KEY TASKS AND RESPONSIBILITIES
Myerscough College is a thriving, specialist land based and sports college providing further and higher education courses with significant employer engagement and commercial activity.
The main campus is in Bilsborrow, near Preston, with significant other centres in Liverpool and Blackburn and specialist provision in Manchester.
It is rated as very good for financial health and outstanding for financial management.
Aims & Purpose:
  • To provide inspirational leadership, development and direction across college
  • To deliver the strategic plan targets as set by the Corporation
  • To be responsible for strategic financial planning, financial management & budget setting and control
  • To provide positive leadership to the Finance, data management, examinations, corporate services, catering, residential and commercial services teams.
  • To deputise for the Chief Executive & Principal
Senior Postholder:
  • To act as a Senior Postholder for the College undertaking duties as delegated by the Principal and Chief Executive or Corporation, to include
  • To act as lead executive team member for the College’s Audit & Governance committee.
  • To act as joint lead executive team member, with Deputy Principal Resources, for the College’s Finance & Resources Committee
  • To attend Corporation meetings and Governor training sessions as appropriate
  • To act as dismissal officer
  • To act as hearing officer for grievances and performance investigations as required
  • To act as hearing officer for student disciplinary investigations associated with residential provision
  • To act as appeals officer in absence of Principal & Chief Executive where the postholder has not previously been part of the investigation

KEY TASKS & ACCOUNTABILITIES
Leadership & Management:
  • To act as deputy for the Chief Executive & Principal across the whole spectrum of activities
  • To lead the strategic financial planning and budget setting process
  • Have direct responsibility for the management and operational staff associated with finance, corporate services, commercial activities, catering, residency, data management and reporting
  • To provide positive leadership by creating a dynamic, supportive and innovative environment that encourages commitment to the college and the achievement of high standards of performance

  • Ensure Myerscough maintains strong financial health and management
  • Ensure Myerscough meets all financial and legal responsibilities
  • Act as Risk Champion

  • Lead and motivate staff so that all areas of responsibility contribute positively to student
andstaff experience and the achievement of the strategic plan
  • Ensure provision of effective administrative support across the college campuses
  • Undertake investigations into complaints, grievances and disciplinary actions
  • Undertake staff appraisals as appropriate
  • To promote a cross College approach in all activities and initiatives
Strategy & Policy:
  • Support and develop the strategic and operational plans for Myerscough
  • Lead policy development in light of Government, funding or other Stakeholder priorities
  • Develop strategies for all areas of responsibility
  • Ensure the development of entrepreneurial activities within the College to grow student
numbers, increase and diversify sources of income.
Finance:
  • Take overall responsibility for college financial planning, production of all financial
documentsand management of forecast and actual budgets to meet the requirements of College’s short,medium and long term strategic, financial and business plans
  • Ensure cashflow, treasury management and lending arrangements (including bank
covenants)are well managed and controlled, including the management of the relationship with College’sbankers, external and internal auditors
  • Lead on the College’s financial governance and risk management obligations through
development of robust systems to meet requirements of external bodies as required
  • Responsible for College’s strategic financial planning, procurement, accounting and
Financialstability, ensuring a robust framework of financial management and contract compliance
  • Lead on management of strategic and operational risks across the College through the
designand development of processes, systems and working practices that enable the identification ofrisks and effective risk management
  • Lead on production of College’s annual statutory accounts, ensuring that they comply withaccounting and all reporting standards.

  • Manage all funding contracts, ensure all contracts are delivered and opportunities maximised.
  • Maximising the income per student through support to the curriculum design process
  • Assess College area business plans to ensure robust financial assumptions and projections toenable decision making
  • Ensure a full financial advice service is available to students
  • Management of the wide range of College bursaries
Commercial Activity:
  • Develop a commercial strategy to maximise the utilisation of college assets for the financialbenefit of the college
  • Oversee the cross college catering and residential support teams
  • Maintain the Ofsted recognised ‘outstanding’ provision for residential provision and studentsupport
Corporate Service Management:
  • To provide an efficient, effective and economic administrative support team across the college
  • To act as College Secretary and ensure legal compliance and oversee contracts
  • To oversee all college complaints in a timely and effective manner
  • To act as Data Protection and Freedom of Information Officer
  • Ensure Corporate Services meet the needs of staff and students through outstanding supportand service
Data Management:
  • To ensure accurate timely returns to all funding partners
  • To ensure accurate, timely student and financial information is available at all levels to supportdecision making
  • Ensure the college meets the requirements of the Education Funding Agency, Skills FundingAgency, HEFCE, ESF, UCLan and all funding partners & other stakeholders

Relationships:
  • Deputise for the Chief Executive & Principal and represent the College at external and internal events as and when required
  • Establish and maintain effective and productive relationships with funding bodies, bankers and other key stakeholders

  • Represent the College with external stakeholders as appropriate

  • To promote College sustainability policies and strategies by personal commitment and lead by example.

PROBATIONARY PERIOD

DRESS CODE

A probationary period of nine months applies to new entrants to the College / All post holders are expected to be of a professional and presentable appearance

REFERENCES / MEDICAL CLEARANCE / DISCLOSURE

The appointment is subject to the receipt of satisfactory references, medical clearance and Disclosure & Barring Service check/ISA (if applicable).
Occupational Sick pay is not paid during the first four months of service and thereafter is subject to the College’s Sick Pay Scheme
Please note that with effect from 01 November 2013 all new employees of the College will be required to pay for their DBS check (at present £44.00 for an enhanced level check).
Should your application be successful the College will process and pay for the DBS check on the employees behalf. The fee will then be deducted from the employee’s first salary.

CONTINUING PROFESSIONAL DEVELOPMENT
In order to comply with College policy, all teacher/assessors are required to:
-complete a minimum number of hours of continuing professional development every year;
-maintain a record of the CPD you have undertaken;
-make that record available to the College.
Failure to comply with these requirements may lead to your dismissal. Full details of the College’s Policy in relation to Continuing Professional Development will be communicated to you.
REQUIREMENT FOR TEACHING QUALIFICATIONS/ASSESSOR AWARDS
In line with College policy, teachers/assessors employed at Myerscough are required to hold the relevant teaching qualifications/assessor award/s. The type of qualification required depends on a number of factors, including the date on which employment commenced and the type of post which is held.
The Corporation will review with the teacher/assessor, either prior to commencement of employment or shortly thereafter, the qualifications required for the post and will provide such assistance as it deems reasonable to enable employees, if required, to secure requisite qualifications. In the event that the teacher/assessor fails to secure the requisite qualifications within the period specified by the College, the Corporation may have no alternative but to terminate employment and to this end the Corporation reserves the right notwithstanding any other provisions of this contract, to terminate employment by giving notice in accordance with the relevant clause/s in individual Contracts of Employment.
