“Innovative Approaches for integrated Water Resource Management (IWRM)

Introduction of Taraqee Foundation:

Taraqee Foundation is one of the largest NGO of the Balochistan Province. TF is striving to empower the rural populations in harnessing their potential and developing their infrastructure, particularly regarding water.

The experience and lessons of Taraqee Foundation from implementing the Integrated Water Resource Management activities in association with IUCN, Forest department, Agriculture department in various constituencies both North & South Baluchistan Since 1994 –2015. That already provided strong basis for planning, initiating, strengthening and scaling up successful assessments & interventions targeting the communities of Balochistan.

Background

The Innovative Approaches for Integrated Water Resource Management (IWRM) is an integrated and holistic project launched by United Nation Development Program with ultimate goal of serving humanity through provision of sustainable water resources at Nari river basin. TF has joined hands with UNDP to transform the lives of poor and marginalized communities in Pakistan’s and province of Balochistan.

IWRM with the vision to improve socio economic resources of the area concerned though implementation of integrated activities in communities there by indulging them to invest in small scale infrastructure interventions.The objective of IWRM is to reduce poverty through creation of sustainable conditions of social and economic development that includes increase in income as well as production capacity.

The adoption of national IWRM policies and strategies is a fundamental step towards reaching most of the Sustainable Development Goals (SDGs). Consistent with the SDGs targets, IWRM strategies involve balancing societies’ multiple needs and uses of water with the need to protect ecosystems and their ability to sustain multiple uses.

In this context, UNDP has supported TF in implementing an innovative project of integrated water resource management (IWRM) in Kili Chinjan of District Loralai of Balochistan.

The project will further build on the established „Roadmaps for Speeding up IWRM Planning“ in rest of the areas of Nari river basin in coming years and be integrated within the framework of the UNDP Water Initiatives, as feasible.

Objective and scope of work

The IWRM expert will bear the overall responsibility to facilitate the technical team of the project with all necessary elements, which shall (a) conduction of socio economic profiling of area, monitoring of activities for providing technical assistance as and when required by TF team during actual implementation of IWRM interventions in District Loralai.

The expert will facilitate the project manager to identify, define and solicit endorsement of expected outcomes and activities, establishing platforms for knowledge exchange at project constituency levels

The expected outcomes of this initial Phase (November 2017 to Jan, 2018) are:

-  A clear understanding of the current situation, the project framework as well as the involvement of relevant stakeholders of project area.

-  A detailed understanding of opportunities and fully developed project systems for concrete interventions to promote IWRM concepts in Chenjan area of Loralai.

-  A strategy to align the foreseen activities in nearby area of project constituency.

-  The creation and promotion of an enabling environment for proper implementation, knowledge and experience transfer in view of supporting the implementation phase of the project.

Detailed tasks and activities

The key areas of work and responsibilities under this TORs include extended consultations with TF project management, stakeholders and with respective community including conducting of a number of awareness sessions and field visits as needed and feasible.

The consultant will:

1.  Conduct baseline study/Socio Economic profiling of the project area:

a.  Review current situation on all relevant baseline information and current policy and practices with regard to water resources management/IWRM for Chinjan area

b.  Expedite the process of implementation of identified potential interventions in the project area;

2. Work closely with TF team at regional and HO level in order to achieve basic consensus on scale and deliverables of the main project phase;

3.  Develop basic tools and support the program team of TF and office bearers to carry out data collection and/or implement relevant parts of the work plan. To this end, the expert will be expected to provide monthly report to TF for endorsement, he will identify the gapes/suggest relevant suggestions and consolidate all collected data into a single narrative report.

4.  Follow and apply the latest IWRM methodological “good practice” when analyzing and assessing existing, and/or suggesting alternatives to :

a.  Water resources management issues and priorities in implantation period of project Chinjan.

b.  Cross-sector coordination mechanisms (composition; role, responsibility and tasks; required support mechanisms or institutional capacity building; horizontal and vertical information flow and management regarding impact of the deliverables of IWRM.

c.  Stakeholder participation process (stakeholder analysis, managing participation and dialogue);

d.  IWRM monitoring framework (development of indicators).

e.  Other issues and activities as emerging and necessary.

5.  Develop a strategy to set up and/or maintain adequate mechanisms for implementation of relevant activities in the constituency and to ensure transformation of knowledge and experience.

6.  Support the program team in project indicators include (but not be limited to):

a.  Project outcomes, outputs and activities.

b.  Other elements and components, as needed, to ensure completeness and potential effectiveness and efficiency of the planned project implementation phase.

7.  Make all efforts to support overall process of project implementation phase.

Management Arrangements, Timeline and Deliverables

The consultant will work under the overall oversight of the Chief Executive TF and in close supervision of Senior Program Manager TF.

He will be responsible for overseeing the work of all planned deliverables and to proactively liaise and coordinate with all relevant staff.

Type of work includes:

•  Data and soil sample collection for socio economic profiling of area.

•  Monthly facilitation visits to project area and recommendations to Senior Program Manager for

Remedies and course correction.

•  On job orientation to technical team and overseeing of physical work at field level.

•  Exchange ideas with respective community upon intended impact of innovative activities.

The total duration of the assignment is estimated to be two and half (2.5) months in total. The consultant will be reimbursed for his services at monthly upon completion of milestones and acceptance of specific deliverables according to the foreseen timeline as follows:

1.  Completion and submission of Socio Economic profiling survey and its final report, desk review and preparation of monthly narrative report (1 month):

■  Familiarize with overall tasks and responsibilities as per agreed frequency.

■  Develop detailed work and mission plan with timeline and clear deliverables, initial list of key stakeholder consultations - to be submitted to TF for endorsement within one (1) month from the start of the effective date of contract, and prior to any missions of UNDP.

■  Draft work plan (with timeline and deliverables) for all foreseen HO and regional team to be endorsed by TF

2.  Monthly monitoring visits mission and development of Project Approach and Strategy (1.5 month):

■  Based on the approved detailed work and mission plan, conduct missions and consultations in the respective area of village Chinjan of District Loralai;

Expected qualification

■  Higher university degree in Social or Natural Sciences related to Water Management, Economics and/or Public Policy on Water Resources Management - a relevant multi-disciplinary background is considered useful;

■  At least 7 years of working experience in the context of expertise on Integrated Water Resources Management (IWRM);

■  Proven experience with National IWRM planning processes, policy development or reform, multi-stakeholder platforms or expert networking in water- or environment-related context, and/or water management in relation to sustainable development / poverty issues in developing/transition economy context;

■  Excellent and demonstrated communication, consultation, negotiation and drafting skills;

■  Proven capacity in the developing of projects or Programmes in the context of IWRM approaches preferably with specific knowledge of the project area (Nari River basin) of Chinjan of District Loralai.

■  Familiarity with legal frameworks, policy and planning process in project area concerned and (knowledge on legal frameworks and policies on water issues in the context of project area will be an advantage),

■  Good (and demonstrated) organizing skills, preferably with development project management competency;

■  Experience in development and conduction of capacity building or training activities (at community level);

■  Familiarity of working with relevant UN global/regional processes , multi- and bilateral donors, water and environmentally related NGOs, etc. an asset;

■  English fluency in word and writing is required, local language skills an advantage.

Budget and Payment Schedule:

·  Budgeted salary will be paid to the consultant at monthly basis upon completion of his level deliverables ie; timely submission of field visits reports (FVR) to project management.

Selection of Expert/consultant will be finalized after scrutiny based on following criteria:

5.  Report Writing and Presentation Skills (20 Marks)
