SUBJECT: Department of Defense-Changes to the Defense Enrollment Eligibility Reporting System
The Office of Child Support Enforcement (OCSE) issued Dear Colleague Letter (DCL) 08-07dated March 7, 2008, Department of Defense determination of dependency for health care benefits for children born out-of-wedlock. This DCL outlines the changes in the application process for the Defense Enrollment Eligibility Reporting System (DEERS). In the past, out-of-wedlock children were considered dependants for health care coverage only pursuant to a judicial order of paternity and/or if the child(ren) was part of a service member’s household that contributed more than half the cost of the child’s support.
The revised policy allows a noncustodial parent in the military (referred to as a sponsor by military personnel) and the custodial parent of a child born out-of-wedlock to go to the nearest military installation with an ID card issuance site to determine dependant child status. For enrollment purposes, the sponsor must be present to enroll the child. If the sponsor is serving overseas, he may give a power of attorney (specific to the DEERS ID enrollment process) to the custodial parent. In addition, when enrolling a child, an Army soldier must enroll his/her child at an Army site; an Air Force member must enroll his/her child at an Air Force site, etc. The sponsor and custodial parent are required to bring the voluntary acknowledgment of paternity form and the birth certificate of the child(ren). A military technician will validate the voluntary acknowledgment of paternity form and the documents will be scanned into the DEERS database, thus allowing the child(ren) eligible to receive coverage. A child may be enrolled at any time prior to his or her 21st birthday. Once a child is enrolled in DEERS, the ID card can be issued at any location.
There are no Marine, Coast Guard or Navy sites listed for Kentucky at this time. Some of the smaller locations, specifically those at the Reserve or National Guard stations will assist customers on specific days or by appointment only. In the future, staff can check the Department of Defense-DEERS site at to search by City, State, ZIP Code and Country for the closest DEERS ID card issuance site.
