SUBJECT:Evaluation Synopsis for ITB#071I2200216– Colt M4 Rifles for Michigan StatePolice
Background Information/General:
This request is for the one-time purchase of Colt M4 rifles for Michigan State Police (MSP). MSP requires the additional rifles due to an increase in patrol personnel. The M4 rifle is the standard for MSP personnel who are performing Law Enforcement duties across the State in patrol cars. Without this rifle as part of their available arsenal, MSP patrol officers will have only their handgun and a shotgun for use in a deadly force situation.

Proposals will be evaluated by DTMB-Procurement and MSP. This bid will be awarded to the bidder who best meets the specifications, as determined by DTMB-Procurement and MSP, and offers the lowest price to the State.

The JEC/ BUYER determined thatAmChar Wholesalecouldmeet the requirements of theITB. This determination was accomplished by evaluating their responses to the ITB selection criteria. This bid was model specific and the bidder did not propose any alternates.

AmChar Wholesale met the ITB specifications.
Clyde Armory Inc.
The JEC/ BUYER determined that Clyde Armory Inc. could meet the product requirements of theITB, but they did not meet the bid requirements. This determination was accomplished by evaluating their responses to the ITB selection criteria. This bid was model specific and the bidder did not propose any alternates.

Clyde Armory met the product requirements. However, Clyde Armory did not meet the bid requirements due to the
following:
1)Bidder did not submit their bid on the required pricing proposal form.
2)The bid did not state how long it was to remain valid.
3)The bid did not specify a lead time for delivery.
4)The signed Signature authority form was not submitted.
CMP Distributors
The JEC/ BUYER determined that CMP Distributors couldmeet the requirements of theITB. This determination was accomplished by evaluating their responses to the ITB selection criteria. This bid was model specific and the bidder did not propose any alternates.

In addition, the JEC/Buyer noted the following deficiencies in the bid requirements:

Reduced price proposals were received from one bidder. Two vendors declined to offer price reductions and two vendors did not respond to the request for second round pricing.
Award Recommendation:
The award recommendation is made to the Bidder who best met all the specifications of the ITB and offers the lowest price to the State of Michigan. DTMB-Procurement and MSP recommend that Michigan Police Equipment Co. be awarded the Purchase Order for MSP’s Rifles in the amount of $143,602.50.
