ADDENDUM #2

This addendum #2 is being issued to provide extend RFP due date again to October 17, 2011, no later than 2:00 pm to allow additional time to obtain information to respond to some questions received. The deadline for questions was 9/23/11 and we are currently waiting for additional information from our current vendor as noted below. In the meantime, questions and answers pertaining to the subject Request for Proposal can be provided as follows:

1)  Can you please provide the total number of parking tickets issued for each 2009 and 2010? Answer: Approximately 5000 each year

2)  Can you please provide the total parking ticket revenue for each 2009 and 2010? Answer: 2009- $93,000 2010- $81,000

3)  Can you please provide the total number of unpaid parking tickets for each 2009 and 2010? Answer: Info to follow

4)  Can you please provide the total revenue value of unpaid parking tickets for each 2009 and 2010? Answer: Info to follow

5)  Can you please provide the current parking ticket collection rate? Answer: Info to follow

6)  Can you please provide the total dollar value of the backlog of unpaid parking tickets? Answer: Same as #4 and 5

7)  Can you please provide the percentage of parking tickets issued to In-State plates versus Out of State plates? Also, please provide the breakdown of out of state plates. Answer: Info to follow

8)  Does the City currently issue warning tickets? If so, what are the criteria for these tickets? Answer: No

9)  How many City employees will need access to the parking ticket software? Answer: 4-5 employees will need access but only one on a regular basis

10)  What percentage of parking tickets are issued on handheld ticket writers versus handwritten book tickets? Answer: All handwritten

11)  Page 19: Please clarify the statement: “The proposal shall include a collected vs. written ticket price.” Answer: Wanted to know if there was a different price for uncollected tickets vs those that produce revenue

12)  Page 27, Task 2: Data Processing Services mentions a) personal computers, laser printers, receipt printers and other equipment…. Please clarify the equipment and the amount of each to be provided. Answer: This depends on whether the data processing can be loaded on our current equipment or whether we need to have additional products or machinery.

13)  Who is the current vendor? Plymouth County Treasurer

a. What are their fee’s? $1.50 ticket processed, .44 postageper piece mailed and $25 returnedcheck

b. Are any fee’s being passed through to The town of Barnstable? Notsure of question

c. How long have they been providing the services? Since February 2002

14)  How many citations are issued each year? Approximately 5000

15)  What is the average ticket value? $25

16)  What is the ticket value increase and what are the number of days from issuance this is added? $10 fee after 21 days, $15 after that and $20 RMV fee

17)  How old is the delinquent debt and how many citations make up this number?Info to follow

18)  How many citations are written to out of state plates each year or month? minimal number Info to follow

19)  How many citations are manually issued each month? All manual

20)  How many citations are data entered each month?All input through vendor

21)  Do you currently get owner information for all out-of-state plates? Yes,through our police department

22)  Approximately how many citations are paid online (web/IVR) each month?Info to follow

23)  Does the Town currently charge a fee for paying a citation on the website? If so, what is the amount of the fee?Vendor charges $2.95 for ticketsunder $55, over $55 is 5% of ticket

24)  How many notices are sent for parking citations each month? Please break down the number by first and second notices etc. Info not available

25)  Do you currently have a real-time connection with the RMV? No

26)  What is the Town’s off the windshield rate for parking citations? need clarification on this question

27)  What is the Town’s collection rate for each letter? No data

28)  What is the Town’s overall collection rate for parking citations? Info to follow

All other terms and conditions remain the same as previously stated. Each Proposer must acknowledge receipt of this addendum #2 in your proposal submittal cover letter.
