Selectboard Assistant/Town Administration

FLSA Designation:Non-Exempt

Hours per week:As needed, average of 8 hours per week anticipated

Scope of Position:

The Selectboard Assistant supports the Selectboard in the daily execution of the Town’s business, and performs town administrative functions that do not fall within the scope of other elected offices. The Selectboard Assistant (SA)is appointed and works at the discretion of the Selectboard. The SA is expected to work an average of 8 hours per week with total hours to be determined by the Selectboard or as the workload requires. The SA shall be available to attend Selectboard meetings (Regular, Special, Emergency meetings) as well as Public Hearings, Quasi-judicial Hearings and other meetings scheduled by the Selectboard. Most of these meetings are held in the evening.

Duties and Responsibilities:

The Selectboard Assistant’s duties and responsibilities include:

  • Take and prepare Selectboard’s meeting agendas, minutes and correspondence
  • Attend Selectboard meetings, which are usually held in the evening
  • Post Selectboard agendas, minutes and other documents on the town website, Front Porch Forum, and public places as required
  • Organize and make available policies, ordinances and other public documents of the board
  • Make arrangements and set up meeting space for public hearings, informational meetings and other Selectboard meetings not held in the town offices
  • Research grant opportunities, write grant applications and act as the administrative officer of active town grants.
  • Gather information and do historical and/or legal research as requested by the Selectboard
  • Schedule and maintain records of mandatory drug tests for required employees
  • Serve as Starksboro’s 9-1-1 Coordinator

Because the Selectboard is a committee, there may be times when the SA must determine what action to take when Selectboard members disagree. In order to provide guidance in the event of this situation, it is noted that:

  • The SA reports to the Selectboard, which means any quorum of three or more Selectboard members in a duly warned meeting
  • The Selectboard Chair does not have any additional authority to manage or direct the SA except as delegated by the Selectboard
  • The SA does not speak for the Selectboard or represent the Selectboard
  • The Selectboard may delegate some administrative decisions or ask the SA to communicate decisions. This shall be done within guidelines established by the board, and the board is not delegating authority by doing so.

Requirements of Work:

  • Valid driver’s license and reliable transportation
  • Excellent oral and written communication skills
  • Professional demeanor and good interpersonal skills
  • Ability to work with the public

Education, Training and Experience:

  • High school diploma or equivalency
  • Knowledge of municipal operations preferred
  • Knowledge of Microsoft Office Word and Excel preferred
  • Experience with website maintenance preferred

Physical Demands / Work Environment:

The job is not physically demanding, but does require the ability to work evenings. Occasionally it will be necessary to set up meetings, including moving chairs/tables/easels.
