1 / Clinical Guidelines and Multidisciplinary Guidelines (S02):
a)Strong recommendation for MO’s to update the ER-WCPT Guidelines database (despite of the fact that they are not in English).
b)To invite MO’s to share their Summary of findings in English and present it in the ER-WCPT database.
c)To explore the possibility of collaboration on making Evidence profiles (GRADE) and tables of findings.
d)To explore IT solutions for collaborating in the GRADING process.
e)To consider the further need for holding a 4th conference on Clinical Guidelines.
f)To Maintain involved in GIN and its Allied Health Professionals Group / Action 12017 Annual guidelines databaseupdate prepared. Pending:
  • To include the date and title within the document
  • To include a column about rights of use and access to the information
With those additions:
March 2017
  • Database would be posted on the European Region Website.
  • MOs to be informed about the update and asked to review the content of the database.
  • MOs to be encouraged for inclusion of their guidelines, even if they are not in English, and if possible with a summary describing the findings in English
  • MOs to also provide Evidence Based Best practices.
The latest updated version of the database to be presented to the 2018 GM.
Action 2To develop a practical document for the MOs informing them about:
  • Information available for development, collaboration, networking, implementation and adaptation of Clinical and Multidisciplinary Guidelines
  • Related resources available from G-I-N on clinical guidelines such as GRADE and Accelerated Manual. Every MO has a login and password to access to G-I-N website.
  • References to the material and presentations available from the three Conferences on Clinical Guidelines organised by the European Region.

June – Circulation among all WG members
September 2017 – Discussion at the Joint meeting of the WGs in Dublin, Ireland
To explore with KNGF if the association can host the 4th Conference combined with the national congress in the 2nd Half of 2018.
Objective for 2017 and 2018 G-I-N Annual ConferencesTo coordinate participation of all physiotherapists attending the conferences and their involvement in the Allied Health Professionals Group.
  • With this objective a correspondence to be prepared for all WCPT MOs asking them if any of their members is attending

2 / Promote Physiotherapy: the role of Physiotherapists in the European Region (S02).
  1. To maintain and update the MOs Database of material Promoting Physiotherapy in the European Region (including evidence based and value practice statements)
Address the role of physiotherapists as first contact practitioners, Direct Access / Self Referral, Independent prescribers and, Advanced Practitioners. Add categories as indicated.

Give information if open to non-members or not. / Aim: To maintain and update the MOs Database of material Promoting Physiotherapy in the European Region
Already identified issues / topics missing in the database to be addressed with resources, such as First contact practitioners / Direct Access / Self-Referral - Independent prescribers - Advanced Practitioners, among others.
Action plan:
  • March 2017 - Content and lay out of the document to be re-organised
  • April 2017 - MOs will be requested to review their national information and include materials missing.
  • May – June 2017 – Revision of material provided by the MOs
  • September 2017 – Updated document to be presented and posted on the European Region web.
The latest updated version of the database to be presented to the 2018 GM.
WG will also follow up the update of information on Direct access provided by the MOs on the ER-WCPT website and if possible update the survey from 2011.
3 / 3.1 To update the Briefing paper - Active and Healthy, the role of the Physical Therapist in Physical Activity
3.2 Emphasise the value of the physiotherapists’ involvement in health promotion and disease prevention
(Combine with extending scope and changing role of PT)
3.3 EU Commission Platform Physical Activity - Commitment. / The WG members agreed the following actions:
  • Stop updating the briefing paper - Active and Healthy, the role of the Physical Therapist in Physical Activity.
  • Focus the efforts and investigate possible financial support from the European Region, MOs and/or philanthropic institutions to translate into English the new version of the document from the Swedish association – FYSS 2017 – PHYSICAL ACTIVITY IN THE PREVENTION AND TREATMENT DISEASE. This document is an updated version of the document with the same title from 2010, which was the base for the briefing paper - Active and Healthy, the role of the Physical Therapist in Physical Activity.
  • Aim:To develop a Physiotherapy Value Statements aligned with the UN Goals – Ensure healthy lives and promote well-being for all at all ages – and with the recommendation of the 2016 GM to emphasise the value of the physiotherapists’ involvement in health promotion and disease prevention.
ER-WCPT Commitment 2015 – 2016 - Promoting physical activity in children, the role of Physiotherapists.
  • February 2017 - 1st Draft sent to the EU Commission for comments.

5 / Quality Assurance Standards – The draft standards presented to the GM are to be reviewed aligning to comments received. / Draft on Quality Assurance Standards of Physiotherapy Practice and Deliveryreviewed using and taking into consideration:

NOTE:These Standards are what at least should be achieved. – Standards cannot be aspirational, are a minimum.
Actions to follow:
  • All PI WG members WG to review the current version – Deadline for comments 31 march 2017.
  • Review comments received from WG members – April 2017
  • Depending on the comments from the WG members, the standards would be circulated among the MOs prior the 3rd or the 4th PI WG meetings
  • Final version would be presented to the 2018 GM for approval

  1. To follow up and support MOs implementation of CPD at national level and monitor EU developments. (SO2, SO3 & S04).
  1. To support the MOs in the process of recognising Physiotherapy specialisation within their countries, including collaboration with WCPT subgroups (SO2, SO3 & S04).
  1. To review and update, if needed, the Briefing Paper Promoting Research and Research careers within Physiotherapy in Europe
(Identify trends in Physiotherapy research and common research topics across MOs) (S03) / Based on the findings and work on the documents on competencies, CPD and Specialisation, the EDU and PI WG will decide if a review and update is needed.
Discussion will start at the 3rd WG meetings.
Title of the document: A European Perspective on specialisation for physiotherapists – Briefing paper
  • This document focus on physiotherapist clinical specialist
  • WCPT guidance on Specialisation and CSP advanced models documents would be used as reference for the Regional document.
A second draft to be prepared by 15 May 2017. The draft to be circulated among all WG members on 30 June 2017 prior to the Join WGs meeting.
Start by reviewing the current document entitled: Promoting Research and Research careers within Physiotherapy in Europe – Briefing paper as follows:
  • To update and revise the document;
  • To consider the scope and title of the document;
  • To add sources – refer to Research priorities;
  • To add if appropriate EU and WHO health priorities;
  • To check whether there was a follow up of APTAs research agenda 2010 and CSP 2012;
  • To consider lifting out Careers (maybe in a separate paper) ; and
  • To consider new reflections. E.g. cultural and demographic changes affecting the physiotherapy practice
  • To align “research priorities for physiotherapy” with the content of the database on Clinical guidelines and EBP.
Draft by 15 May 2017.The draft to be circulated among all PI WGs members for comments during 4weeks. The version for the 3rd WG meeting to be circulated by 28 August 2017.

B – What are the most critical factors that according to them will reduce demand for Physiotherapist workforce in their country under a list of identified fields?

  • The ER-WCPT to continue advocate for the World Obesity's Action Initiative.
  • Participate in the EU Falls Festival on 8 – 9 May 2017 in AMC, Amsterdam.
  • To continue working on the effect of the role of insurance companies on ER-WCPT MOs and the provision of Physiotherapy services. Promote to them the benefit of direct access. (The sooner the access to a physiotherapist, the better for recovery. Sooner in, sooner out)
  • Contact SIP for information and to explore possible ER-WCPT membership
  • Participate in the SIP 2017 symposium-taking place in Malta on 7 – 9 June 2017.
