Greetings:
In the name of the Commonwealth of Massachusetts you are hereby requested to notify the inhabitants of the Town who are qualified to vote in Town affairs, to meet at the Seekonk High School, Arcade Avenue Seekonk, Massachusetts on
MONDAY, MARCH 19, 2007 AT 7:00 PM
to vote on the following articles. The meeting will be called by the Town Clerk who will turn the meeting over to the Town Moderator, who shall preside at said meeting.
ARTICLE 1: To see if the Town will vote to transfer the sum of $70,561.00 from Existing Funds of the Fiscal Year 2007 Budget to Item No. 4 (Town Administrator Payroll) of the Fiscal Year 2007 Budget, or take any other action relative thereto.

A proper motion would be:
I move that the Town vote to transfer the sum of $70,561.00 from existing funds of the Fiscal Year 2007 Budget to Item No. 4 (Town Administrator Payroll) of the Fiscal Year 2007 Budget. (see appendix A attached)

ARTICLE 2: To see if the Town will vote to transfer the sum of $78,200.00 from available funds (Ambulance Fee Receipts Account) for a three (3) year lease/purchase of a new 2007 Class I, Type I Medium Duty Rescue Vehicle, or take any other action relative thereto.

I move that the Town vote to transfer the sum of $78,200.00 from available funds (Ambulance Fee Receipts Account) for a three (3) year lease/purchase of a new 2007 Class 1, Type I Medium Duty Rescue Vehicle.

ARTICLE 3: To see if the Town will vote to transfer the care, custody, management and control from the Seekonk School Department, the Seekonk School Administration Building located at 69 School Street, Seekonk, to the Board of Selectmen for sale and disposition, or other use by the town.

Re:TOWN MEETING APPROPRIATION TRANSFER
At the Finance Committee meeting on Tuesday, February 13, 2007 the Chairman of the Board of Selectmen asked if monies can be found in this years approved budget to transfer to the Town Administrator Payroll account. With 7.5 months in the year already passed, I asked the Treasurer/Collector to look at the Health Insurance contingency amount that had already been budgeted and if there was a need to have that much still in contingency with only 4.5 months left in the fiscal year.
I believe that the amount of $70,561 can be transferred from line 01914400-517502 (Town Meeting line #127) to Town Administrator Payroll (Town Meeting line #4).
Please realize that this mid-year transfer will result in a reduction in the amount of appropriated funds that will be available when the FY 2007 Free Cash is certified.
