TERMS OF REFERENCE

PROCUREMENT OF COURIER SERVICES

  1. PURPOSE

The purpose of this Terms of Reference is to allow suitably qualified service providers to submit proposal to the South African Human Rights Commission. The commission requires a service provider to provide courier and delivery service.

  1. BACKGROUND

The South African Human Rights Commission (SAHRC) is a Constitutional body established in terms of the Constitution Act 108 of 1996 as well as the South African Human Rights Commission Act 40 of 2014. The commission is mandated to promote, protect and monitor observance of human rights in South Africa. The SAHRC is under the strategic leadership of Commissioners. Operations are led by a Chief Executive Officer (CEO).

In support of the core programmatic functions of the organization, the Commission has a Corporate Services Division that is responsible for financial transactions, procurement and supply chain management transactions, human resource requirements and IT services.

The commission seeks proposals from qualified firms to provide courier and delivery services. These services include collection and delivery of documents and other items from SAHRC offices or other locations as instructed and deliver them to the designated destination within a reasonable time.

  1. CONTRACT

The commission will enter into 3 (three) years contract with the service provider.

  1. SPECIFICATIONS

The commission requires a service provider to perform the following service:

Collect and deliver documents and other items (Express door to door)

Over-night delivery capability is essential (Time need to be specifically outlined as to when will the document reach the recipients)

Tracking of documents is also essential to the commission

Insurance for goods while in transit

International courier service is required

Experience in the relevant areas

Proposal including courier methodology

Confirm your availability to deliver within the agreed time and stick to the set dead lines

Contact details for at least three referees from amongst recent clients with whom similar work has been rendered in past six (12) months.

Contractor must have a clean driving record, possesses a valid driver’s license
Contractor must have sufficient staffing to meet the scheduled and any non-scheduled deliveries as required by the commission / 35

The proposal will be evaluated based on 80/20 preferential point system

Proposals meeting the mandatory requirement will be further assessed against the following criteria:

1. Experience with similar assignments

2. Proposals meeting the delivery needs of SAHRC

3. Commitment and adherence to tight deadline and turnaround times

Proposal must be submitted by 27 July 2017 before 15:00. Late proposals will not be considered.
