytonCounty according to Lawton. Since the Managers all met and debriefed it again, the conclusion is there will be no payout.
Incident 192 (266909): HERO 515 Greg Hiltermen responded. They met the times and Christine will ask Daniel if there are any pictures.
Christine informed everyone that there will no longer be any calculation for the times since the Navigator Reports will now do the TRIP reports and it will be automated through the Program. This will give us more time to concentrate on the recoveries. TMC can now stop doing the spreadsheet since we are making the TRIP Reports automated. All times have to be entered immediately or the system might not take it according to Tracey.
Incident 193 (267279): HERO Supervisor 510’s response time was 12 minutes and roadway clearance was 59 minutes. Times were met.
Incident 194 (267377) – Received the spreadsheet but missing the invoice. The times have been met.
Incident 195 (268377): Roadway clearance time was at 2:03. This incident involved an overturned tanker carrying used restaurant grease. The Area Engineer was notified. Rosevelt requested extra equipment (sweeper). TRIP incident was turned over to HERO Supervisor 518 Bob George. Per Bob George incident was cleared and truck was out of the roadway. The fire truck was in the road. Times were met and Greg from HERO will give us a debriefing.
TRIP Applications:
HERO will begin possibly next week doing yard inspections.
Ted Smith gave us an update on the applications being processed. There arefourteen (14) companies, thirteen (13)of which are being processed and one being held from last year (Seymour). The following eight (8) are ready to go as follows:
  • Barrow
  • Marietta
  • Martins
  • New Image
  • S&W
  • Sosebees
  • Statewide
  • United – per Jerry Gossett, they have no training as far as he knows. They have not responded to any of Jerry’s class announcements. Ted mentioned that they do have some training. Will need to look into this.
Ted explained when saying the TRIP companies have been approved, it means the equipment and overall company’s information has been reviewed and approved. We still need to check the training on their employees. All of this will be placed on the Wreck Master website where the wrecker companies can go onto the website to see their training. Delcan will be the Administrator for this website. When the towers have completed their courses, they will scan and enter their certificates. It will then be their responsibility to keep up with their own training. Wreck Master will print out a badge for everyone once they are completed in the system. Christine is hoping a presentation will be done at the next meeting.
Ted said there are still five (5) companies who have not yet met the application requirements:
  • Chancey’s – looking for a sand spreader and support truck
  • Parker – needs a sand spreader
  • Southside – looking for a sand spreader. Jeff used to use Rhino but they are separating ways.
  • Willard – was working with an agreement with Statewide last year. Statewide has gone on their own, leaving Willard without a low boy trailer. Each company needs to be a stand alone per Ted. Willard is working on this.
  • Wrecker 1 – three (3) items are missing – sand spreader, traffic control truck with an arrow board and a permit from the Public Service Commission, who is not planning on giving them one. They have changed their names a few times and ownership from husband to wife. They will need to identify their Corporate Officers.
Contract for these applications are good for two (2) years. Route negotiations are coming up in February. Plan on April 1stto begin the new group.
Seymours and Parker will probably not get a route per Christine. It is felt these two companies are doing the application for future growth right now and marketing purposes.
Christine received a call from Lance Wrecker regarding the TRIP application. Christine called them back and left a message on what the timeframe was and what they need to do. As of this date, there has been no response from them and no submission of application.
Ted is reminding the wrecker companies that the vehicles which are required for the ownership aspect, means they need to actually own the equipment. This means they will need to take a picture of the front of the tag. We will then run that tag and check out the registration to make sure they actually own it. If there is a question, they can show their documentation.
Ted had an issue on the technical side of these applications. He mentioned there is a company who manufactures a great piece of equipment, 40 ton capacity. He spoke to the owner and was told they use a different method of rating their equipment, which is underrated for the US rating. Our issue is with the under reach capacity. The 40 ton rotator is rated at 30,000 lbs., which does not meet our specifications. We should modify and approve the 35,000 lb. under reach capacity for the NRC record. Jerry Gossett agreed. Ted suggested we should look at that aspect. If a different manufacturer comes in, we should compare it. Specification needs to be revised.
Schedule is as follows:
  • Meeting again February 2nd.
  • Use Manager’s Meeting to look at the wrecker stats at HERO, Thursday and Friday and then Tuesday and Wednesday. Eleven (11) companies will be reviewed allotting two hours each.
  • Yard inspections to be completed by HERO in January.
  • Procedure for route negotiations will be conducted by the TRIP managers, Kathy and Keith. The first meeting with the TRIP managers will be to review the numbers and look at the companies and routes by reviewing the stats on the existing routes to see how far the distance is from the companies to their yard. This information will be plotted on the map. We may need to revise the boundaries. Hugh stated we should clearly identify the correct company on the mapso we can get the operators trained.
  • The month of March will be for training and updating the maps before the new routes become effective. The map and video will be mailed to all participating counties per Christine. Hugh said there is so much testing; it is not feasible to update the map. RJ would do the map. Christine will talk to them. Christine will look into why some of the companies are not meeting their response times, which could be that the distance is too far. Wreckers with two (2) yards will need to have duplicate equipment. Legal will be reviewing any applications that are not renewed.
S&W and City of Atlanta area is a hot spot and could be an issue. Over a two (2) year period, these hot spots could have changed. Page Porter informed us that the APD contracts last June were to be rebidded but has not happened yet. They are using the existing contract. Daniel said he received the contacts, Mike Keene, Lt. Kotter and Sgt. Law. Hank will help out. Would like to have the TRIP areas to mirror the APD territory.
Hugh said if there are any changes with the companies for the hot spots, it will be necessary to make sure they are brought up to speed on the changes. We will need to go through Steven Jeffrey at SRTA, to let him be aware they might be a change with the companies on these hot spots because of billing.\
Media Event:
Jerry Gossett is working on the Media Event to hopefully be scheduled either January24th, 25th,26th or 31st. Emanuelis scheduling a dedication on the 31st so this date might work best. Open Roads Policy and the information on the TIM Guidelines presentation will be held at the TMC. Kofi will be doing a presentation at the meeting and also use it at the TMC with Q&A on Opens Roads Policy and to introduce the TRIP Program. Kathy is working on the location. There might be a demo in the parking lot.
Mark McCannon will be sending out the media event information. HERO expansion, TRIP, Open Roads Policy, TIM guidelines and STIX (Gary Millsaps, Tom Martin or Hugh could open this up) will be included in this event. The sequence would be Open Roads Policy first, TRIP second, then Open Roads and TIM Guidelines, leaving STIX for the end of the presentation. Keith Golden could possibly do the opening. Hugh suggested having TRIP pictures rotating on a screen during the event. The second media event will be in February, possibly held at the TMC as well, to discuss amber light issues and move over law. Hugh mentioned observing an incident in other states, people move over but in Georgia, they don’t. Work is needed on this. Again it was mentioned to try and get this included in the Driver’s Manual. Page mentioned that the amber lights are being used by other companies, such as landscaping companies. The amber light is regulated but is not yet considered an emergency light. Ted discussed that the towing community in GA are not consistent on their own use of the amber light.
TIME Quarterly Meeting will be held January 17th in GwinnetCounty.
TIME Board will be doing a new Five (5)Year Vision. Emails and surveys were sent out.

Add a footnote to the Specifications to add a 35,000 lb.under reach capacity to a NRC 40 ton rotator.
