- Requirement Description
Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.
There is the need to limit the use of the override rate field on the Weekly Elapsed Time entry pages. The override rate field is used to pay an employee at a rate different from their default hourly rate.
PeopleSoft allows the free use of the override code to anyone with the security to enter time. This could be at the timekeeper remote entry level. Most agencies today do not allow timekeepers who are not working in the agency payroll office the security to enter dollar amounts however, if the override rate code is used in the template, than anyone recording time can enter a rate.

Provide a justification for the requirement. Include information about frequency, volume, number of users impacted, etc.
There is a need to prevent unauthorized override payments to employees. In the legacy systems the hourly rate can only be overridden in the agency payroll office by payroll staff.

The use of the override rate field should be limited to authorized payroll staff. Any overrides that are created by unauthorized means need to be identified to prevent incorrect payments.

Describe the changes to the organization that result from the recommended solution. Include a description of any role, process, statute, or bargaining unit agreement affected.
Agency payroll personnel will need to be aware of override rates that are entered via time and labor. In addition they will need to be trained to use the new report.
- Process Solutions
Describe the possible Process Solutions. Include a description of impacts and benefits of each solution.
Option 1. Use the override rate field as delivered, which means that the override field would appear on any template that requires an override rate when entering time.
Option 2. Additional Time Reporting Codes (TRCs) could be created with a set override rate to minimize the impact of allowing an incorrect override rate to be used. The number of TRCs needed however, could be very large in number and therefore this is not a viable option.

Describe the possible Application Modifications. Include a description of impacts and benefits of each solution.
Option 1.
Modification Type: On-line
Complexity: Medium
Description: Build an additional page that duplicates the delivered on-line entry page however have one that does not allow access to the override rate field. This field would be “view only” for time entry personnel. The second panel would give the Payroll Agency Specialists access to the field for override purposes.
Option 2.
Modification Type: On-line
Complexity: Medium
Description: Use PeopleCode to allow access to the override rate field only when specific TRCs are used. This option ensures that only one page will be used for Time Entry purposes. A new field will need to be added to the Time Reporting Code set record to allow for the categorization of TRCs to allow for the assigning of Override Rates
Option 3.
Modification Type: Report
Complexity: Medium
Description: Create a report that identifies whenever an override rate is used for a set of employees. These entries will appear on the report with a designated reason, which will be added by the users during time entry. This process allows for the ensuring of proper overrides at the point of time entry and before the entry is sent to payroll.
