- STATEMENT OF PURPOSE:
The State of Tennessee,Department of Transportation issues this Request for Information (“RFI”) for the purpose of identifying information that could assist the State in the development of a future solicitation for Traffic Count Management Program.We appreciate your input and participation in this process. - BACKGROUND:
The State of Tennessee, Department of Transportation, currently utilizesAdvanced Data Analysis and Management (ADAM) system to acquire, analyze, and archive traffic data including continuous counts, coverage counts,classification counts, heavy vehicle weights, and special counts. It is used by TDOT staff on daily basis to generate variation factors, traffic growth trends, as well as standard reports required by US Department of Transportation. Below are some primary limitations the State currently experiences while using ADAM.
- Some of the modules no longer work and are no longer supported. Some features do not work on newer computers.
- 24 hour counts cannot be conducted on the last day of any month because counts that begin in one month and conclude in another cannot be recorded in ADAM.
- Split lane counters cannot be recorded currently because ADAM can't reconcile them as being one count in different directions.
- Some counts are currently done by hand because some data was lost and there was no back up data to recover it.
Moving forward, the State would like to utilize a secure cloud-based platform that will allow for State personnel to get an upgraded replacement for the current ADAM system which shallprovide a secure, updateable, serviceable, and modern system. The new system will provide necessary reporting and forecasting tools to users. The new system will be capable of interacting with legacy systems and future replacements to legacy systems.

- Please note that responding to this RFI is not a prerequisite for responding to any future solicitations related to this project and a response to this RFI will not create any contract rights. Responses to this RFI will become property of the State.
- The information gathered during this RFI is part of an ongoing procurement. In order to prevent an unfair advantage among potential respondents, the RFI responses will not be available until after the completion of evaluation of any responses, proposals, or bids resulting from a Request for Qualifications, Request for Proposals, Invitation to Bid or other procurement method. In the event that the state chooses not to go further in the procurement process and responses are never evaluated, the responses to the procurement including the responses to the RFI, will be considered confidential by the State.
