Regular Meeting

Town of Pine Bluffs, Laramie County, Wyoming

Present: Mayor William Shain; Councilman Alan Curtis; Councilman Thomas Mohren; Kim Patterson, Treasurer; Carleen Graves, Clerk; Alex Davison, Attorney; Tom McDonough. Also present was Zach Spadt from the Pine Bluffs Post, Kevin and Christy Hefley, Airtime Aerial; Tammy Tucker, Something on the Way; Ryan Duve, Lidstone & Associates. Mayor Shain called the meeting to order at 7:30 p.m. followed by the Pledge of Allegiance. Meeting was held at “Something on the Way.”

AGENDA APPROVAL Councilman Curtis made a motion to accept the Agenda with the addition of a Building permit for 311 8th Street with a second from Councilman Mohren. Motion passed unanimously with 3 ayes.

APPROVAL OF CONSENT ADGENDA Councilman Mohren made a motion to approve the consent agenda with a second from Councilman Curtis. Motion passed unanimously with 3 ayes.

NEW BUSINESS Review and approve a 24 our Malt Beverage Permit for Trail Days Melodrama August 4th – August 6. Councilman Curtis made a motion to approve permit for Trail Days Melodrama for a 24-hour malt beverage permit for the Melodrama with a second from Councilman Mohren and the motion and it passed with 3 ayes.

Review and approve open Container request for the Class of 76 in Texas Trail Museum Park for August 6th. Councilman Mohren made a motion to approve the request with a second from Councilman Curtis. Motion passed unanimously with 3 ayes.

VISITOR COMMENTS Kevin and Christy Hefley with Airtime Aerial introduced themselves to the Governing Body as new owners of the aerial application portion of Circle S Aviation. They are in a transition period right now and are working with the FAA and Circle S to finalize all required documentation. The Hefley family is relocating to the Pine Bluffs community.

DEPARTMENT REPORTS Tom McDonough reported to the Council that On the evening of July 6, 2016, the Town’s water system encountered a system failure which allowed the water well pumps to continue pumping at 900gpm into the older 600,000 gallon concrete potable water tank without shutting off. The 300,000-gallon tank was off line during this event. The telemetry system did not call the water to shut off and the system continued to pump until it hit the overflow. Something blocked the screen and the system back-pressured until the concrete top was lifted and damaged. The 600,000-gallon storage tank is sufficiently damaged that it cannot be used and has been taken off line. They are waiting on inspection results of the walls. EPA was down on July 15, 2016 for a meeting with Tom and Ryan Duve; the overflow screen had been outfitted with an EPA compatible 24 mesh screen as required under DEQ and EPA recommendations. Ryan Duve explained steps to repair the tank roof and the Emergency funding availability. After discussion, the Mayor and Council agreed that we should take the necessary steps to submit an application for an emergency MRG to cover the cost of a back-up water supply system; if approved this back-up system could be installed in the near future while waiting for final disposition of the 600,000-gallon tank. Kim will work with Ryan to get the package submitted. Carleen reported that food for the Breakfast at Trail Days has been ordered. Updated Council on the plans for 202 Main Street Building and asked the Council on a building permit for a shipping container to be placed at 708 Elm Street for storage. Council felt that this isn’t a permanent building so a permit isn’t needed and he can place it in his yard but stressed that the Town has a nuisance Ordinance and if complaints are heard he could possibly be back in front of the Council and asked to remove it. Kim updated the Council on the transition of the Daycare with the Alphabet Academy LLC Open House being July 28th from 4:30 to 6:30. Mayor Shain stated that holding the meeting in the Commerce Building at the new business Something on the Way was nice and wished her well in her new Business and she will be having an Open House July 19, 2016 from 10:00 am to 3:00 pm.

MEETINGS AND ANNOUCEMENTS Next Council meeting will be August 1, 2016 at 7:30 pm.

ADJOURNMENT Councilman Curtis made a motion to adjourn meeting with a second from Councilman Mohren. Motion passed unanimously with 3 ayes. Meeting was adjourned.
