1. / Motion submitted by the Labour Group
In light of the significant and legitimate concerns expressed by parents, Head teachers, Catholic Diocese and other faith groups we call on the Council to put on hold the Executive decision to discontinue the Home to School Transport discretionary awards in Trafford. This will allow the Council to look again at the decision and to scrutinise the following :-
  • The effect a change of policy put forward by the Executive will have on restricting parental and religious choice.
  • To enable more work to be carried out on whether schools in certain areas of the Borough will have the capacity to manage a large influx of extra childrenas a result of the Executive change of policy.
  • To enable more work to be carried out on the ''Risk Assessment'' with regard to the change of policy.
  • Toexplore in depth further options and possible compromises whichwill enable theCouncil to continue to help to provide parental and religious choice to be positively catered for.
  • To enable a further period of consultation to take place which will enable a more informed and improved decision to be made on this very important matter.
  • There needs to be further scrutiny of theExecutive proposalsto introduce annual assessmentfor Children with Special Education Needs. How will these assessments be carried out, what will be the costs of those assessments to the Authority, who will carry out the assessments, and what impact will these assessments have on the children and families.

Tworecentserious accidents involving pedestrians, one of which has resultedin adeath,have occurred on Moorside Road in Davyhulme/Flixton.These accidents highlight the urgent need for a different approach to road safety in Trafford. Webelievetherefore that the decision making process of the provision of safe crossing within Trafford is increasingly perceived by the public as biased in favour of motor vehicles. We therefore call on the Council to instigate an immediate review of that process and the weighting of component factors, which should include ''Well Being'', are taken into account within each decision.
The review report should include a scheme by scheme reassessment of unsuccessful calls for safe crossings and other mitigation measures. The review findings report should be brought back to full Council for consideration by all Members.
3. / Motion submitted by the Labour Group
As land owners of Stretford Mall this Council recognises the need to support the future of the Mall for the benefit of the local economy, jobs and local community. We are concerned at the recent announcement of the closure of TJ Hughes and the empty shop units on Chester Road. We therefore call on the Council to support, utilising a proportion of the rental income it receives from the Mall, initiatives which will help to stimulate the Mall. This could include such joint initiatives as the development of a lay-by on Chester Road next to the Mall and improvements to the Mall itself etc.
