The meeting was called to order at 7:00 pm by Mayor Durocher.

MINUTES

Motion 011-08-065

Moved by Councilor Relkoff, seconded by Councilor Fick that:

The minutes be adopted from the last Regular Meeting of April 5, 2011 with an amendment to

page 2, first paragraph to include Two Mile Water Plant and Motion 011-07-061 to read “Council

agreed to increase the budget by $3000.00 for that item.”

CAO REPORT

Administration explained that the funds being held by Yukon Government for the Town’s Gas

Tax has earned interest in the amount of $55,000.00 which the Town can spend as needed.

Administration would like permission to use a portion of the funds for the landfill set up for

power. YECL quoted $12,000.00 for the power to be connected.

Moved by Councillor Fick, seconded by Councillor Armstrong that:

The Town access $55,000.00 from Gas Tax interest for the landfill.

Administration explained that the gate at the landfill now has an Atco trailer there and

power will be connected. Signs will be made up showing the hours. Security cameras will

be installed and the gatekeeper will have a radio for communication. Tipping fees will

need to be reviewed. Tentative hours were discussed. Yukon Government

has approached the Town regarding Upper Liard using the landfill for their garbage.

The Infrastructure Committee made a strong recommendation that a long term strategy

be implemented before a decision is made.

Administration advised that the negotiations for the Collective Agreement will resume at

the end of May and June.

ACCOUNTS

PAYABLE

Motion 011-08-067

Moved by Councilor Fick, seconded by Councilor Lister that:

The Open Payables in the amount of $58,999.47 and the payroll cheques #49818 through

#49860 in the amount of $39,166.20 for a total of $98,165.67 be paid.

Administration explained that the audit confirmed that the surplus of $750,000.00 was

accurate. Council discussed amortization and depreciation.

NEW AND

UNFINISHED

By-Law 011-06

Council discussed By-Law 011-06, being a By-Law to provide for grants. No decision was

reached and Council agreed to discuss further.

Watson Lake

Landfill

Discussion took place regarding the landfill. Yukon Government will advise the Town what

options will be available. Administration advised that a meeting has been set up for May 10.

Tendering Policy

The Town’s tendering policy was discussed and Council would like to review. Administration

explained that the situation in question was of an emergency nature and a decision was made.

The Town needs to be in control of the Build Canada Fund ourselves. Yukon Government

removed that control because of the work done on Lakeview Avenue. Administration advised

that we can protect ourselves with performance bonds.

Home Owner

Grant for disabled

Home Owner

Council discussed and agreed that it is an Administrative matter. Council inquired about

creating a By-Law for disabled home owners.

District Heat

Proposal

There were three proposals received for District Heat.

Council give Administration authority to negotiate with FVB on District Heat repairs and

future expansion.

Agreements

For Sale

Administration advised that 3 industrial lots have been sold this month. More lots may need

to be made available through Yukon Government. Planning funds could be accessed from

Yukon Government. Council instructed Administration to speak with Yukon Government

about land planning.

Watson Lake

Biomass Proposal

Discussion took place on a Biomass proposal and Council agreed that more research

needs to be done.

News Release

Council asked that the Town ask for ADM in charge of Build Canada come to Watson Lake

and give a review.

COUNCIL

QUESTION

PERIOD

Council discussed the upcoming Spring Clean Up which will be done in May.

Councillor Fick advised that AYC has been invited to Watson Lake for a meeting in the fall. He

also inquired about the building behind Watson Lake Motors. Administration advised that

there are two people interested in purchasing this property.

Councillor Lister asked when property owners on Watson Lake can apply for property use down

to the lake. Administration advised the since the OCP is complete they can apply now to

Yukon Government.

Council discussed funding for planting shrubbery at the cemetery.

Councilor Fick spoke regarding a workshop by FCM which could assist the Community

Infrastructure Committee.

Council decided that an in-camera session was not necessary.
