Project Objective
“To develop an application in order to facilitate the Medical Officers to register their request for the “Medical Officer Certification Programme”, to record and track the requests for programme and facilitate the process of Selection of Medical Officers for this programme by leveraging the power of Information Technology”
To bridge the gap in talent pool of specialized medical officers in Maharashtra, Directorate of Health Services, Maharashtra under the umbrella of Public Health Department of Maharashtra has initiated a short term certificate courses for medical officers (MOCP). The program aims to provide appropriate specialty services across the various medical institutions in the State. Currently, the program focuses on specialties as Pediatrics and Medicine but will eventually diversify with other subjects based on the requirements. The training is being imparted to the medical officers and paramedical staff in disciplines like Bio Chemistry, Microbiology and Radiology and Psychiatry.
The training is in the form of a certificate course and the certificates will be given by Directorate of Health Services. The program specifically caters to the employees of health department and is not available for the medical officers working outside the department.
A core committee under the Chairperson of Dr. Mrudula A. Phadake (Ex-Vice Chancellor of Maharashtra University of Health Sciences) looks into the planning, implementation and monitoring of the training program. The courses curriculum for the program has been developed under the apt expertise of specialists appointed by the core committee. It primarily focuses on the requirement of the department based on the clinical services expected to be delivered at the respective hospital level. The program which has been already approved by the Government of Maharashtra will be for the duration of six months and will be held twice a year in the month of January and June.
These training will be conducted at various Medical College both private and public, District Hospitals, Private Hospitals.
The intended benefits accruing from the implementation of the application are as follows,
· Facilitate online recording of request for MOCP (Medical Officer Certification Programme)
· Manage effectively the requests placed by Medical Officers
· Aid in the decision-making process regarding the selection of Medical Officers for this programme

A new user needs to register in the system to make a request application. For this, following steps need to be followed,

13 / User Registration / Password / Create a password that you can remember and do no share it with anyone else.
14 / User Registration / Confirm Password / Re-enter the same password for confirmation.
15 / User Registration / - / Use the ‘Submit’ button to save the details and to complete the registration process.
Upon successful registration, a message is displayed with your User Name. Kindly note it down.
You may choose the option to ‘Add a new request’ or to return to the main page.

17 / User Registration / - / Use the ‘Cancel’ button to abort the operation and to return to the main page.

/ The Medical Officer needs to select appropriate trainings he / she has already received and ‘None’ in case he /she has not undergone any other additional training.
8 / Add Request à Requested Locations in Order of Priority (Maximum 3 Locations) / Institute Name and Location where the MOCP will be conducted / The Medical Officer will give 3 choices regarding his preferred locations where he would like to undertake this Programme
9 / Add Request / - / Use the ‘Submit Request’ button to save the details and to submit the request.
Upon successful submission, a unique reference number gets generated. Kindly note that reference number and use the same for all future correspondence.
The status of the request is ‘Active’ by default.
10 / Add Request / - / Use the ‘Reset’ button to erase details from the entire page/screen and to start afresh
11 / Add Request / - / Use the ‘Cancel’ button to abort the operation and to return to the Main/Home page.
12 / Add Request / View Button / You can view the details of the request by clicking on the ‘Magnifying Glass; icon in the table on the Main/Home page.
13 / Add Request / - / You can add more and any number of requests. However, the new request over-writes the preceding request and becomes ‘Active’. The status of the preceding request gets updated as ‘Cancelled’.
At any given point of time, only the request in ‘Active’ status is visible to the higher officials in the department for consideration.
Instructions for DHOs, CSs, DDs and DHS
After the registration process is over, the respective DHOs in case of PHCs, CSs in case of other hospitals and DDs need to give their remarks and approve or reject the request made by the Medical Officers.
Steps to be followed -
1. Log in to the MOCP application with their Username and Password.
2. Click on the Department Approval Section on the left hand side.

3. Select the ‘District’ from the drop down and Select the ‘Comment Status’ as ‘Pending’. For Example – Select District ‘Thane’ and Comment Status as ‘Pending’. Click on ‘Search’. The list of Medical Officers for whom the requests have been pending for action will be generated. After this, click on ‘Update’ as shown in the below figure.

4. After clicking on ‘Update’, another window will open up which will give all the details of the Medical Officer, along with the request placed by him as shown below.

5. Add the remarks, if any in the text box shown under ‘Update Approval Status’ section and change the ‘Request Status’ either to ‘Approved’ or ‘Rejected’.
6. Click on ‘Submit’.
