  2. To contribute to the attainment of the company's business objectives by:
  3. providing strategic financial guidance to ensure that the company's commitments are met and
  4. developing all necessary policies and procedures to ensure the sound financial management and control of the Company’s business.
  5. To ensure the overall effective financial management and reporting for the Torbay Economic Development Company Ltd (TEDC Ltd) including fulfilling the role of Company Secretary ensuring all legal requirements are met.
  6. To actively contribute to the organisation as a key member of the Strategic Management Team.

  1. List Key Duties and accountabilities of the post
  2. To lead and manage a team of 5 Business Services staff to ensure that they are appropriately motivated and developed and carry out their responsibilities to the required standard.
  3. Contribute to the achievement of the company's business objectives by providing advice and guidance on financial strategy, corporate structure and treasury management.
  4. To fulfill the role of company secretary for the TEDC Ltd.
  5. Develop and control the company’s annual operating budget to ensure that all financial targets are met and financial and statutory regulations complied with.
  6. Formulation of annual budgets for the TEDC for agreement with senior management team and the TEDC board.
  7. To provide financial leadership, advice and challenge to the company's managers and staff to enable them to achieve their objectives.
  8. To work with the senior management team to develop strategies and plans in support of the business plan providing financial analysis and guidance on all activities therein.
  9. Oversee the preparation of the company's financial accounts, liaising with the company’s auditors, to ensure that these are presented accurately and on time.
  10. To ensure the preparation and submission of appropriate financial reports to the management team and board.
  11. Develop and implement an internal audit programme to ensure that the company complies with financial procedures and regulations.
  12. Develop and maintain all necessary systems, policies and procedures to ensure effective and efficient financial management within the company in support of current activities and future growth.
  13. Monitor external contracts and services provided by suppliers to ensure that these are operating effectively and provide the best value to the company.
  14. Carry out all necessary actions to ensure that the company meets its financial and legal obligations including insurance and risk management.
  15. Establish a high level of credibility and strong working relationships with external parties including customers and advisers.

  2. Determination of the Company’s annual budget.
  3. Recommending to the senior management team and the Board on acquisition or disposal of assets, entering into new contracts and other investment decisions.
  4. Management of company cash flow to ensure that the business minimises finance costs.
  5. Ensuring that client activities are financially managed in the most effective way.
  6. Identification of when issues become risks and need to be escalated to the Board.
  7. Ensuring robustness of financial plans across the breadth of the company.

Financial Responsibilities
5.1.Responsible for overall budgeted spend forecast at £4.5M plus client budget spend in addition to this. Includes responsibility for budgets associated with grant funding, project income and certain sales and procurement functions

5.2.Failure to achieve targets would have a critical impact on the TEDC, clients and the owner of the Company.

b)TDA’s Smoke-Free Policy prohibits the post-holder from smoking in any corporate buildings or enclosed spaces within the curtilage of buildings. Smoking breaks are not permitted within work time; however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
c)The post-holder is expected to familiarise themselves with and adhere to all relevant Policies and Procedures.
d)The post-holder must comply with Health and Safety requirements as outlined in the H&S policy appropriate to the role.
e)This post is based at Tor Hill House but the post holder may be required to move their base to any other location within the Council at a future date.
f)You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions
g)TDA is a trading name of Torbay Economic Development Company Ltd which is a company controlled by the Council of the Borough of Torbay.

  4. Proven experience of budget preparation, setting and monitoring and financial forecasting.
  5. Proven experience of preparing and presenting financial and management accounts, reports and data.
  6. Experience of liasing with auditors, business advisers and board members.
