All bids must be received at the Livermore Falls Municipal Building, Attention Town Manager, 2 Main Street, Livermore Falls, ME 04254, no later than Monday, September 17, 2007 at 4:00 p.m. No late bids will be opened or considered. Proposals can be submitted with new vehicles and trade-ins or just new vehicles. Please mail or deliver your bid using the forms provided showing the name and address of the bidder and marked “Police Cruiser RFP”. For More information call Chief Ernest Steward Jr. 207.897.3424.

Each bid must also include the bidder’s name, mailing address and phone number. Bids will be opened by the Selectboard on Monday September 17, 6:30pm. The Board reserves the right to reject any and all bids. In the event that a successful bidder fails, for any reason, the Board of Selectmen may thereafter negotiate with any or all successful bidders.

SPECIFICATIONS FOR POLICE CRUISER

Police Vehicle - One (1) Livermore Falls P.D. meeting the following requirements, ANY EXCEPTIONS MUST BE STATED:

GENERAL DESCRIPTION

MODEL: Most Recent
TYPE: four door sedan
COLOR: White
MOTOR AND ACCESSORIES:
MOTOR: V8 Must list engine, horsepower, and manufacturer’s MPG
CARBURETION: Multi-Port fuel injection or electronic fuel injection acceptable
TRANSMISSION: Automatic type with at least four forward speeds (including overdrive) and one reverse speed. Transmission must be of same make and model respectively. Must also be equipped with a transmission cooler or some type of transmission oil cooler. Heavy duty and low gear lock-out (prevents manual downshift to first gear).
ELECTRICAL: Must be a 12-volt system; this system to contain the “minimum” following:
*1. Alternator: with at least an 130 amp output;
*2. Battery: with at least a 78 amp/hr. rating and be a maintenance free type.
CHASSIS:
STEERING: Power steering with external fluid cooler
BRAKES: Power system with disc type on front and rear. Special performance brake system with ABS/ Antilock Braking System.
SPRINGS: Heavy duty wherever installed
SUSPENSION: Heavy duty suspension system, front and rear; additional double acting hydraulic shock absorbers front and rear; heavy duty stabilizer bar. Front and rear bars are not to extend below lowest point of chassis.
DRIVE UNIT: Heavy duty rear axle drive.
DIFFERENTIAL: Conventional Type - Police Package
RADIATOR: Heavy duty with extra capacity, coolant recovery system required. Protection to -30° (degrees)
WHEELS: Must be five (5) bolt type and also must be a minimum of six and a half (6 ½) inches in width, 16" including spare.
TIRES: Must be a high performance belted radial type (125 mph Certification). Tires will have a minimum of a 4-ply rating and will also be blackwalls. Five (5) police service tires; all season with full size spare tire.
BODY AND ACCESSORIES:
SEATS: *Front: cloth bucket seats, or equivalent Rear: standard full seat and must be vinyl covered (both seat and back) Both seats to be color matched.
RESTRAINT SYSTEM: Supplemental inflatable restraint system (driver and passenger side air bags), manual lap/shoulder safety belts for all outboard seating positions, manual lap safety belts, center seating positions.
FLOOR MATS: To be installed both front and rear and to be heavy duty; constructed of rubber or similar product. Floor mats are required in addition to standard floor covering.
REQUIRED ACCESSORIES:
To be equipped with police light group to include a reading light installed between sun visors.
Inside day/night rearview mirror.
Sun visors to be installed on both left and right sides.
Arm rests to be installed on both left and right front sides.
Head restraints both sides of front seat.
Heavy duty (high output) heater and defroster system.
Three Power Points in Area of Dash.
Electric defogger on rear window; can be in glass type.
AM/FM radio with antenna.
Electric trunk lock release; controlling switch at operator’s and passenger’s reach (center of console).
Inside lights for both trunk and hood.
Variable speed wipers; must have a minimum of two speeds and intermittent wiper control.
All vehicles common keyed and fleet keyed
Power door locks to afford operation from the front passenger and driver position. Inside rear shall have device to prevent opening from interior (Child Safety Latches).
Factory installed air-conditioning - All units (utilizing 134A Freon).
Electric windows - Lockable from driver position
ELECTRIC REARVIEW MIRRORS One outside remote driver’s side, one right hand remote control from driver’s side.
SPEEDOMETER Special police speedometer certified for police duty.
GAUGES To be equipped with the following type gauges (not

OUTSIDE TRIM To have exterior molding to prevent damage from cars door opening. To have rain gutters or similar device to prevent drippage.

DOOR LAMP SWITCHES Responsibility of dealer to deactivate door/lamp switches.
MANUALS: CD-ROM: Includes Service Manual, Electrical & Vacuum Troubleshooting Manuals (EVTMs), Powertrain Control/Emissions Diagnosis (PC/ED) Manual and a Facts Book Summary.

The Town reserves the right to accept or reject the allowance for trade offered and shall award the bid on the basis of the base bid or base bid and trade, whichever is in the best interest of that agency. Trade in vehicles will be available upon change over to new units. Each government agency reserves the right to retain possession of a unit offered for trade for its own use if determined to be in the best interest of the agency.

Bid price on trade-ins shall be firm unless bidder notes special terms by exception.

If the bidder takes any exception to these specifications, he or she is to list them in detail on the proposal and questionnaire sheet and not in separate correspondence; otherwise strict compliance will be mandatory.
