NHS Supply Chain – Creating Framework Agreements for the NHS

With an introduction into the inception and remit of NHS Supply Chain as a business, and a focus on the supply of goods rather than services, the session will share lessons learnt and best practise as it has developed and changed its tendering activity to meet the needs of the NHS over the last 8 years.
The creation of Framework Agreements with differing product specifications will be discussed as they are developed to meet procurement strategies and diverse customer needs. Within this the role of the specification will be considered in its use as the key element of both informing prospective suppliers and determining product requirements with examples of how this can be achieved.

The service specification sets out your requirements and will form part of the contract. It is therefore critical to the success of any project, but is an area often neglected. This session will consider what a specification should do, all in the context of the requirements set out in the Public Contracts Regulations 2015. The session will focus on services contracts and examine common pitfalls in drafting service specifications. We will also cover examples of where the drafting of service specifications has led to procurement challenges and consider the law around material variation should your requirements change.

An interactive workshop, which will give a supplier perspective on how approaching contracts differently, could lead to increased efficiencies. While the specification is important it’s also critical that the specification and contact can help meet clinical and a supply chain needs. This workshop will shed light on the impact specifications have on suppliers and how a more holistic process could help procurement meet wider trust needs.

Andrew is a partner in Hempsons’ specialist procurement team. He has 12 years experience of working with the NHS and specialise in procurement law, acting for both contracting authorities and bidders. Andrew utilises the knowledge gained from acting for clients on both sides of the fence to provide pragmatic advice on running defensible procurement processes/defending procurement law challenge, and also to advise bidders on improving their chances of success/challenging defective processes.

Peter is Cook Medical’s Corporate Account executive for the North UK and the Netherlands. Peter has been working in Healthcare since 1986. He started his career as a RGN and RSCN with both Northumbria and Newcastle upon Tyne NHS Trusts, specialising in Paediatrics, followed by 18 years in medical devices. Peter has been with Cook Medical 12 years with Cook, starting as a medical sales representative and now part of the Healthcare Business Solutions team. He focuses on coordinating procurement and supply chain projects across the organization and focusing on a number of non-product solutions to drive improvements with in the NHS including e-Commerce, GS1 and supply chain efficiencies.He holds a CIM Marketing Advanced Diploma and Recruitment Employment Confederation (REC).

Steve joined the NHS in 1999 following previous procurement roles in the private sector and thirteen years in a Royal Air Force Logistics role. Following five years working for NHS Purchasing and Supply Agency and key roles in a Procurement Shared Service organisation and Collaborative Procurement Hub role he was appointed to his current role of Director of Procurement and Supply Chain at University Hospital Southampton NHS FT in 2009. Steve leads the Trust Procurement and Supply Chain Team, a 55 strong Team that manages all Trust non-pay spend (£280m). He has been a member of the Health Care Supply Association since 2004. A qualified member of the Chartered Institute of Procurement and Supply, Steve also has a Masters Degree in procurement.

Sarah joined the NHS as a graduate in 1992. Having started as a Customer Services Assistant, she has worked her way up the procurement career pipeline with roles in both Procurement and Materials Management. The experience proved invaluable in subsequent specialism as Head of Contracts and Head of Procurement. In 2014 she was responsible for the procurement service transformation in East Kent Hospital University NHS Foundation Trust, and has developed a team of 54, based on 5 sites, managing a non-pay expenditure of £268m. Having benefited throughout her career from training opportunities such as the NHS Leadership Programme, Post Graduate Management of Health Services and Chartered Institute of Procurement & Supply, she is committed to ensuring that the same opportunities are available to all procurement staff in the future.

Hamish is the South UK Corporate Account Executive for the Healthcare Business Solutions team in Cook Medical. This team is dedicated to working across commercial and clinical divisions to deliver efficiencies within the NHS. Hamish has over 19 years’ experience in Healthcare having previously worked for Kimal and Molnlycke in both sales and sales management roles.

Martin is currently the director of Healthcare Business Solutions for Cook Medical in Europe and leads a team of people who are dedicated to working with customers to make healthcare more efficient. Martin has been with Cook for more than 18 years. He started as a medical sales representative and has since served in a variety of sales management and business leadership roles. Martin received his Master of Science in Management from the Leicester Business School and is a member of the Chartered Institute of Marketing currently holding the Chartered Marketer status.

Senior Technical Manager, NHS Supply Chain
Andrew Lawn has been with NHS Supply Chain since its creation in 2006 and worked for PASA prior to the Supply Chain contract. He is currently the Senior Technical Manager managing the in-house Technical team; with responsibility for the regulatory compliance of tenders and the development of all tender specifications issued by NHS Supply Chain. He works closely with the procurement teams to create specifications that support the tender strategy and deliver the goods and services required by the NHS. Prior to the creation of the Technical team he spent 7 years overseeing the Stationery and Office Supplies and Batteries Frameworks as a buyer before becoming technical manager, after 4 years developing the team and the role he now heads up the recently expanded team.
