TRC HEALTH AND SAFETY POLICY SYNOPSIS

(A full version of the Health and Safety policy is available for all staff on the College Intranet.)

A Health and Safety policy is a declaration of intent concerning moral and legislative responsibilities and duties with corresponding actions and activities in order to fulfil those moral and legislative commitments.

From time to time the policy will be reviewed and amended as new legislative and practical considerations and requirements demand. All persons will be informed of any and all amendments to the College’s policy.

All employees will be consulted before the College’s senior management introduce extensive changes to the College’s health and safety provision that may affect employees, as per the ‘Health and Safety (Consultation with Employees)’ Regulations 1996

The opening statement in the policy sums up Thomas Rotherham’s commitment to providing and maintaining a safe and healthy environment for all persons whilst on the College’s premises and/or in all other locations when representing the College’s interests.

The policy states:

The Corporation attaches great importance to the Health, Safety and Welfare of its employees at work and of other persons who may be affected by such employees’ acts or omissions at work.

It readily accepts its responsibilities to do all that is reasonably practicable to prevent injuries and accidents, and to ensure that the Corporation’s premises, equipment, vehicles and general working arrangements are safe and without risk to health, and that appropriate facilities, welfare arrangements and training are provided when necessary.

The College regards the promotion of health and safety measures as an important objective for all employees.

The College also attaches particular importance to providing information about the steps that should be taken by employees to maintain a safe and healthy working environment and to ensuring that the

College Management are aware of their responsibilities. If any employee (for health and safety purposes, ‘employees’ are deemed to include any trainees) has any health and safety concerns for themselves or any other person/s, they should, in the first instance, be raised with their immediate manager who will bring the matter to the attention of senior management. If your concerns require immediate attention and your immediate manager is not available contact the Site Manager on telephone extension 730/731.

The organisation of Health and Safety

Whilst overall responsibility for Health, Safety and Welfare rests with the College Corporation, the Policy places specific responsibility on certain post-holders as defined below.

College Management, Staff, Students, Visitors and Members of the Public

N.B. All individuals, at every level, must accept degrees of responsibility for carrying out the Policy.

In this duty, other members of the College Senior Management Team will assist the Principal.

Where appropriate, assistance will be given by other members of staff, the College Health and Safety Consultant and any other person deemed essential to the College’s provision and maintenance of a safe and healthy working environment.

The Principal will ensure that suitable arrangements are made to achieve compliance with the following requirements:

  1. Identifying hazards and associated risks present in the College and its environs and introducing measures to remove, or control and reduce these risks to an acceptable level.
  1. Appointing members of staff to be responsible for specific aspects of Health and Safety, ensuring that these people are aware of this delegation and are adequately trained to carry out these functions.
  1. Ensuring that all staff are given suitable induction and safety training.
  1. Ensuring that adequate emergency procedures exist and that staff are made aware of these procedures.
  1. Maintaining suitable arrangements for providing first aid to staff.
  1. Ensuring that only appropriately qualified staff use, or supervise the use of, potentially hazardous materials, equipment or machinery.
  1. Ensuring that all staff are given information, instruction and training and supervision to enable them to carry out their work safely.
  1. Ensuring that contractors employed by the Corporation do not endanger staff by their actions and that contractors themselves work safely and are not put at risk by any and all of the College’s activities.

The College VP Finance & Resources/H&S Manager with assistance from the College H&S Consultant.

  • Has overall day-to-day responsibility for Health and Safety and to report to the Principal.
  • Is responsible for the effective overall Health and Safety performance of Thomas Rotherham College.
  • Is responsible for the ultimate positive implementation, maintenance and periodic review of the Policy.
  • Will ensure that the objectives of the Policy are made known and observed at all levels of management, staff, students and members of the public.
  • Will provide adequate resources to meet all reasonably practicable requirements for Health and Safety.
  • Delegate responsibility for the direct implementation of the Policy through staff who directly report to them.
  • Will ensure that all employees, students and where appropriate and feasible members of the public, whether new or existing, are aware of this Policy and its locations and will receive a copy of the College’s Health and Safety arrangements (including the Fire Precautions and Procedures) as per the policy and legislative requirements.
  • Will ensure that all new employees are given adequate induction on all Health and Safety matters.
  • Will provide the supporting and advisory services to management on matters of policy and will review the Corporation’s Health and Safety performance.
  • Will keep the College Health and Safety Committee informed on Health and Safety matters.
  • Will ensure all identified risks and activities are covered by procedures to minimise those risks so far as is reasonably practicable.
  • Will assist the Senior Management Team to prepare, review and update Health and Safety Procedures.

College Managers

  • College Managers and Heads of Department are responsible to the Principal for the practical implementation and specific execution of the Health and Safety Policy in their respective areas. In particular, they will:
  • Ensure that Staff / Students and any members of the public under their control understand the objectives of the Health and Safety Policy.
  • Delegate direct responsibility for the implementation of the Policy through their selected team members.
  • Ensure adequate resources are allocated for the implementation of the Policy to achieve, so far as is reasonably practicable, an approach to Health and Safety that is uniform and to an agreed standard.
  • Actively promote the College’s Health and Safety Policy and arrangements within their areas and review progress at team meetings.
  • Take all steps as far as is reasonably practicable to eliminate or control any unacceptable risk.
  • Make recommendations for new or revised Health and Safety procedures.
  • Raise Health and Safety at work matters within their own team
  • Draw the Policy to the attention of all of their staff/students and members of the public.
  • Monitor the Health and Safety procedures within their own area of responsibility.
  • Ensure the provision of Health and Safety information, adequate instruction, training and supervision to enable employees to avoid hazards, carry out their tasks safely and to contribute positively to their own and other persons’ Health and Safety at work.
  • Respond to all suggestions for the improvement of Health and Safety.
  • Remove and eliminate, as far as is reasonably practicable, risks and hazards to Health and Safety at work and subsequently carry out Risk Assessment procedures.
  • Ensure that staff/students and members of the public are aware of fire routines and evacuation procedures in operation within the College and particularly the need for fire precautions.
  • Ensure that adequate first aid facilities are available to staff/students and members of the public and that any accident, near-miss, sickness linked to work, or other untoward incidents are reported, with reference to RIDDOR 1995, properly investigated and subsequently documented.
  • Ensure the maintenance of the workplace and all other associated areas, as far as is reasonably practicable, in a safe condition without risks to Health and Safety.
  • N.B. This also includes access to and egress from the workplace.
  • Ensure that all staff are made aware of any specific Health and Safety practices and drawing attention to special tasks within their designated areas of responsibility. A similar duty exists towards students, members of the public, visitors and others using the premises, including independent contractors and their sub-contractors.

All Staff

 All employees have a statutory duty to act responsibly and to take reasonable care for the Health and Safety at work of themselves and their colleagues and any others who may be affected by their acts or omissions whilst at work. This duty is carried out by, in particular:

 Working safely and efficiently

 Adhering to the College Health and Safety procedures and arrangements under the Corporation’s Health and Safety Policy.

 Co-operating with the Corporation in carrying out its responsibilities and duties with regard to Health and Safety.

 Not intentionally or recklessly interfering with or misusing anything provided by the College in connection with Health and Safety.

 Conducting a brief daily check of their immediate working area and reporting any unsafe conditions or equipment fault or defect immediately to their immediate Line Manager and Site Manager.

 Reporting to their immediate Line Manager any fault or defect in the College’s activities which could endanger Health and Safety including fire hazards and missing/defective fire extinguishers.

 Ensuring that they are familiar with the Fire Alarm and evacuation procedure.

 Using safe working procedures and observing the Health and Safety rules at all times.

 Taking note of, and abiding by all safety or warning notices.

 Reporting accidents, potentially dangerous incidents, whether injury was sustained or not, and sickness related to work, to their immediate Line Manager immediately, and co-operating fully with any subsequent investigation.

Students, Visitors and Members of the Public

The Corporation attaches great importance to the Health, Safety and Welfare of the College staff and also Students, Visitors and Members of the Public. It readily accepts its responsibilities to do all that is reasonably practicable to prevent injuries and accidents, and to ensure that the Corporation’s premises, equipment, vehicles and general working arrangements are safe and without risk to health; and the provision of the appropriate facilities, welfare arrangements and training (when deemed suitable).

Students, Visitors and Members of the Public also have responsibilities with regard to Health and Safety, not only on the College site but also during field trips, visits and wherever they are under the supervision of TRC College personnel. These responsibilities will include:

 Adhering to the College Health and Safety procedures and arrangements under the Corporation’s Health and Safety Policy.

 Working safely and efficiently and observing the College’s Health and Safety rules at all times.

 Co-operating with the College Staff when carrying out their responsibilities and duties with regard to Health and Safety.

 Not intentionally or recklessly interfering with or misusing anything provided by the College in connection with Health and Safety.

 Reporting any unsafe conditions or equipment fault or defect immediately to the nearest member of staff.

 Reporting any fault or defect in the College’s activities that could endanger Health and Safety including fire hazards and missing/defective fire extinguishers.

 Ensuring that they are familiar with the Fire Alarm and evacuation procedure and will respond to the College fire drills and any real emergency situations.

 Taking note of, and abiding by all safety or warning notices.

 Reporting accidents, potentially dangerous incidents whether injury was sustained or not, and

co-operating fully with any subsequent investigation.

Part Five: Safe driving at work:

 Part 5 of the H&S Policy covers the Legal & College requirements for driving safely and within the law. This applies to both the use of college vehicles and staff own vehicles for college business. College business applies to all trips related to your college work activities, but not including travel to and from work. Staff are required to read and comply with these regulations, which can be found on the Staff Intranet.
