This letter is to inform you of a potential opportunity for your customers. The federal stimulus package under the American Recovery and Reinvestment Act (ARRA) includes additional funding for the Pennsylvania Weatherization Assistance Program (Weatherization). This is a program designed to assist eligible customers in making their homes more energy efficient and reducing energy consumption. The PA Department of Community and Economic Development (DCED) administers this program through a network of 42 Community Action Agencies to provide the program services for all 67 counties in Pennsylvania. The stimulus funding is in addition to the Weatherization assistance offered by DCED. Overall, Pennsylvania’s portion of the Stimulus funding is $252.8 million over the next three years. DCED anticipates that approximately 29,700 residential housing units may be weatherized throughout Pennsylvania with these funds.

The program is designed to target low-income, high-usage customers. As such, eligibility for the program will be for those whose annual household income is equal to or less than 200% of the Federal Poverty Level. Priority will be given to higher risk customers such as the elderly, disabled individuals, families with children, and high energy users. In order for customers to determine their eligibility, they must apply at a Community Action Agency in their county. Enclosed is a sample letter that can be mailed to your customers as a bill insert notifying them of this opportunity.

This is a great opportunity for your customers and your company. As mentioned, the program services provided help to make customer homes more energy efficient and in turn, help make usage more affordable. We encourage you to take the necessary steps to notify your customers.
