Question to Councillor Ms Atkinson the Portfolio Holder for Well-being and Housing

“There has been a great deal of problems over the years of first floor flat tenants having access to maintain tv aerials and cleaning of windows, which requires access to the garden of the ground floor flat.

Some people like high fences, several dogs and garden furniture in their garden, which makes it difficult for a window cleaner or contractor to safely put a ladder up to clean the windows in a first floor flat, and creates animosity between neighbours.

Can the Council consider installing a clause in tenancy conditions to enable access to the exterior of Council owned first floor flats?”

8. DEVELOPER CONTRIBUTIONS TOWARDS TRANSPORT INVESTMENT – INTERIM PLANNING FRAMEWORK: REPORT OF THE PORTFOLIO HOLDER FOR LOCAL ECONOMY

DECISIONS REQUIRED: That Council be requested to:-

(i) Endorse the Developer Contributions towards Transport Investment Interim Planning Framework, as a basis for determining residential planning applications; and

(ii) Confirm that, with regard to those contributions from sheltered housing sites, any subsequent discount scheme be supported by clear evidence and endorsed by the Portfolio Holder.

CONSTITUTIONAL ISSUES

9. PROPOSED CHANGES TO THE CONSTITUTION ON THE DISPOSAL OF LAND FOR AFFORDABLE HOUSING: REPORT OF THE CHAIRMAN OF THE SERVICE PROVISION SCRUTINY AND AUDIT COMMITTEE

REPORT – TO FOLLOW following consideration by the Service Provision Scrutiny and Audit Committee on the 22nd October 2007.

10. NOTICE OF MOTIONS

The following Motions have been received:

(a) Proposed use of Polycarbonate Drinking Vessels

“We are extremely concerned to learn about recent incidents where very serious injuries caused by broken glass have been inflicted on people during an event spent in various drinking establishments in Poole.

In the light of this, we the undersigned:-

(i) strongly urge the Council, as part of the Review of the Council’s Licensing Policy, to adopt a robust policy of considering the imposition of conditions requiring fully polycarbonate drinking vessels to be used in premises where the Responsible Authorities make relevant representations; and

(ii) request the Council to agree to write to our local MPs and the Minister with representations regarding the introduction of appropriate measures to reduce the risk of these appalling incidents.”

(b) Banish the Plastic Bag

“Bearing in mind the use of approximately 17 Billion plastic bags every year in the United Kingdom and the effect of such usage on the environment, we, the undersigned, urge this Council to facilitate consultation with traders and residents to seek alternatives and commence the process of making Poole, plastic bag free.”

(c) Council Car Parking Policy

“We, the undersigned, call upon the Council to review all aspects of its parking policy with a view to reducing the Borough’s carbon footprint, pollution and traffic congestion. We request that particular attention should be given to incentives such as reduced charges or free parking for vehicles in the lowers bands of Vehicle Excise Duty.”

(d) Poole Shopmobility

“In view of the difficulties currently being faced by Poole’s Shopmobility because of insufficient grant funding – Shopmobility can only afford to operate for 3 days per week rather than the 5 it was doing. We, the undersigned request this Council provides an additional grant to enable Shopmobility to operate for 5 days per week in the run up to Christmas. This would significantly improve the facilities available for people with disabilities at this important time.”

(e) Remploy Factory

“We call upon this Council to support Annette Brooke MP’s request to investigate possibilities of procurement from our local Remploy factory and to work with local organisations to assess their potential demand for the lifejackets/buoyancy aids produced in Poole by Remploy.”

(f) Remploy Factory

“This Council fully supports the campaign to keep the local Remploy Factory open and providing employment, and will undertake to offer any possible and practical assistance to facilitate the continuing production and marketing of its products.”

11. COUNCIL REPRESENTATION ON THE JOINT ARCHIVES ADVISORY BOARD

The Leader of the Conservative Group has advised the Head of Legal and Democratic Services that Councillor Gillard is to replace Councillor Mrs Butt as the Council’s representative on the above Advisory Board.

DECISION REQUIRED: RESOLVED that Council appoint Councillor Gillard as its representative on the above Advisory Board.

12. APPOINTMENT OF NHS FOUNDATION TRUST COUNCIL OF GOVERNORS

At the last Council Meeting nominations were sought by the three Local NHS Foundation Trusts, the Royal and Bournemouth and Christchurch Hospital Foundation Trust, the Dorset Healthcare NHS Foundation Trust and the Poole Hospital NHS Foundation Trust.

In seeking nominations to the Council of Governors, the Council was not advised by the Foundation Trusts that it was felt inappropriate for representatives appointed by the Council to be Members of its Health Scrutiny Committee.

The Strategic Director (Social Services) is in discussion with the Trusts and strong representations have been made to the Royal and Bournemouth and Christchurch Hospital Foundation Trust over this issue. Should three alternative representatives need to be appointed it is suggested that the appointments be delegated to the Head of Legal and Democratic Services on advice from the Political Group Leaders.

DECISION REQUIRED: That the Council’s representatives on the Trust be appointed by the Head of Legal and Democratic Services following receipt of nominations from the Leader of the Conservative Group (2) and Liberal Democrat Group (1).

To consider the moving the following Motion (if required)

“that, under Section 100A(4) of the Local Government Act 1972, the public and press be excluded from the meeting for the following business specified in item … because it is likely that, if members of the public were present, there would be a disclosure to them of exempt information as defined in Paragraph … of Part I of Schedule 12A of the said Act and, the public interest in withholding the information, outweighs the public interest in disclosing it”
