TRANSPORTATION DIRECTOR
General Purpose:
Direct and control all operating, financial and administrative functions for Luzerne/Wyoming Counties Transportation Departments as structured under Luzerne County’s Office of Human Services.
Principal Duties/Responsibilities:
· Develop and implement transportation programs in cooperation with PENNDOT, State Medical Assistance Transportation Program and other private carriers.
· Develop policy and procedure which ensures efficient operations, fiscal responsibility and compliance with all applicable federal, state and municipal laws and regulations.
· Prepare and oversee the Annual Budget and Contracts for transportation services in Luzerne and Wyoming Counties.
· Develop and maintain appropriate management reports necessary to analyze, plan, control and measure performance of transportation programs.
· Establish internal operating policy and procedure.
· Oversee fleet management program to ensure safe reliable, clean vehicles available to deliver transportation services.
· Function as liaison with involved State, County and Municipal governmental entities for purposes of delivering high quality transportation services.
· Responsible for developing and maintaining current job descriptions, performance standards, evaluation of employee performance and administration of discipline as required.
· Responsible for developing and maintaining reputation of delivering high quality and efficient transportation programs for all external constituents.
· Advise Senior Management on matters of consequence affecting the safety, security and welfare of operations, employees, transportation constituents and general public.
Experience and Training:
· Minimum 5-10 years work experience in a related work environment (e.g. transportation, logistics or similar, involving the transport of people).
· Minimum High School education with Bachelor’s Degree preferred.
· Minimum 2 years in managing/supervising others in the discharge of transportation/logistics involving the transport of people.

· Track record of being an effective manager.
· Excellent communications, motivational and team-building skills.
· Maturity, decision making and problem-solving skills.
· Understanding of financial and administrative principles.
· Ability to work under pressure, establish calm and order in stressful situations.
· Skill in handling and addressing issues/concerns of the public.
· Commitment to providing high quality services and dedication to satisfying users/customers.
· Proficiency in computer use.
