TOWN OF WILLARD
BOARD MEETING MINUTES/October 12, 2015
The meeting was called to order by Chairman Bob Nelson at 7:00 P.M. with the pledge to the flag. Supervisors Taft, Treasurer Hayden and Clerk Nelson were also in attendance. Supervisor Nitek was absent due to illness
Agenda: Motion by Taft, seconded by Nelson and carried to approve the agenda as published and posted.
Minutes: Motion by Taft, seconded by Nelson and carried to approve the September minutes as printed.
Treasurers Report: The treasurer reported the receipts for September were $1,208.37, disbursements were $65,049.00 resulting in an ending balance of $102,109.23. The amount in the equipment fund is $19,481.25 resulting in an available balance of $82,627.98. Motion by Nelson, seconded by Taft and carried to approve the treasurer’s report as presented.
Clerk’s Report: The clerk had operator’s license applications for Heather Taft and the background check was satisfactory. Motion by Nelson, seconded by Taft and carried to approve the license.
The clerk reported that the internet monthly fee for the town through Centurylink is up to $67.15. S & K does not have lines that go by the town hall and Excede through Jump River Electric would run $49.99 per month with an installation for a post mounting at $125.00. The current service is DSL and Excede would be satellite. She would check further with Charter, Hughes and high speed with Centurytel.
Building Permits: Dave Kremer was present and presented a conditional use permit for a property at W9696 County Highway D from residential to rental use. He is going to purchase the property and use it as a rental for people who have their wedding receptions and parties at the new East Bay Lodge. He will use it as a rental for four years and then he and his family will make the property their personal residence. Motion by Taft, seconded by Nelson and carried to approve the Conditional Use Permit.
Michael Williams had a permit for bringing in a 16 x 80 mobile home at N414 Deertail Creek Road and remodeling the home. The Chairman reported that Mr. Williams got a land use permit from Rusk County to do this but they never informed him that he needed a moving and building permit from the town as well. He had stopped and talked to Williams and went through the mobile home and found it to be in excellent shape as it was totally gutted and remodeled and new siding and roof and windows were put in. Motion by Taft, seconded by Nelson and carried to approve.
Pat Villapando was present and requested a permit for construction of a 14 by 16 shed on his property at W8466 County Highway D. Motion by Nelson, seconded by Taft and carried to approve the permit.
Chris Olson was present and requested a permit for replacement of a roof on the cabin located on his property at N1531 Blueberry Road. Motion by Taft, seconded by Nelson and carried to approve the permit.

Old Business: Yager Timber Estates: Adopt Resolution 2015-1 – Dedication of Roads to town. The Clerk read the resolution as attached. Motion by Taft, seconded by Nelson and carried to adopt Resolution 2015-1 as printed.
Owner’s Certification of Dedication: The Clerk read the dedication of Yager Court and West Yager Court to the town. Dorothy Sterry was present and signed the document. Motion by Nelson, seconded by Taft and carried to accept the certificate of dedication.
Silver Springs Road Public Access: The Chairman had talked with a surveyor from Winter who will do the survey work for $500.00 to determine where the access is and what the adjacent property owner has on the public access. There has been no petitions from the owner’s as of yet.
New Business: Insulation of Town Shop: Chad Lechleitner has the products we need but did not get a bid to the Board as he said he would. Item will be on next month’s agenda.
Purchase of laptop computer for treasurer’s use: Treasurer Hayden had found two different computers that would meet her needs with the price ranging from $239.00 to $299.00. She has been using per personal computer and this should not be done as it then becomes public information. She was instructed to get what she needs in this price range.
Board Members Reports/Concerns: The Chairman reported that Hometown Insulation was here two weeks ago and the town hall ceiling has now been reinsulated.
Supervisor Taft passed out the latest changes the state legislature has passed in the town statutes. He had attended the town official workshop in Eau Claire recently.
Approval of bills to be paid: Motion by Taft, seconded by Nelson and carried to approve the bills be paid as presented.
Public Input: Roger Gierke asked if there were any new petitions from the residents on Silver Springs Road. There have been none requesting abandonment so we are at a standstill. He said that there are matching funds available for the improvements on the public access and suggested we apply for them and also use the WRA Environmental Challenge program for the improvements.
Agenda Items: Items for the November 2015 meeting were discussed. A motion by Taft, seconded by Nelson and carried to change the meeting to November 16, 2015 beginning with the budget hearing at 6:30 P.M. with the regular meeting to follow the close of the budget hearing and that the Clerk issue the check to the County for the 20% managed forest payment in the amount of $239.44 by November 15 so that the payment can be made on time.
