TRAFFIC ADVISORY

Due to VVIP movement across the city traffic in certain areas shall be affected from 19.05.2013 afternoon till the evening of 21.05.2013. Following diversions have been planned:

  1. Both the carriageways of Sardar Patel Marg will be closed from Panchsheel Marg upto Dhaula Kuan from the afternoon of 19.05.2013 till the afternoon of 21.05.2013. No traffic will be allowed at this stretch.

Ring Road and Vandematram Marg will be available for all types of traffic including buses.

Advised Route:

Traffic Police will ensure unhindered movement on certain routes from different portions of the city. This corridor will include – Ring Road from Dhaula Kuan to AIIMS, Aurobindo Marg, Lodhi Road, Mathura Road, Purana Qila Road, C-Hexagon, Ashok Road, Baba Kharak Singh Marg, Park Street, roundabout Shankar Road, Upper Ridge Road upto Dhaula Kuan. Those who want continuous movement can use this corridor to travel from one portion of the city to any other portion of the city.

Bonafied residents, office goers/visitors of SPM, Army Battle Honours Marg, Abhai Marg and Manas Marg will be allowed after due verification.

  1. On 20.05.2013 certain routes will be affected due to VVIP movements. People are advised to avoid New Delhi area including C-Hexagon, Ring Road and Mathura Road between 08.30 am to 10.30 am. C-Hexagon shall be affected from 10.00 am to 1500 hrs

Advised Route:

Those using Ring Road going from East to South are advised to take Barrapullah elevated Road.

Those using Ring Road for going from North to New Delhi and Central Delhi are advised to use Geeta Colony flyover or Nishad Raj Marg, Netaji Subash Marg, JLN Marg, Minto Road and enter New Delhi.

All Roads from East to South are open.

Traffic Police make maximum efforts to ensure that there is no unnecessary congestion on city roads during the VVIP movements. As there will be frequent movements between Delhi airport, places of stay, venues of the meetings and places to be visited by VVIPs, certain minimum restrictions will be in place on certain routes during the visits and at the time of movements. People are requested to abide by the instructions of the traffic officials at the spot and plan their journey in advance and have sufficient time for possible delay in routes.

Obtained housing loans from different banks against single property by depositing fabricated documents

Also sold the same property to different buyers

Evading arrest since 2007 & declared POs

Caused a loss of over 85 Lakhs to different banks and Private Financers/Individuals

Continued with same modus-operandi while on the run also

The Economic Offences Wing, Delhi Police has arrested two accused persons (husband & wife) namely:-

1Kamal Kishore Shukla (age 60 years) S/o Sh. Balak Ram Shukla, 397/1/1, Flat No. 2C, SF, Shyam Batika, Dakhindari Road, Kolkata.

2Shashi Shukla (age 53 years) W/o Kamal Kishore Shukla, 397/1/1, Flat No. 2C, SF, Shyam Batika, Dakhindari Road, Kolkata

The accused Couple had indulged in forgery and cheating by offering the security of a single property bearing No. 4/587, Vaishali Ghaziabad to as many as 7 different banks/Institutions including PNB (Ghaziabad and Sabzi Mandi, Delhi), State Bank of Hyderabad (Delhi and Noida) and GIC Housing Finance and obtaining loans against the same. Kamal Kishore Shukla and Shashi Shukla also sold the same property to at least two private parties by creating fraudulent title deeds.

When their fraud surfaced, a total of 5 cases were registered against them in Delhi and UP during 2006-2009. A case vide FIR No. 37/09 dated 29.02.2009 U/s 406/420/467/468/120B IPCwas registered in EOW and investigation taken up. Verification of the property documents submitted along with supporting documents in different banks revealed that all the property papers and other documents like balance sheets, ITRs, PAN Card etc. were fabricated/ forged to avail different loans from respective banks. Once criminal cases were registered against them, the couple ran away from their known addresses of Delhi/NCR. First, they took shelter in Indore, MP and thereafter moved to Kolkata, WB. In Kolkata also they kept on changing their address and phone numbers to avoid arrest. To affect their arrest, a special team consisting of Inspr. Vivek Maheshwari, SI Manmeet Singh and WHC Jagjit Kaur of EOW was constituted who filtered the details of their available mobile numbers, scrutinized lots of bank records including loan applications in various banks in similar names, DOB and PAN numbers. At last, a clue was drawn through a fresh application of loan made by Sashi Shukla in a bank of Kolkata and a trap was laid with the assistance of informers and bank employees. The duo were arrested from their rented accommodation in Kolkata on 15.05.2013.

Modus Operandi: -

The accused persons Kamal Kishore Shukla and his wife Shashi Shukla used to set up a sham factory in different names & styles and obtained loans/financial facilities like CC Limit/term loan from different banks for business purpose in the said factory on the basis of a collateral security of their Vaishali property presenting fabricated/forged title Deeds of the same.

AUTO LIFTER ARRESTED: SCOOTER RECOVERED

With the arrest of accused Mohd. Javed s/o Jamaluddin r/o H.No. 210, G. No. 11, Jafrabad, Delhi, Age 22 yrs,and accused Mohd. Ali s/o Raunak Ali r/o Plot No. 761/H-3, Shalimar Garden, Sahibabad, Ghaziabad UP, Age – 20 yrs Staff of PS Seema Puri has busted out a gang of auto thieves , this gang was active in the area of PS Seema Puri.

INCIDENT:

On 15/5/2013 case FIR No. 252/13 was registered on the statement of Sh. Parthsarthi Datta s/o Madhusudan Datta, who stated that he had parked his scooter bearing No. DL-7SP-1509 out side his house on dated 11.5.13 at about 3.P.M and after about one hour when he checked it was found stolen. After the registration of the FIR CCTV footage were checked which was installed on the building of the complainant. On basis of the CCTV footage two persons were identified taking away the above said scooter. The photograph of both the suspected person was developed and on the basis of their photograph both of the them has been arrested from Toll Tax Barier New Seema Puri and the above stolen scooter was also recovered from their possession. On further interrogation they admitted to have committed the theft of the above mentioned case FIR.

MODUS OPERANDI

In day time they visit the residential area, main road and lift the abandoned scooter. To unlock the scooter they have specially prepared tools and some keys. With the help of these tools they unlock the scooter and take that to the shop of accused Mohd. Javed namely Delhi Auto Service at Plot No, 502 Shalimar Garden Ext.I.Sahibabd Gaziabad U.P.

ASSOCIATES

Both of the above accused person have started committing theft and this is the first theft committed by both of them jointly.

RECOVERY: One Scooter No. DL7SP-1509 is recovered.

JUNIOR FOOTBALL LEAGUE UNDER ‘YUVA’ SCHEME

South-East District police, in association with an NGO namely ‘THE FOOTBALL LINK’ under the auspices of Delhi Police’s pilot project ‘Yuva’ is organizing a junior football league on 19.5.2013 (Sunday) from 8 AM to 11.30 AM at Netaji Subhash DDA Sports Complex, Jasola, Sarita Vihar, New Delhi.

This football league is a fun and exciting platform for young children to showcase their talent, improve on their skills and get valuable exposure to the game of football. This league features over 350 children from schools across the Delhi and NCR.

O R D E R

1Whereas the areas known as Rashtrapati Bhawan, Prime Minister Residence, Other Cabinet Ministers/dignitaries and Central Vista Lawns are located in the area of Sub-Division Chanakya Puri.

2And where as it has been reported that various political parties may organize protests, snap demonstrations on various political and social issues which may create serious law & order problems. These kind of protests and snap demonstrations by political parties may be conflictory in nature, therefore, in order to regulate the protests and snap demonstrations, a place namely Jantar Mantar has been earmarked and since all other places are residential areas where protests and snap demonstrations need to be regulated to prevent obstruction to traffic, danger to human lives and public property.

3Where as it has been reported that the Premiere of The State Council Of The People’s Republic Of China is visiting the capital from 19-05-13 to 21-05-13 and there is a possibility of snap demonstration and self immolation by the Tibetans and other group also on the route and at the place of stay of the Chinese Premiere, therefore in order to regulate the smooth passage of the visiting VVIP and to prevent obstruction to the traffic, danger to human lives and public property and to prevent snap demonstration, waving of black flags, blockade on VVIPs route or any such activity likely to cause national embarrassment during the visit of Chinese Premiere.

4And whereas reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/ demonstrations etc. in the area are likely to cause obstruction to traffic, danger to human safety and disturbance of public tranquility in view of above said apprehensions.

5And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety and disturbance of public tranquility.

6Now, therefore, in exercise of the powers conferred upon Commissioner of Police, Delhi by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. File No. 11036/1/2010-UTL dated 9.9.2010 I, Bhoop Singh, Asstt.Commissioner of Police of Sub-DivisionChanakya PuriofNew Delhi District do hereby make this written order prohibiting:

i)The holding of any public meeting.

ii) Assembly of five or more persons.

iii) Carrying of fire-arms, banners, phaycards, lathi’s, spears, swords, sticks, brickbats etc.

iv) Shouting of slogans.

v) Making of speeches etc.

vi) Processions and demonstrations.

vii)Picketing or dharnas in any public place within the area specified in the Schedule and site plan appended to this order without a written permission.

7The area covered by this prohibitory order, will be the entire area of both Police Stations Chanakya Puri and Tughlak Road of this Sub-Division Chanakya Puri.

8This order shall come into force with effect from 19/05/2013 and shall remain in force for a period of 04 days i.e. up to 22/05/2013 (both days inclusive) unless withdrawn earlier.

9Any person contravening this order shall be punishable under section 188 of Indian Panel Code.

10As the notice cannot be served individually on all concerned, the order is hereby passed ‘Ex-Parte’. It shall be published for the information of public through Press and by affixing copies on the notice boards of the offices of all District Addl. CsP/DCsP/Addl. DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of the NDMC, MCD.
