42nd Annual Rocky Mt. Asphalt Conference & Equipment Show February 25-27, 2015 Crowne Plaza DIA

Conference Highlights:

-Preregistration was up over last year – 950 paid attendees including 800 full conference registrations and 150 Trade Show Only; but the snow resulted in a high number (150+) of no shows. The winter weather also caused the outdoor demo and the plant tour to be cancelled.

-The opening session with former US Navy Seal Jason Redman was very well received.

-Trade Show – SOLD OUT; A highlight for many attendees.

-CAPA Awards Dinner & Program – 350 pre-registered attendees with approximately 50 or so no shows do to the winter storm. CDOT’s Director of Product Support Scott McDaniel presented the CDOT Quality in Production Awards and the CDOT Smoothest Pavement Awards.

Transportation Commission Meeting – February 18-19: Tom Peterson attended the monthly Commission workshop (Wednesday pm) and meeting (Thursday am) on February 18-19.

-FHWA CO Administrator John Cater announced that $56 M of Emergency Relief Funds have been allocated to CO.This is the most of any state.

-Scott Ricrath, CFO, has resigned. Brett Johnson is the new Director of the Office of Major Project Development.

-The Commission approved a $20 M project cost increase to C-470.

Bill Schiebel, Staff Materials Engineer, is at NCAT in Auburn, Alabama, on March 3-5, for the Annual NCAT Test Track Conference. The conference (agenda attached) is paid for FHWA.

Meeting with Chief Engineer: The CAPA/CDOT Chief Engineer Liaison Committee met on Friday, February 20, at CDOT Headquarters. Attending were Scott Davis, John Pinello, Jeff Keller, Dave Lemesany, and Tom Peterson from CAPA and Josh Laipply, Bill Schiebel, John Eddy, and Scott McDaniel from CDOT.Key topics of discussion included the following:

oProgram funding/2015 Project Bidding{get the work out early, improve accuracy of Go Sheets}

oDBE Follow-up{work group continues to meet, GFE still considered as either meet the goal or don’t bid the project}

oConsultant Use{improve consistency, timely decision making and problem resolution}

oPavement Type Selection for Design/Build Projects{maximize flexibility to design/build teams}

Following the meeting, the CAPA representatives agreed that we need to meet on a quarterly basis rather than on an every six months’ time frame.

Mix Design Task Force Postpones Meeting until April 6The planned February 24 meeting of the CAPA/CDOT Mix Design Task Force has been postponed to April 6. CDOT has been trying to establish that asphalt mixes have gotten drier and this has impacted performance. Very little data has been collected by CDOT since the November 18 meeting and thus, the co-chairman (Todd Genovese of Martin Marietta Materials and Mike Stanford – CDOT) have determined to postpone the next meeting until April. The April meeting is conditional upon CDOT producing more data.

Smoothness Task Force – Meeting Plans Changed The concrete industry has requested that CDOT consider changes to the Roadway Smoothness specification. A meeting was planned for March 10, then moved to the 9th and then cancelled, pending the availability of Tom Clayton, asphalt industry co-chairman.

Asphalt Industry Forum (AIF ) Meeting – February 24 Meeting FeedbackThe joint CAPA/CDOT Asphalt Industry Forum (AIF) Meeting was held on February 24 at CDOT North Holly. There were 33 attendees including CDOT Regions 1, 2, 4, 5 and Headquarters. Here are a few of the meeting highlights.

oThe Mix Design Task Force meeting of February 24 was cancelled because CDOT failed to produce additional data to justify further discussion.

oThe Thin Surface Task Force is considering a change to the LA Abrasion requirement of surface seals. The documents are in draft form and comments will be accepted until mid-March.

oIt was suggested that the annual RAP Summary Usage Report (attached) include a column for “% RAP Allowed.” A CAPA/CDOT Region 3 meeting on RAP is planned for March 16.

oEach region present gave an update on upcoming projects that will be bidding in the next few months.

CDOT’s New Executive DirectorCDOT’s new Executive Director Shailen Bhatt made a statewide trip his first week on the job. Tom Peterson was in Greeley on February 12 for a meeting and CAPA members were present when he was in Grand Junction on February 14. Mr. Bhatt previously served in the FHWA and both the Kentucky and the Delaware DOT’s. He has been invited to the CAPA Board of Directors meeting on March 25.

  • Meeting to Discuss Use of RAP in Region 3 – Grand Junction CAPA Western Slope Technical Representative Jim Fife has coordinated a meeting with CDOT Region 3 Materials regarding the use of recycled asphalt pavement (RAP). The meeting will be on 11:30am, Monday, March 16 at CDOT R3 Offices.(More Info)
  • Teambuilding Training Planned with CDOT Region 5 – CAPA is partnering with CCA and CDOT Region 5 to conduct a 2-1/2 hour Teambuilding Training Course. The date has been rescheduled to Thursday, April 16. The training is open to all members of CAPA, CCA and CDOT Region 5 personnel and consultants. Bill Spragins of FMI will be the lead instructor.(More Info)
  • Asphalt Materials Meeting Planned with Region 2 - PuebloWe have coordinated with CDOT Region 2 Materials a CAPA/CDOT Region 2 – Asphalt Materials Meeting. The meeting is planned for 12:00 noon, Tuesday, April 28 and open to all CAPA members doing work in CDOT Region 2.(More Info)

Website Addresses Concerns on Asphalt Plant Operations CAPA retained public relations firm Burns Marketing has developed a website Safe Asphalt for Everyone (SAFE) ( that is LIVE!! The site provides information on asphalt plants and asphalt emissions.

CAPA Monthly Financials – January 2015 (Attached) The Equipment Leased to CSU ($87,329) has been removed as an asset. We have also transferred the remaining funds we were holding for the Asphalt Pavement Association of New Mexico and these funds are no longer liabilities.

APCD Enforcement Action 2013-2014 HMA/Sand & Gravel Operations

Our annual inspection and enforcement action scorecard has been received. The report (attached) was generated by Shannon McMillan, Field Services, Program Manager, Stationary Sources Program, of the CDHPE-Air Pollution Control Division (APCD). The report shows that the number of inspections were greatly reduced in 2014 (down from 239 in 2013 to 115 in 2014) but the number of enforcement actions was up from 4 in 2013 to 8 in 2014.8 enforcement actions representing 9 facilities. All but one of the enforcement actions was less than $5,999, 6 were sand and gravel and 3 were for asphalt production. Let me know if you have any questions or comments.

Converting concrete into asphalt pavement – A Look at 2015:

oChurch Avenue (Prince to Nevada) City of Littleton – planned as PCCP changed to SMA, bid in Spring, 2015

oPlum Creek Boulevard, Sunset Court – Castle Rock - bid in January, these two sections of streets in Castle Rock are currently concrete. The scope of the work is to remove and replace with asphalt.

oParkway Drive Reconstruction – County Line to Acres Green – City of Lone Tree – This 2015 project estimated at $1.2 million will remove the existing concrete pavement and replace with asphalt. Bid in Spring, 2015.

oVillage Road (Hilltop to Betts Ranch Road) – Douglas County - Originally planned as a concrete R/R and now changed to concrete removal and replace with asphalt. Expected to bid Spring, 2015.

oYuma Airport, remove and replace concrete runway and replace with asphalt.Expected to bid in April.
