TOWN OF WEST POINT

The annual town meeting of the Town of West Point was held on Tuesday, April 13, 2004 at the West Point Town Hall. The meeting was published, posted in three places and on the website. There were 21 people present.

Fred Thistle, Town Chairman called the annual town meeting to order at 7:30 p.m.

The pledge of allegiance was said.

The town clerk sworn in Bill Niemi 3rd supervisor and Dean Schwarz 4th Supervisor who were elected on April 6, 2004.

The minutes were read from the April 8, 2003 meeting by the town clerk. A motion was made by Dean Schwarz to approve the minutes with one correction, 2nd by Chuck Zeman – yes 19 – no 0 – motion carried.

The financial report from 2003 was presented to the people for their consideration. Chairman Fred Thistle went over the financial report and answered questions. A motion was made by Chuck Zeman to accept the financial report, 2nd by Sharon Richmond – yes 17 – no 0 – motion carried.

Making a donation to Garden Bluff Cemetery was brought up for discussion. A motion was made by Alan Treinen to donate $800.00 to Garden Bluff Cemetery, 2nd by Gordon Carncross – yes 18 – no 2 – motion carried.

A motion was made by Dana Kolb to donate $700.00 to the Sauk Prairie Recreation program, 2nd by Alan Treinen – yes 19 – no 0 – motion carried.

The Lodi Fair Association was brought up for discussion. If any resident would like to donate money to help move the present town hall to the Lodi Fair Grounds contact Kate Robbins.

Chairman Fred Thistle stated what the town has purchased 16 acres land from Mike Ryan and has also sold the lot in Woodland Hills Subdivision for $110,000.00 which has been put in the park fund. At the annual meeting in April of 2003 the residents authorized the town board to borrow up to $400,000.00 for the new town hall and to purchase land for the new town hall from the park fund. The residents also stated that if more money was needed that the town board should have another town meeting to ask the residents for permission to borrow the additional money. The land has been purchased for the new town hall from the park fund a total of $101,447.77. 2nd Supervisor Doug Richmond gave the following report on the new town hall: 1. The total cost of the building project is $476,000.00

2. Money that can come out of the park fund is:

$15,000.00 for building

$42,000.00 for Site

$24,000.00 for parking

$8,500.00 for landscaping + 15% engineer fees

A total that can come out of the park fund is $102,740.00. The park fund has a balance of $78,000.00 (minus $10,000.00 for pavilion in Selwood Park). Therefore the town will be short money for all the proposed projects at the new town hall. A motion was made by Dick O’Connor to borrow up to $75,000.00 maximum to be paid out of the general fund and be done through State Trust Fund, 2nd Chuck Zeman, after discussion the motion was amended to borrow up to $75,000.00 and to leave it up to the town board on were to borrow the money, 2nd by Chuck Zeman – yes – 14 – no 6 – motion carried.

Dick O’Connor asked the town board to consider having a referendum asking the residents of the town if they would like to have a fund for limiting developing by purchasing develop rights. There is a question on whether the Town of West Point should or should no have a transitional area.

Dick O’Connor stated that Badger Swim Pool would pay for the flag pole for the new town hall.

A motion was made by Alan Trienen to have the special town meeting on November 9, 2004 at 7:30 p.m., 2nd by Bill Niemi yes – 18 – no 0 – motion carried.

A motion was made by Gordon Carncross to adjourn the meeting at 9:50 p.m., 2nd by Bill Niemi – yes 18 – no 0 – motion carried.
