ON MONDAY DECEMBER 19, 2016 AT 7:30 PM THE REGULAR MONTHLY MEETING OF THE TOWN BOARD OF THE TOWN OF BELLMONT MET AT THE TOWN OFFICE IN BRAINARDSVILLE. PRESENT WERE SUPERVISOR H. BRUCE RUSSELL, COUNCIL PEOPLE WAYNE ROGERS, MARK SECORE, GREG LANGDON AND HARLEY TITUS, HIGHWAY SUPT. LEE DAVIS, CANDY CHARLAND BOOKKEEPER, JOHN DALPHIN, JIM LOBDELL AND GENE NESBITT OF THE BRUKE FIRE DEPT. AND SANDY SAGGEAU.

A MOTION MADE BY COUNCILMAN HARLEY TITUS AND SECONDED BY COUNCILLMAN GREG LANGDON TO ACCEPT THE MINUTES FROM THE PREVIOUS MEETING AS WRITTEN.

RESOLUTION OF THE TOWN OF BELLMONT TOWN BOARD

REGARDING THE JERICHO RISE WIND PROJECT

WHEREAS, THE TOWN BOARD HAS HERETOFORE APPROVED ISSUANCE OF A WIND ENGRY PERMIT FOR THE JERICHO RISE WIND FARM ("PROJECT"):

WHEREAS, THE TOWN CODE ENFORCEMENT OFFICER , JOHN SMITH, CHARGE WITH ISSUANCE OF BUILDING PERMITS AND CERTIFICATE OF COMPLETION AND JOHN SMITH DISCLOSED THAT HIS SISTER HAS SIGNED A LEASE WITH A WIND COMPANY AND HE WISHES TO AVOID ANY APPEARANCE OF A CONFLICT AND CONFLICT IN THE ADMINISTRATION OF HIS DUTIES, AND

WHEREAS, THE TOWN DESIRES TO APPOINT A DEPUTY CODE OFFICER REGARDING THE JERICHO RISE WIND PROJECT, AND

NOW THEREFORE BE IT RESOLVED BY THE TOWN OF BELLMONT TOWN BOARD ACTS AS FOLLOWS:

1. APPOINTS BRENDA PERREAULT AS DEPUTY CODE OFFICER FOR ADMINISTERING THE

JERICHO RISE WIND ENERGY PROJECT, INCLUDING REVIEW AND ISSUANCE OF

CERTIFICATE OF COMPLETION AND OTHER MATTERS RELATED THERETO, FOR THE

AGREED COMPENSATION OF NOT MORE THAN $1,000.00 AND

2. THISE RESOLUTION SHALL BE EFFECTIVE IMMEDIATELY.

TOWN SUPERVISOR REPORT A. WITH OUR PLANNING FOR THE YEAR 2017 I HAVE SCHEDULED OUR ANNUAL REORGANIZATION MEETING FOR MONDY JANUARY 2nd 2017, HERE AT 7 PM. IF YOU HAVE A PREFERENCES AS TO ANY POSITION FOR THE COMING YEAR PLEASE LET ME KNOW AS SOON AS POSSIBLE. THIS IS THE IDEAL TIME TO DISCUSS OUR PLANS & GOALS FOR 2017.

B. THE MT. VIEW LAKE RESTORATION GRANT AWARD WAS LIMITED TO $ 39,500 FOR PAYMENT COVERING SOME OF THE ENGINEERING WORK WE HAVE DONE (MATCHING FUNDS).

C. TO HAVE CONTINUITY OF RECORDS AND CONVERATIONS REGARDING WORK IN PROGRESS I AM EXPLORING THE COST AND POSSIBLE PROBLEMS OF CREATING "POSITION EMAIL ADDRESSES" SUCH AS town clerk @townofbellmontny.org or hiwaysuper@ town of bellmontny.org THAT WOULD PROVIDE A CONSTANT RECORD OF ALL THAT THE POSITION MIGHT DO RATHER THAN HAVE TO GO THROUGH ALL OF THE PERSON 'S EMAILS SUCH AS WE HAVE HAD TO DO ON OCCASION. THE "ADDRESS" WOULD STAY THE SAME EVEN IF THE PERSON CHANGED. MANY TOWNS HAVE BEEN MOVING IN THIS DIRECTION. IF WE WERE TO DO THIS WE WOULD PU BLICIZE THE ADDRESS CHANGES. WE ARE ALREADY USING THIS TYPE OF ADDRESS IN OUR TOWN COURT SYSTEM.

REPORT TO TOWN BOARD, DECEMBER 19,2016

PLANNING COMMITTEE MET FRIDAY DEC. 9th. NEXT MEETING IS SCHEDULED FOR NOON FRIDAY , JANUARY 13, 2017, AT BELLY'S RESTURANT IN MT. VIEW.

THE COMMITTEE DECIDED TO CONTINUE IT”S LEADERSHIP STATUS FOR 2017: JOHN DALPHIN AS CHAIRMAN, BILL HRABIE AS SECRETARY. WE ALSO DISCUSSED THE CONTINUING NEED TO FIND SOMEONE FROM THE NOTHERN PART OF BELLMONT TO SERVE ON THE PLANNING COMMITTEE. WE URGE TOWN BOARD MEMBERS TO SEEK SUCH A REPRESENTATIVE.

THE COMMITTEE IS LOOKING FORWARD TO RECEIVING RESPONES TO THE 2017 QUESTIONNAIRE FOCUSING ON "PUBLIC HEALTH AND SAFETY" ISSUES. STATISTICAL AND VERBAL COMMENTARIES WILL BE DEVELOPED FOR THE TOWN BOARD BASED ON TAX PAYER INPUT.

THE COMMITTEE FURTHER DISCUSSED PARTICIPATING IN A JOINT PLANNING COMMITTEE/TOWN BOARD MEETING JAN. 16,2017, TO IDENTIFY IMPORTANT ISSUES FOR THE TOWN AND TO ESTABLISH PRIORITIES FOR ACTION ON THOSE ISSUES. THE COMMITTEE IS DEVELOPING A STARTING OUTLINE FOR THAT JOINT MEETING.

THE COMMITTEE ALSO REMINDS THE BOARD OF ITS ACTION ITEM RECOMMENDATION PRESENTED IN SEPT. CONCERNING AN ENGINEERING STUDY OF ROAD RUN-OFF THAT MAY AFFECT WATER BODIES IN BELLMONT.

JOHN CARR CONVERSATION REGARDING THE REHAB PLANNING FOR BOTH GARAGES IS UNDERWAY. HE HAS MET WITH THE HEALTH DEPT. IN SARANAC FOR MORE INFORMATION AND BACKGROUND DATA ON WATER DISTRICT. THEY ARE ALSO DETERMINING THE DEFINITION (SIZE) OF THE MT. VIEW WATERSHED AS THEY WORK TOWARDS A SOLUTION FOR THE MT. VIEW DAM.

SPECIAL DISTRICTS: BRAINARDSVILLE WATER DISTRICT & BRAINARDSVILLE SEWER DISTRICT

A. A NEW CHLORINATOR HAS BEEN PURCHASED AS OUR BACKUP AT A COST OF $325.

B. ALL ANNUAL TANK PUMPING HAS BEEN COMPLETED AND WE ARE WAITING FOR THE BILL.

THANKS TO JOHN & BARBARA DALPHIN FOR THEIR DONATION TO THE FOOD PANTRY.

THE TOWN BOARD OF BELLMONT SIGNED THE NEW FIRE AND RESCUE CONTRACT WITH THE BURKE FIRE DEPT. FOR THE YEAR 2017.

OLD BUSINESS:

A. BLUE MTN. ENGINEERING IS PREPARING A VERY PRELIMINARY PLAN FOR BOTH GARAGES.

B. BLUE MTN. ENGINEERING IS ALSO FOLLOWING UP WITH GREG ON PRELIMINARY PLANS FOR REPAIRING THE GATEHOUSE LEAKING AND WHAT NEEDS TO BE DONE WITH THE MT. VIEW DAM.

THE NEXT TOWN BOARD MEETING TO BE HELD HERE WILL BE THE ANNUAL REORGANIZATION MEETING ON MONDAY JAN. 2, 2017 AT 7:00 PM. THE NEXT RESGULAR SCHEDULED MEETING WILL BE ON JAN.16,2017 AT 7:30PM AND BOARD MEMBERS TO AUDIT BILLS & VOUCHERS AT 7:00PM.
