Basic Regulations for All Signs

  1. No sign shall be placed in a public right-of-way
  2. No sign shall be erected or placed in such a manner as to obstruct driver vision of any vehicle entering a roadway from any street, alley, driveway, or parking lot
  3. No sign shall be placed on roofs
  4. No sign shall be attached to public utility poles, telephone poles, trees, fences, benches, or refuse containers

No Permit Required

  1. Private Traffic Directional Sign
  2. Signs such as in/out, do-no-enter, entrance/exit, etc., which are placed on private property to direct such vehicular traffic
  3. Signs directing and guiding traffic on private property that do not exceed four (4) square feet each
  4. One (1) identification sign (name or logo of business) is permitted per directional sign
  5. Identification sign may be allowed on both sides of directional signs
  6. Identification sign shall not exceed two (2) square feet in area.
  7. Trash Receptacle Sign
  8. Two (2) identification sign(s) (name or logo of business) per trash receptacle.
  9. Sign(s) shall not exceed two (2) square feet in area.
  10. On Premise Professional Designed Temporary Sign
  11. Less than twelve (12) square feet in area
  12. One (1) sign per premise
  13. Shall not be located within the public right-of-way
  14. Shall include sandwich boards, metal signs, etc.
  15. Shall not exceed four (4) feet in height

$15 Temporary Sign Permit

  1. Temporary Signs for Businesses
  2. A sign or advertising display constructed of cloth, canvas, fabric, plastic, paper, plywood or other light material and intended to be displayed for a short period of time to inform the public of an unusual or special event. This shall include banners, balloons, flags, streamers, spinners, placards, pennants and other wind activated devices.
  1. Businesses may display a temporary sign as defined by § 255 provided that:

iThe size of any such sign shall not exceed thirty two (32) square feet in area.

iiThe signs may not be illuminated.

iiiOnly one (1) sign per premise is allowed.

ivA business establishment may receive a permit for a temporary sign location for one hundred and eighty (180) days during each calendar year;

vThe permit is valid as long as

  1. The business establishment does not close or change names; or
  2. The location of the sign does not change.
  3. If the business closes, changes names, or the sign is relocated, then a new permit is required;

viThe sign must be affixed in order to prevent the sign from flapping in the wind.

viiThe sign shall not be located within the public right-of-way.

viiiThe sign shall be professionally made and constructed of durable, exterior fabrics which are warranted for their color fastness and durability.

ixRepair and/or Removal:

  1. An Enforcement Officer can require the immediate repair and/or removal of any banner deemed unsafe.
  2. Any banner which becomes worn or tattered shall be removed immediately and may be replaced with a banner which is similar in nature.

$35 Sign Permit

1. Pole-Mounted Banners

iThe installation of pole-mounted banners is designed to contribute to the aesthetic enhancement of designated areas. For this purpose, they should provide dynamic and colorful displays that unify the area in which they are to be placed. Pole-mounted banners shall have a unifying theme in their content.

iiGeneral Requirements:

  1. Any person seeking to erect pole-mounted banners shall submit an application on a form provided by the Planning Department.
  2. The permit for a pole-mounted banner location shall be for an indefinite period of time;
  3. The permit is valid as long as

(1)The business establishment does not close or change names; or

(2)The location of a banner does not change.

(3)If the business closes, changes names, or the banner is relocated, then a new permit is required;

  1. Required Attachments:

(1)Map showing location of banners;

(2)Size of banners;

(3)Height of banners.

(4)Verification that the banner’s construction is able to withstand the average prevailing winds during the months(s) displayed;

  1. No Banner shall be erected until a permit is issued.

iiiMaximum Copy Size: Pole-mounted banners are limited in size to thirty two (32) square feet.

ivMaximum Height: The height of such banners is limited to the building height restrictions (§171) of the zoning district where they are located.

vBanners shall not be located in the public right-of-way and there is no limit to the numbers of such banners.

viRepair and/or Removal:

  1. An Enforcement Officer can require the immediate repair and/or removal of any banner deemed unsafe.
  2. Any banner which becomes worn or tattered shall b e removed immediately and may be replaced with a banner which is similar in nature.

viiConstruction Material:

  1. Banners shall be professionally made and constructed of durable, exterior fabrics which are warranted for their color fastness and durability.
  2. Banners shall be able to withstand the average prevailing winds in the months(s) they are to be displayed and must meet standards of the NC Building Code.

viiiMounting Devices:

  1. Banner mounting devices shall have structural integrity, be weather-resistant, and be crafted of a durable, non-corroding material.
  2. Attachment Hardware and mounting devices shall meet the NC Building Code specifications.

2. Wall Mounted Sign Holders

iOnly one (1) sign holder per premise is allowed except a theater shall not be limited

iiAny person seeking to erect a wall mounted sign holder shall submit an application on a form provided by the Planning Department.

iiiThe permit for a wall mounted sign holder location shall be for an indefinite period of time;

ivThe permit is valid as long as the location of a holder does not change.

vIf the holder is relocated, then a new permit is required.

viNo sign holder shall be erected until a permit is issued.

viiMaximum Copy Size: Wall mounted sign holders are limited in size to thirty two (32) square feet.

viiiSign holder mounting devices shall have structural integrity, be weather-resistant, and be crafted of a durable, non-corroding material.

ixAttachment hardware and mounting devices shall meet the NC Building Code specifications.

Note: Permanent signs require a $35 sign permit. Permanent attached, projecting, canopy, and freestanding signs are regulated by the zoning district in which the business is located. Please contact the Planning Director (919-742-2323 or ) if you have questions about permanent signs.
