MANAGER POSITION

Qualifications and Experience:

·  Knowledge of the Neighbourhood House Sector. Experience in Community Sector, or similar, is essential.

·  Proven Management skills in Leadership, motivation, organisation, communication, budget control and promotion.

·  Experience in the preparation of funding submissions, accountabilities and liaison with funding bodies.

·  Knowledge of contemporary human resource issues including employment equity, anti discrimination practices and occupational health and safety issues.

·  Capacity to interpret budgets.

·  Excellent computer literacy with good knowledge of Microsoft Office software and MYOB AccountRight program.

·  Well developed verbal and written skills and an excellent manner when communicating with all levels of people is paramount.

NOTE: It is a pre-requisite that the incumbent has a Working With Children Card and undergo

a Police Check prior to commencement.

This position also requires:

·  Familiarity with and an adherence to the policies and philosophy of the Hallam Community Learning Centre and to work in cooperation with the Committee of Governance.

·  To be Licensee for Children’s Services and to comply with the Children’s Services Regulations.

Prime purpose of this position:

§  The implementation of the Hallam Community Learning Centre Strategic & Operational Plans.

§  Management and organisation of staff and volunteers to facilitate these

activities

§  Oversee the general day to day smooth running of the Centre.

§  To organise activities as traditionally offered by the Hallam Community Learning Centre and/or respond to community needs.

§  To offer referral and support to the families in Hallam and nearby suburbs as required.

§  To comply with funding body requirements.

Terms of Employment:

The position is a Permanent Part Time position of 22 hours per week and is dependent on the renewal of funding each year. It is understood that the position is automatically renewed unless either party has given notice of termination. This notice should comply with all requirements as stated in the NH & LC Workplace Agreement 2016. The position will be considered permanent after a 6 month probationary period and a successful performance Appraisal at the end of this period.

Key Performance Indicators:

·  Demonstrated ability to Manage a small organisation including Staff, Volunteers, budgets, working to timelines and setting priorities

·  Demonstrated ability and understanding of Community Development principles and the design and development of community based programs

·  Demonstrated ability/experience in working effectively with diverse communities with varying needs and requirements

·  Understanding of working to a Committee of Governance who are representative of their local community

·  Demonstrated ability and experience in working within legal and rigorous compliance e.g. Childcare, Occupational Health & Safety etc.

·  Highly developed communication skills and demonstrated ability to communicate effectively with all levels of Stakeholders such as State and Local Government, other service providers and members of the community

General Responsibilities:

·  Organisation of activities for adults and families are carried out in a consultative manner that meets community needs, improves social connectedness and ensure continuous improvement of all aspects of delivery.

·  Compliance with requirements of funding bodies and regulating authorities including submissions, accountabilities and collection of statistical data in a timely manner.

·  Carry out the strategic directives of the Committee of Governance.

·  Meet stated goals and objectives within time lines as set down by Committee of Governance.

·  Manage Staff, Tutors and Volunteers in a supportive and collaborative manner.

·  Manage the promotion and advertising of the House, courses and activities to maximise exposure and ensure financial viability.

·  Undertake internal auditing of Quality control and Continuous Improvement of all operational aspects of the organisation.

·  Maintain development, review, implementation and ongoing management of the House program including the evaluation of course content, tutoring methods, and overall effectiveness of the program.

·  Ability to effectively liaise with Stakeholders, support services and peers to maximise opportunities for success and improve the ongoing sustainability of the organisation.

Specific Duties:

·  Taking responsible care for own health and safety as well as that of others.

·  Manage the space available and the timing, of classes and children’s activities.

·  Employ and manage staff and volunteers to facilitate classes and children’s activities.

·  Respond to members and community requests for activities with research, the appointing of tutors/leaders and generally assessing viability of activities.

·  Meet due dates to account for funding from funding bodies.

·  Ensure funding is responsibly handled and all transactions are patent.

·  Actively seek out new sources of funding for new and existing programs/courses.

·  Preparation of program budgets prior to submission writing.

·  Responsibility for House budget in conjunction with the Treasurer and Bookkeeper.

·  Compile Group Certificates and distribute.

·  Quarterly GST (BAS) report is to be completed and sent to ATO.

·  Ensure membership is maintained with a suitable agency to keep up to date regarding awards, insurance, superannuation, allowances, tax rates etc.

·  Represent House at the local, regional and state levels.

·  Increase the profile of the House.

·  Management of the AQTF.

·  Liaise with local council with the upkeep of the building and surrounds.

·  Ensure the premises and surrounds are clean and tidy.

·  Ensure policies and procedures are up to date and relevant and that all Staff and Volunteers understand them.

·  Distribute information/material to groups as requested.

·  Publicize Centre activities and services adequately.

·  Be aware of safety issues for staff and visitors.

·  Prepare monthly reports and attend Committee of Governance meetings.

·  Attend NH Cluster, regional and network meetings as often as possible.

·  Make all staff and volunteers aware of personal development training and encourage as many as possible to attend.

·  Always maintain a happy workplace and encourage a welcoming atmosphere.

·  Promote the Centre and all activities in a positive light to the wider community and the members and staff.

·  To keep Management, administrative staff and Committee of Governance informed about the current viability of the Centre.

·  Organise information for yearly Audit. (Financial year end is 31st December).

·  Ensure that Audited reports are ready for the Annual General Meeting, which is held within 3 months after the year end, i.e. before the end of March.

Strategic To properly manage this position the Manager must liaise with the following agencies:

·  JOBS Aust for information relevant to industrial matters and award changes.

·  Neighbourhood Houses Victoria (Peak Body)

·  Community House Network Southern Region

·  O.H.S. officers for safety in the workplace.

·  Local Health Services and like agencies, for referral information.

·  Department of Health and Human Services for Children’s Services, regulation updates, and other changes to Health and Privacy policies.

·  Houses in the Casey Cluster to prevent duplication of services and to refer clients to activities on offer that the Hallam Community Learning Centre is not currently running.
