MINUTES OF THE MEETING OF TOYNTON ALL SAINTS PARISH COUNCIL HELD ON 21ST SEPTEMBER 2010

The monthly meeting of the Parish Council was held on Tuesday 21st September 2010 at 7.15p.m. in the Methodist Chapel, Chapel Lane, Toynton all Saints

PRESENT:- COUNCILLORS D.BAINS (CHAIRMAN), R.MACHIN, J.SWANSON,G.HOWDEN

District Councillor Mrs.J.Pears and one member of the public were also inattendance.

OPEN FORUM

The member of the public present queried the Council’s progress with the removal of the telephone kiosk, parking issues outside Toynton Hall and the replacement of the village Notice Board. Councillors confirmed all these matters would be addressed during the Council meeting.

1) CHAIRMAN’S REMARKS

The Chairman had no comments to make.

2)APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors V.Spencer, S.Hill and A.Shaw.

3) DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE 2000 LOCAL GOVERNMENT ACT

Councillor Swanson declared a personal interest in agenda item 11, as an elected member of L.C.C., agenda item 10, as a member of E.L.D.C.’s Planning Committee and in matters relating to the phone box which is outside his property.

4) MINUTES OF THE MEETING HELD ON 20TH JULY 2010

The notes of themeeting held on 20th July 2010 were approved as the minutes and signed by the Chairman.

5) CLERK’S REPORTON MATTERS OUTSTANDING

Notice board

Councillors noted the new Notice Board is almost complete and will be in situ very shortly.

Request for removal of telephone kiosk

The Clerk read out several letters from Sir Peter Tapsell and BT regarding the Parish Council’s request to have the telephone kiosk removed from the village. BT has now

agreed to consult with the District Council over the removal of the phonebox and the Clerk was asked to liaise with E.L.D.C. regarding this matter.

Installation of commemorative seat

Councillor Machin reported the proposed position of the seat had changed, on the authority of the Church. It has also been agreed to install a ‘mat’ under the seat to stop grass growing underneath it.

6) CORRESPONDENCE

A copy of Clerks and Councils Direct was made available for Councillors to read.

A list of filed correspondence received during the period 1/4/10 - 31/8/10 was handed out by the Clerk.

Councillors are invited to an Autumn Debate organised by Community Lincs on 29th September 2010.

The Clerk read out a letter from L.C.C. regarding the ‘Free Trees for Parishes’ scheme. Councillors noted this had now been replaced by a Community Wildlife Grant to which the Parish Council would have to apply for funding for trees and hedging plants in the future.

The notes of the Options for Growth Workshop held on 7th September 2010 which Councillors had been unable to attend, were made available to read and comment upon.

7) REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

Councillor Swanson gave a brief report on his work at the County Council and spoke about the budget savings that would have to be made over the next four years.

Councillor Pears advised Councillors that capital reserves at the District Council had been eroded to 8 1/2 million. She went on to speak about the Options for Growth Workshop held on 7th September 2010. No new residential development will be permitted within the Flood Zone but business development will be encouraged. Councillors noted VAEL had ceased to operate.

8)PAYMENT OF ACCOUNTS

None.

9)PLANNING CONSENTS/REFUSALS

Noted as follows:-

a) Mr.J.S.Sohal - retention of windows and Juliet balconies, Plot 7, opposite Toynton Hill Garage, Main Road, Toynton all SaintsGRANTED

10)PLANNING APPLICATIONS

It was proposed, seconded and agreed to support a planning application by Miss G.Pillinger for the construction of a ménage, Bridge Farm, Fen Lane, Toynton all Saints.

11)PARKING ISSUES AT TOYNTON HALL

The Clerk read out a letter from Graeme Butler updating the Council on progress with the proposed parking restrictions at Toynton Hall.

12)DATE OF NEXT MEETING

The next monthly meeting of the Parish Council will be held on Tuesday 19th October 2010 at 7.15p.m. in the Methodist Chapel, Chapel Lane.

13)ANY OTHER MATTERS FOR DISCUSSION ONLY

The Clerk reported she had received a copy of the completed Statutory Declaration in connection with the registration of the sand pits which are jointly owned by Toynton all Saints and Toynton St.Peter Parish Councils. This has been requested by Toynton St.Peter Parish Council. A letter from Chattertons had also been received in response to Toynton St.Peter’s request to have the Land Registration document transferred into joint names. Chatterton’s have explained, once again, this is not necessary but would be prepared to put both names on the Land Registry document for an additional charge of £150. In addition, Land Registry fees would amount to £58. Following some discussion, it was agreed to forward a copy of Chatterton’s letter to Toynton St. Peter Parish Council for their consideration.

As there was no other business the meeting closed at 8.00p.m.
