Minutes of a meeting of Ottery St Mary Town Council Planning Committee

held in the Council Offices, The Old Convent, Ottery St Mary on
Monday 19th May 2014 at 7.pm

Present: Chairman: Councillor Carter

Councillors: Dobson, Holmes, Hansford, Giles, Talbot, Pang, Bartlett, and Bailey

Together with the Deputy Clerk

Before the start of the meeting Councillor Carter welcomed a new member to the Planning Committee - Councillor Jessica Bailey who is a West Hill Ward Member.

Members of the Public present were invited to raise questions and one member spoke about the Amended Plans 14/0835/FUL for Pump House, Chineway Lane, Ottery St Mary. The amendment related to the Site Layout and Arboricultural Survey.

The resident felt this amendment did not alter the situation at all, the development still being on a dangerous corner with associated flooding risks.

To receive Declarations of Interest and requests for new Disclosable Pecuniary Interest (DPI) Dispensations for items on the Agenda

It was formally noted that the participation of those Councillors who are also members of the East Devon District Council in both the debate and subsequent vote was on the basis that the views expressed were preliminary views taking account of the information made available to the Town Council. The District Councillors reserved their final views on the application until they were in full possession of all the relevant arguments for and against

Amended Plans 14/0835/FUL – Redevelopment of the site for 6 residential homes the amendment relating to the Site Layout and Arboricultural Survey amended to address the Tree Officer’s comments. The Committee found this development was still not supported and wished to reiterate comments as previous.

The Planning Committee does not support this amendment and showed concern regarding the inaccurate report from the EDDC Tree Officer. Correspondence will be sent to EDDC regarding this matter. The Committee wished to reiterate previous comments:

Ø  Gross overdevelopment of the site

Ø  Removal of trees without permission prior to a previous application

Ø  Loss of a length of Devon Bank

Ø  Visual impact – design of the dwellings not in keeping with surrounding properties and at odds with the West Hill Village Design Statement

2)  14/1103/PDMB Mcarnley Prior approval for proposed change

of use of agricultural buildings to dwelling houses (use class C3) & for associated operational development

6.  To make a Recommendation regarding a Site for Proposed Public Toilets at Land of Canaan

The Chairman Councillor Carter handed over the next item to the Mayor Councillor Dobson who told the Committee that the Council had been requesting Land from East Devon District Council on the Land of Canaan. This is to enable the town to have more public toilet facilities which are badly needed.

Councillor Dobson said East Devon District Council had come back with a proposed site (25 by 15 meters) which he said is sufficient to the Council. This also incorporates an additional Store Room.

P/14/05/20

The proposed site by EDDC was agreed by the Committee.

P/14/05/21

Councillor Dobson told the Committee of correspondence received that morning from Waddeton Park Ltd (Mr Steele-Perkins). This is for an outline planning application for a residential development on the former Gerway Nurseries site in Ottery St Mary. A website has been set up with all the details (www.gerwaynurseries.co.uk)

To Receive Councillors’ Questions relating to Planning Matters

Councillor Hansford raised his concerns about Leathermill Cottage (13/0622/FUL). The Deputy Clerk will enquire what is happening and let him know.

P/14/05/23

(Councillor Giles declared a Personal Interest as an EDDC Councillor)

Councillor Giles raised concerns about Redrow Homes entering into the Deed of Variation without involvement of himself as the EDDC member and Ottery St Mary Town Council. It materialises that there is a reduction of the Open Space contribution from £230k to £115k. The Deed of Variation securing the reduction to £115k took place last March due to an administrative error.

It was agreed a letter would be drafted by Councillor Bailey to Mark Williams asking why this information was not communicated to Ottery St Mary Town Council. This letter to be forwarded to the office for approval.

The date of the next Meeting of Ottery St Mary Town Council Planning Committee will be on Wednesday 4th June 2014 at 7pm
