NOTICE – REQUEST FOR QUALIFICATIONS (RFQ)

FOR

ENGINEERING SERVICES FOR FISCAL YEAR 2017

FOR

THE TOWN OFYACOLT

The Town of Yacolt, Washington invites persons to perform activities within the scope of the general definition of professional practice in chapters 18.08, 18.43, or 18.96 RCW (hereinafter referred to as the “Offeror) to submit Qualifications (“Proposals”) to provide Engineering Services ( Professional Services ) to the Town of Yacolt.

Minority and women owned businesses shall be afforded full opportunity to respond to this invitation, shall not be discriminated against on the grounds of gender, race, age, color, national origination or handicap in consideration of an award of any contract or subcontract, and shall be actively solicited for participation in this request by direct mailing of the invitation to such businesses as have contacted the Town for such notification.

Request for Qualifications will be selected from the Municipal Research Small Works Roster. Access to RFQ is provided by MRSC Small Works Roster and the Town of Yacolt.

Any Professional Service interested in submitting its qualifications must be a member of the MRSC Small Works Roster.

The Town of Yacolt reserves the right to reject any or all submissions, or to withhold the selection of firms for any reason it may determine, or to waive or decline irregularities in any submittal. Interpretation or corrections of the RFQ documents will be made only by written addendum, which will be mailed or delivered via email to each Offeror on record. The Town of Yacolt is not responsible for any other explanations or interpretations of the RFQ or RFQ documents.

Overview:

Projects and services for consideration in 2017 include but are not limited to the following:

5 to 120 Home Subdivision, Planning, Inspection of Construction, Infrastructure Construction, Pre-Construction, Planning Review, Grant Application assistance. Updates to the General Sewer Plan to include coordination with Department of Ecology. Submittals of grant applications for the Transportation Improvement Board and other funding agencies. Project design for street improvements.

Qualifications Submission Requirements:

All proposal submissions must be in accordance with the requirements set forth in this RFQ.

A.) Notify the Town of Yacolt of interest and subsequent MRSC Small Works Roster Membership by inclusive letter

B.) The name of the Firm, identifying its Principal Shareholders, Partners or Members. It should define the period of time the Offeror has been operating its business of offering professional services.

C.) Offeror must provide proof of insurance and licensure

D.) A list of other public projects similar in size and budget that the firm has provided.

E.) Answer if the firm has ever:

* been party to any litigation, or arbitration with any governmental client

* filed for bankruptcy or foreclosure.

F.) Any additional information reflecting the Offerors ability to complete projects within established schedules and budgets. Any additional information to demonstrate the ability of the Offeror to perform the tasks described herein.

After a review of submitted qualified Offerors, A ranking system of first, second and third will be used to determine selection based on:

Responsiveness of RFQ

Previous experience in similar projects

Ability to administer an efficient/economical design process

Expertise of key personnel

References

Proximity

G. After negotiations and considerations, the Owner is unable to reach an acceptable agreement with the desired top ranked firm, Owner will terminate negotiations with the top ranked firm and, at their sole discretion, may, enter into negotiations with the second ranked firm; withhold the award for any reason, elect not to proceed with any of the proponents or re-solicit a new RFQ.

H. Once the owner reaches an agreement that it finds acceptable with the a preferred consultant firm, the public works dept. will make a recommendation to the Town Council whose decision is final
