·  Devon Countryside Access Forum – This is a statutory local access form under the Countryside and Rights of Way Act 2000 and is made up of 16 members who advise on the “improvement of public access to land for the purpose of open-air recreation and the enjoyment of the area” Devon County Council are currently appointing members to the Forum and would like to receive applications from anyone with an interest in recreation access. The forum holds three public meetings a year plus a training day. Closing date 22 February, 2017

Summary Proposal for Town and Parish Councils
Background & Context
We know that our health and care services are under more pressure than ever before and more and more people need additional support to stay active and well, living independently in their own communities. The focus of prevention in older age groups is around healthy active ageing and supporting independence so older people are able to enjoy long and healthy lives, feeling safe at home and connected to their community.
An older population structure and stronger population growth in Devon mean that current and future demand for health and care services in Devon are likely to be greater than those seen nationally. For many years there has been an aspiration to create a more preventative place – based health and well-being model. However, there is a feeling that conventional systems have struggled to deliver or commission place – based services.
Devon Communities Together (DCT) have developed an understanding of prevention, based not on the perspective of services and reducing demands upon them, but upon working in partnership with communities to identify solutions to challenges facing rural communities and build upon the resilience of individuals, families, and communities. We are firmly convinced that the role of Town and Parish Councils has a great deal to offer in supporting health and well-being and healthy ageing initiatives in their own communities.
Our Offer
DCT has been encouraged to work together with rural Town and Parish Councils, we want to develop a new Healthy Ageing Framework together with a group of interested Town/Parish Councils. If we can develop an effective framework, we think we can apply for lottery funding to further develop this work.
We know that Town and parish Councils can help a great deal here because they already do so much in this field. For instance local councils run recreational facilities, and can make them more accessible to older people; they run or help others run community buildings so making it easier for people to meet up; they give grants to community groups to support the work that they do to make life more enjoyable and so healthier for people of all ages. Helping with this doesn’t involve having the General Power of Competence – parishes of all sizes could be involved in this project.
DCT is uniquely placed to support and enrich this process, we have been working in partnership with Devon communities and Town and Parish Councils for 55 years and we have established relationships in which we are known to be a trusted voice and honest broker, with a reputation for “helping communities help themselves”. We have a strong and robust social purpose approach and can bring our extensive experience of working with communities around finding solutions to local challenges, always supporting the voice of the community and offering an effective way for people to be involved in identifying solutions to local needs.
Evidence of Need
The Devon Joint Health and Wellbeing Strategy for 2013 to 2016 identified 4 overarching priorities for Devon. These are:
1. A focus on children and families
2. Healthy lifestyle choices
3. Good health and wellbeing in older age
4. Strong and supportive communities
“A new vision for place-based health is emerging and people must be empowered
to take greater control over their own lives, to influence personalised services and
to take greater responsibility for their health outcomes. We want to focus on the

Key Conclusions include:
·  A predominantly rural population creates additional challenges around access to health and care services and the need for home-based care, outreach and work to reduce social isolation. “The effective utilisation of local resources, voluntary / community organisations and community assets will be critical”
·  High levels of social isolation resulting in loneliness, which, whilst most common in the older population, is evident in younger age groups, minority groups and people who are geographically isolated. This has an immediate impact on mental health and wellbeing and a long-term impact on general health
·  Social interaction and social support play an important part in our health and wellbeing. Issues such as isolation, loneliness and mental health conditions such as anxiety and depression can influence physical health and reduced life expectancy is linked to chronic mental health problems.
Devon County Council carried out a “We are Devon”’ survey to see whether people thought Devon was a good place to live in June/July 2016. A quarter of people responding identified access to health and care services as one of the most important issues faced by communities..
How can we work together?
DCT is developing a new Framework, adaptable to local need, aimed at supporting Town and Parish Councils, particularly smaller rural parishes with limited access to funding, to work within their own communities around health & well- being issues. Through our specialist and highly experienced Community Engagement Staff Team, we will act as a catalyser and work to facilitate and support local communities to develop local solutions.
We can enable and support a process of creative thinking and relationship building with local councils, individuals/ community activists/ voluntary and community groups and other stakeholders such as community – based businesses. We can provide safe and structured community- based “Conversation Events” in selected communities to bring people together to explore opportunities to:
·  Help Councils to identify community-based voluntary groups, businesses and social enterprises who may be able to help.
·  Bring people together to talk about opportunities and explore local solutions together
·  Identify what is already taking place already and how it can best be supported and where the gaps are
·  Share local knowledge and support aimed at agreeing how to support older people to live at home safely, with less need for crisis intervention by health and social care services
·  Explore community – based social prescribing models

Bishopsteignton Neighbourhood Development Plan 2016 Submission Consultation
(in accordance with Neighbourhood Planning (General) Regulations 2012)
The Bishopsteignton Neighbourhood Development Plan has been developed by and in consultation with the local community and applies to the entire Parish of Bishopsteignton.
It includes planning policies which will guide development in the Parish up to 2033.
These policies include protections for the built and historic environment, natural environment and biodiversity and support the development of affordable housing and small scale ‘infill’ housing. The Plan seeks the provision of new community facilities and supports the retention of existing facilities. In addition it designates local green spaces which are of particular value to the local community, safeguards views and settlement separation and supports additional employment provision.
As part of the development of the Neighbourhood Plan, The Parish Council has formally submitted the Plan to the District Council for consultation as required by the Neighbourhood Planning Regulations.
This consultation is your opportunity to provide representations on the Bishopsteignton Neighbourhood Plan prior to the Plan progressing to Examination by an Independent Examiner.
The Neighbourhood Plan, if ‘Made’ by the District Council following a local referendum, will complement the Teignbridge Local Plan 2013-2033 by setting out local policies relating to future development in the Bishopsteignton Parish area.
There are eight weeks to make representations on the Bishopsteignton Neighbourhood Development Plan document starting at 9am Friday 16th December 2016 and ending at 5pm Friday 10th February 2017. All representations received during this consultation will be forwarded to the appointed examiner but any responses received after this deadline will not be considered.
Please use the standard response form available on the webpage below. This will ensure that you provide all the information necessary for your response to be valid. Copies of the response form can be posted on request.
