  1. PROJECT SUMMARY

1.1.Background and Project Need

A System Impact Study was performed to determine the availability of transfer capability across Cleco Power LLC’s Transmission System to accommodate OASIS Request 739408102 for 2.8MW of yearly Network Integration Transmission Service(“NITS”) beginning April 1, 2010 up to 25MW of NITS ending January 1, 2019.

Cleco Power Wholesale Energy Services (“Transmission Customer”) is requesting to interconnect a new 138kV interconnection to the IP Mansfield substation on the Cleco Power Transmission System.

1.2.Scope Summary

The System Impact Study identified transmission constraints occurring between the Mansfield and WallaceLake substations. Based upon the application for the OASIS request this is expected to occur in 2014.

The limiting element is the IP Mansfield -Mansfield 138kV line for loss of the Dolet Hills -Southwest Shreveport 345kV line. The addition of a 6Ω reactor in series with the IP Mansfield -Mansfield line is required to reduce the flows below 100% for the statedcontingency.

The need for these facilities will be re-studied during the fall of 2012.

1.3.Summary of Work to Be Performed

Construct facilities within the IP Mansfield substation to provide an interconnection point for the new Transmission Customer 138kV line.

Acquire property and construct facilities necessary for the installation of a 6Ω reactor at the Mansfield substation. The line relay panel at the IP Mansfield substation will need to be replaced in conjunction with the reactor installation at the Mansfield substation.

1.4.Cost Summary

The estimated cost of the initially required facilities at the IP Mansfield substation is $26,000. The only includes the bus extension. The Transmission Customer is responsible for this cost.

The estimated cost of the line relaying replacement at the IP Mansfield substation required in conjunction with the reactor installation at the Mansfield substation is $60,000. Cleco Power is responsible for this cost.

Theestimated cost for the additions to theMansfieldsubstation to accommodate the 6Ω reactors and associated equipment is $2,981,000. Cleco Power is responsible for this cost.

No cost estimate has been made for any facilities beyond the bus extension since these facilities are the responsibility of Transmission Customer.

1.5.Schedule Summary

The requested in-service date is April 1, 2010. This date is not achievable. It is estimated that the work within the IP Mansfield substation could be completed within three (3) months of project authorization.

The reactor addition at the Mansfield substation is not required to be in service until the end of 2013. Property acquisition, engineering, and equipment procurement would begin in early 2013 to meet the end of year completion date.

  1. SAFETY REQUIREMENTS

Safety is a priority with Cleco Power and safety will be designed into all substations and lines. All facilities will be designed with the utmost safety for personnel in mind for construction, operation, and maintenance of the equipment.

All employees working directly or indirectly for Cleco Power shall adhere to all rules and regulations outlined within the Cleco Power’s Safety Manual. Cleco Power requires safety to be the highest priority for all projects and all company and contract employees must follow all applicable safe work procedures.

  1. GENERAL ASSUMPTIONS

It is assumed that a minimal amount of time will be required by Transmission Customer to approve this project which would enableCleco Power to proceed with the necessary tasks as defined in the Scope of Work and be able to complete the project as per the schedule described below.

Assumptions have been made in developing estimates without performing site visits, surveys, and soil borings. During the preliminary engineering phase these tasks will be completed and could have an impact on estimates and schedule.

All costs above represent good faith estimates in today’s dollarsand are based on existing data and could change considerably after detailed engineering analysis. Price escalation for work in future years has not been included.

  1. SCOPE OF WORK

4.1.Substations

4.1.1.IP Mansfield

The substation is located within the International Paper plant site and servitude was granted to Cleco Power for the substation. Transmission Customer is required to obtain permission from the mill to locate their new facilities within the substation.

Cleco Power will own and maintain the short bus extension as well as the new meters. Transmission Customer will be responsible for the engineering, procurement, construction, ownership, and maintenance of all other facilities.

General

Extend the main bus to accommodate a new terminal. Transmission Customer will be required to install a 2000A disconnect switch, switch stand and a2000A gas circuit breaker. Transmission Customer will also be required to install appropriate grounding and extend the duct system to accommodate the new GCB as well as perform necessary site work.

Relaying

Transmission Customer will be required to install Cleco Power approved step distance line relaying for the line.

Cleco Power will incorporate the GCB into the existing bus differential scheme.

When the reactor is installed at the Mansfield substation the existing line relay panel associated with the Mansfield-IP Mansfield linewill need to be replaced with advanced relays required to provide line protection with and without the reactor in service.

Metering

Cleco will install high accuracy four quadrant meters for delivery point metering.

Transmission Customer will be required to incorporate high accuracy metering CTs in the GCB.

SCADA

A RTU is already located at this substation.

All communications circuits are already in place.

4.1.2.Mansfield

Cleco Power will engineer, procure, construct, own, and maintain the new facilities associated with the reactor installation.

General

Purchase approximately three (3) acres of property adjacent to the substation

Perform site work and install fencing

Extend the ground grid

Extend the cable duct system

Install a new deadend tower for the IP Mansfield line

Install new bussing to accommodate the reactor

Install a 6Ω 1200A reactor

Install six (6) 2000A disconnect switches and switch stand

Install two (2)2000A gas circuit breakers

Install appropriate grounding and duct system to accommodate the GCB

Install three (3) high capacitance CCVTs on the IP Mansfield line

Move the carrier relaying CCVT and wavetrap to the new line termination, location.

Relaying

Move the existing line relay panel from the present circuit breaker to the new gas circuit breaker.

Install a bus differential panel to protect the reactor and associated circuit breakers and bus.

Install necessary control cable

Metering

None needed

SCADA

Connect control and indication for new GCBs to the existing RTU

4.2.Transmission Lines

4.2.1.Mansfield - IP Mansfield

General

In 2013, dead end the line on the new dead end tower at the Mansfieldsubstation and jumper to the reactor bus.

  1. SCHEDULE

6.1.IP Mansfield Substation Additions

It is estimated that within three (3) months of authorization, Cleco Power can extend the bus and have the new meters installed and be ready for service. This schedule assumes that outages can be obtained from the mill and on the WallaceLake line.

6.2.Procurement of Property Adjacent to MansfieldSubstation

Procurement of the property adjacent to the substation would begin in early 2013 and would be completed by mid-year.

6.3.Engineer and Procure Material and Equipment at the Mansfield Substation

This phase would also begin in early 2013 and be completed by mid-year.

6.4. Construction at the Mansfield Substation

Site work and construction would begin late summer 2013 and be completed prior to the end of the year.
