Filming Policy
PURPOSE
A report to request approval of aFilming Policy for the City of Peterborough.
RECOMMENDATIONS
That Council approve the recommendations outlined in Report CPCLK13-021 dated December 2, 2013 of the City Clerk, as follows:
a)That the Filming Policy attached to Report CPCLK13-021as Appendix A be approved,
b)That the Guide to Filming in the City of Peterborough attached as Appendix B, be received,
c)That the Filming in Peterborough marketing document, attached as Appendix C, be received for information,
d)That a by-law be passed to authorize the Mayor and Clerk to sign filming permits, and
e)That the 2014 User Fee By-law include the fees associated with the processing of filming applications and the closing of roads, as set out in Appendix D.
BUDGET AND FINANCIAL IMPLICATIONS
The proposed 2014 user fees for filming permit applications are attached in Appendix D.The fees are intended to cover the cost of providing services by the City of Peterborough. As there is no guarantee of any applications in a given year, no annual budget amount has been included in the 2014 budget.
BACKGROUND
Rationale for the Policy
The City does not currently have a filming policy although many municipalities in Ontario do have such a policy. Over the past few years there has been considerable interest in filming within the City boundaries.
The existence of a film policy ensures that production companies, residents and business owners all clearly understand what is involved in obtaining a permit to film. The City encourages and supports location filming within the City of Peterborough provided that the rights, safety, privacy, and property of the City and the residents and business of Peterborough are protected.
The policy also helps to make the City a more marketable option for production companies because all the necessary information is in one location. In addition to the policy itself (Appendix A), a Guide to Filming in the City of Peterborough (Appendix B) and the film marketing document (Appendix C) have been created with assistance from Peterborough Economic Development Corporation.
There are certainly direct and indirect economic benefits to the Peterborough community associated with the film industry and their various support services. An additional benefit of having productions filmed in Peterborough is the raising of the City’s profile and increased tourism.
Working Group
The development of these documents involved a working group which included staff from Corporate Services, Policy, Legal, the Library, Customer Service, Peterborough Economic Development Corporation and the Road Closure Committee. The working group examined similar policies from various municipalities and worked to create a document that both protected the City, residents, and local businesses while also trying to encourage film companies to come to the City of Peterborough.
SUMMARY
With the adoption of the Filming Policy, the City will have a framework that will guide the process of obtaining filming permits. It will ensure that all appropriate approvals are obtained and that each production company is treated equitably.
