Departmental Overview: / The Development Services Department is made up of three (3) business areas: Development Planning, Engineering Services and our building control area BPi. The Development Planning team implements and enforces the Banyule Planning Scheme through regulation and facilitation of land use and development planning. Engineering Services provides transport and traffic , detailed civil design, and stormwater drainage advice and management to both internal and externally to residents and traders. Banyule BPi has two primary roles, that of the Municipal Building Surveyor fulfilling all of Council's regulatory requirements, and a commercial enterprising assessing and issuing building permits both within Banyule and throughout Victoria.
Position Objectives: /
  • To ensure that the statutory planning services of Council are delivered in an efficient and professional manner in accordance with the policies and practices set by Council and legal and budgetary requirements.
  • To assess complex planning applications in accordance with Council’s policies.
  • To oversee, lead and review the work of a small team of Development Planning staff, providing day to day advice and assistance with support from the Development Planning Coordinator.
  • To provide advice, support and project management, as required, on strategic and operational matters affecting Banyule and Development Planning and liaise with other units of Council including the Strategic Planning Team.

Key Responsibility Areas: / Coordination
  • To assist the Development Planning Co-ordinator in the management of the budget for Development Planning.
  • To ensure staff are kept abreast of state planning policy and legislative changes as well as all relevant Council policies.
  • To coordinate the implementation of quality processes and process improvements for all planning and related office functions and to keep such processes under regular review, in consultation with all staff (including delegation arrangements, delivery of customer service, standard reports, planning conditions and letters).
  • To assist the Development Planning Co-ordinator in coordinating training and development for all staff.
  • To participate and provide input to the Planning Leadership Team.
  • In conjunction with the Development Planning Co-ordinator:
-to actively work to build and enhance relationships with internal and external customers and foster a corporate approach with staff;
-to convene regular staff meetings;
-to assist in overseeing the delegation functions of the development planning team and ensure adopted planning processes and Council policies are followed.
Team Leader
  • To provide day to day advice, guidance and direction to staff, as well as provide formal feedback on performance and assist with individual reviews.
  • To co-ordinate and lead statutory planning input into strategic matters and planning changes.
  • To work closely with other team leaders and teams, and assist in supervising other teams members from time to time with support from the Development Planning Coordinator.
Applications and projects
  • To process major and complex planning applications and undertake other planning assignments with a minimum of delay and with full professional judgement and competence.
  • To prepare reports on planning matters recommending appropriate action to be taken by Council.
  • To represent Council as an advocate at the Victorian Civil and Administrative Tribunal and Planning Panels from time to time, as required.

Internal Liaisons: Chief Executive Officer, Directors, Manager Development Services and other Managers and staff
External Liaisons: Officers in Government Departments and Statutory Authorities, Contractors, Business, Community Groups, the public and counterparts at other Councils.
Accountability and Extent of Authority: /
  • To initiate and conduct negotiations, liaison and consultation on Council’s behalf in the pursuit of specific objectives for statutory planning;
  • To direct, guide and review a small team of Development Planning staff in consultation with the Development Planning Co-ordinator.
  • This position is accountable to the Development Planning Co-ordinator for:
negotiation, liaison and consultation on Council’s behalf;
proactively plan for the land use and development needs of the municipality;
development of procedures and guidelines on land use and development;
achievement of land use and development goals and objectives in accordance with set timeframes and budget limitations;
supervision of consultant/contract staff undertaking planning work;
supervision of staff to achieve specified objectives.

  • Able to provide support to the Development Planning Co-ordinator to achieve organisational goals.

Qualifications and experience: /
  • Recognised tertiary qualification in urban planning.
  • Current Drivers Licence
