Re: S31 Grant Determination Letter for the SEND Preparation for Employment Grant 2018 [DfE Ref:GR1000360/ MHCLG ref: 31/3185]

This Determination is made between:

(1) The Secretary of State for Education and

(2) The local authorities listed at Annex A.

Purpose of the grant

Local authorities can spend this one-off grant to promote supported internships and other preparation for employment activity for young people with special educational needs and disabilities (SEND), which is a critical aspect of the SEND reforms. They may, however, choose how to spend the money in order to best meet local need.

The Department’s expectation is that local authorities will use the funding provided to:

  • provide job coach training to increase the pool of expert job coaches available to support young people with SEND on work placements; and
  • set up local supported internship forums. We anticipate that a local forum would bring together education providers, local authorities, employers and other key figures to identify local opportunities and overcome the local barriers to create a supported internship programme.

We would expect the majority of local authorities to appoint a full time supported internship coordinator to develop local supported internship forums and arrange job coach training. We believe that establishing the forums and delivering the job coach training will support the sustainability of supported internships beyond the life of the funding.

Some success measures which local authorities may wish to employ are provided at Annex B.

Grant allocations

Total funding of £9,690,000 is available for this programme from January 2018 – March 2019. Funds will be made available in the form of a non-ringfenced grant.

Payment arrangements

Payment will be made in one instalment in January 2018.

Arrangements for keeping in touch with the Department for Education and the Delivery Support Contractor

Formal reporting to the Department for Education on progress is not a condition of this grant. However, the Department for Education will ask local authorities to provide a voluntary return about increased activity on preparation for employment, including supported internships.

The Department for Education would also be happy to receive any information about effective practice and increased activity on preparation for employment that local authorities may gather.

This letter has been copied to the Chief Finance Officer of all local authorities, all Directors of Children’s Services, local authority SEN policy leads and to Her Majesty’s Treasury and the Department for Communities and Local Government.

SEND PREPARATION FOR EMPLOYMENT GRANT DETERMINATION 2018 [DfE Ref: GR1000360 / MHCLG ref: 31/3185]

The Minister of State for Education (“the Minister of State”), in exercise of the powers conferred by section 31 of the Local Government Act 2003, makes the following determination:

Citation

1) This determination may be cited as the SEND Preparation for Employment Grant Determination 2018 [DfE Ref: GR1000360 /MHCLG ref: 31/3185].

Purpose of the grant

2) The purpose of the grant is to provide support to local authorities in England towards expenditure lawfully incurred or to be incurred by them.

Determination

3) The Minister of State for Education determines as the authorities to which grant is to be paid and the amount of grant to be paid, the authorities and the amounts set out in Annex A.

Payment arrangements

4) The grant will be paid in one instalment to local authorities as set out in Annex A on, or by, 14 February 2018.

Treasury consent

5) Before making this determination in relation to local authorities in England, the Minister of State for Education obtained the consent of the Treasury.

Success Measures

Our aspiration is that each local authority will develop around 20 supported internship placements over the coming year – this will vary depending on the size of the local authority.

Success measures which local authorities may wish to employ when assessing the impact of this grant might include:

•substantial increases in the number of schools and colleges offering supported internships;

•an increased number of FE providers within local authorities offering supported internships as part of their Local Offer; and

•an increase in the number of college students reporting participation in supported internships via their ILR (Individualised Learner Record) returns.
