  1. BACKGROUND AND INTRODUCTION

Poverty Alleviation Fund was established in 2004 and governed by PAF Act 2063. The Poverty Alleviation Fund (PAF)-Nepal, aims to develop and implement programmes that address the challenges confronted by vulnerable peoples. This is achieved by involving poor and disadvantaged groups as partners in such efforts. PAF is an autonomous entity; the organization is presently implementing its program in 59 districts through more than 390 Partner Organizations, benefiting more than 0.7 million poor households.

Two earthquakes hit some parts of Nepal on April 25th and May 12th, severely affecting the Central and Western Development Regions. The disasters caused more than 8,300 deaths and injured over 16,500 people. The earthquakes caused significant damage to houses, agriculture, transport, irrigation, and communications infrastructure. The earthquake also triggered extensive landslides and avalanches causing further damage and disruption to essential services. Approximately 770,000 homes, of which 550,000 have been destroyed. To date, PAF has mobilized and made agreements with 26,511 Community Organizations to implement various sub-projects. PAF activities are demand-driven focusing on activities related to income generation (IG) and infrastructure.

As one of the largest social funds set up by the Government of Nepal, PAF is financed by the World Bank and IFAD. PAF has a widespread presence in the affected areas. Out of 59 PAF’s program districts, 14 were affected by the 2015 earthquakes, with severe damages reported in 7 districts.

As the apex poverty alleviation institution in Nepal covering more than 26,511COs, PAF needs to play a major role in earthquake reconstruction and rehabilitation efforts.PAF beneficiaries comprising disadvantaged people from vulnerable communities, need immediate support for restoration of their livelihoods and community level infrastructure. PAF’s support in by way of providing technical guidance and capacity building in the area of earthquake resistant construction will greatly contribute to rehabilitation efforts.

PAF intend to hire an individual consultant to support on Training Assistant/facilitators for the earthquake response programme.

  1. Objectives of the Work

PAF aims to enable the poor, women and the vulnerable groups to gain access to resources for their productive self-employment, to encourage them to undertake income- generating activities for poverty alleviation and improved quality of life.The main objective of training Assistant is to work for assisting people to re-build their lives providing livelihoods support and restoring basic infrastructure services through a community driven approach and building capacities of earthquake affected households.

3. RESPONSIBILITIES OF CONSULTANT

The training Assistant need will enable us to improve capacity of vulnerable peoples to manage more effectively, training and assistance in developing opportunities.

  • Prepare training documentation such as training manuals, hand notes for participants, questionnaires and other support materials
  • Schedule training sessions and send notification to participants
  • Coordinate the preparation of training sessions, find training rooms, ensure all necessary equipment and catering arrangements as well
  • Inform participants or employees about training demands and other important aspects
  • Participate at training sessions and also fill in for the manager when he is unable to attend
  • Keep records about each training course and also participants
  • Preparing and distributing training certificates for those who attended the class

4. CLIENTS INPUTS

The consultant will be provided with guidance by PAF staff from the Kathmandu and district offices. PAF will support with logistic management if a consultant has to visit field as per the rules and guidelines of PAF.

5. REPORTING REQUIREMENTS

The consultant shall provide the reports of all the work progress with detailed facts and figures to the management.

6. QUALIFICATION AND REQUIREMENT:

  • Inter mediate degree in any discipline with at least 2years of experience in training assistant

Should have good knowledge in Training methods

Ability to speak in public

Should have good knowledge in physical expression

Should be able to type in Nepali fonts and Unicode

Committed to visit in earthquake affected areas and live with the local community.

  • Good communication skills, highly committed, dependable, strong ability to work independently and take initiatives, good interpersonal skills

Good command in written and writing English

  • Able to work in team

Knowledge on disaster risk reduction will be an asset.

7. PAYMENT TO THE CONSULTANT

The payment will be provided in monthly basis.

8. CONSULTANT SELECTION METHOD

Individual Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines Selection and Employment of Consultants under IBRD and IDA Credits&Grants by World Bank Borrowers (January 2011 Revised July 2014) Selection Based on Consultant Qualifications

8. DURATION OF THE ASSIGNMENT

Duration of the initial assignment will be one year from the date of agreement.

Note: selected consultant must be register in Vat before signing the contract
