About amendments to the Decree of Cabinet Council of Ukraine of
12th October 2000 №1544
Cabinet Council of Ukraine decrees:
To make to the Decree of Cabinet of Council of Ukraine of 12th October 2000 № 1544 "Port-charges" (official bulletin of Ukraine, 2000, № 42, art 1784; 2001 , № 48, art. 2142; 2002 , № 14, art. 721; 2003 , № 29, art. 1465; 2004., № 52, art. 3452) amendments that are enclosed.

AMENDMENTS
made to the Decree of Cabinet Council of Ukraine dated 18th October 2000 № 1544
1. Clause 2 of the Decree shall be set forth in such wording:
"2. The Government decreed that the size of port-charges foreseen by the approved Regulation by virtue of the clause 1 of this Decree is limit".
2. The Regulation of port-charges approved by the said Decree shall contain

$ 8 — per unit (barge, lighter);

4) Clause 21 set forth in the following reduction :
LIGHT DUES
"21. Vessels of A and Б group are charged beacon fees during each call in the port (plant) or for each transit through it except Kerch-Yenikalskyi canal transit at the following rates:
$ 0,046 per 1 cubic meter of vessel capacity — foreign-goring vessels;
$ 0,0046 per 1 cubic meter of vessel capacity — coastwise navigation vessels.
Beacon dues in full are to be paid directly to the state organization "Derzhgidrografiya";
5) the revised table in the Clause 24:

6) revised Clauses 25, 27, 29, 30 and 32:
"25. Vessels of В group (except towboats) are charged berthage fees per each ton of loaded or unloaded cargo at such rates:
$ 0,19 -foreign-going vessels;
$ 0,019 - coastwise navigation vessels.
Payment of berthage is to be made for each operation. In case any operation is made near any unequipped coast or "vessel-vessel", the berthage rate will be applied with 50% discount;
"27. After termination of any terminal (passenger) operations, vessels of A and Б group are charged for downtime near loading (passenger) terminal but it depends from vessel or shipowner and berthage fees are charged after termination of loading-unloading and cargo fastening per 1 cubic meter of vessel capacity at the following rates:
$ 0,0164 per hour - foreign-going vessels;
$ 0,00164 per hour - coastwise navigation vessels.”;
"29. Vessels of A and Б group for mooring more than 12 hours inner roads of any sea port, beacon fees are charged at day rates per 1 cubic meter of vessel capacity for actual mooring time:
$ 0,0043 - foreign-going vessels;
$ 0,00043 - coastwise navigation vessels.”;
30. Vessels of В, Г and E group (sports vessels, private yachts, sailcrafts call in without any terminal Operations) are charged beacon fees for 30 days of mooring per vessel inner roads at the following rates:
$ 28 - foreign-going vessels;
$ 2,8 - coastwise navigation vessels;
For each next day of mooring, the vessels inner roads except fixed beacon fees are charged at the following rates per vessel;
$ 3,2 - foreign-going vessels;
$ 1,6 - coastwise navigation vessels;”.
ADMINISTRATION DUES
"32. Vessels of А, Б, В and Г group are charged administration fees during each call in of the vessel at the
following rates:
$ 0,022 per 1 cubic meter of vessel capacity - foreign-going vessels;
$ 0,0022 per 1 cubic meter of vessel capacity - coastwise navigation vessels;”.
Vessels called in any sea ports to perform procedures to pass through the state border without terminal operations are released from administration fees.
Vessels of А, Б, В and Г group calling sequentially in several ports of Ukraine during one voyage in order to perform terminal operations, administration fees are charged only in the first call in port.
Any discounts determined under agreement with shipowners related to vessel fees are not extended to administration fees";
